Android’s RAM Management Is Getting Smarter—Not by Showing More Free Memory

Yes, Android is improving memory management, especially in Android 17, but the change is not a promise of more “free RAM” or permanently open apps. Android uses available memory for active workloads, shared code and file caches, then protects the system by reclaiming, compressing, freezing or terminating processes according to their importance. Android 17 adds a per-process Memory Limiter on some devices, making it harder for one runaway app to destabilize everything else.

Free RAM is not Android’s performance target

Android deliberately fills otherwise unused RAM with application code, shared libraries, UI resources and recently used app data. Keeping that material in memory can make a return to an app a warm start instead of a cold start. A high “used RAM” percentage is therefore not automatically a fault; the useful question is whether the system is under memory pressure, stuttering or repeatedly reloading apps.

The platform’s memory model is described in the Android memory-management documentation. RAM that is not needed immediately can serve as cache and be reclaimed when a higher-priority workload requires it.

What Android does when memory gets tight

Memory management is a sequence of increasingly disruptive actions rather than a single “RAM cleaner.”

Mechanism What it does Visible trade-off
File-backed page reclaim Discards clean copies that can be read again from storage. A later access may be slower.
zRAM Compresses less-used anonymous pages in a RAM-resident, swap-like area. Compression and decompression consume CPU time; zRAM is not extra physical RAM.
Trim callbacks Gives apps opportunities to release caches and other disposable resources. Apps that ignore pressure can remain expensive.
Cached-process freezing Suspends CPU execution for apps that are cached but retained. The process can still be reclaimed or killed later.
lmkd termination Kills less-important processes when reclaim and compression are insufficient. The next visit becomes a cold start and unsaved state may be lost.

Android’s low-memory killer daemon (lmkd) uses process importance, represented partly by oom_adj_score, to decide what should go first. Cached and background processes normally have higher kill priority than a visible app or a system-critical process, although severe pressure can still terminate a foreground process. Warm, cold, cached and frozen: the terms behind “multitasking”

Warm start

The existing process is reused, so Android can restore the interface with little setup.

Cold start

The old process was killed. Android must create it again, load code and resources, and reconstruct state. This is normally slower and can expose state that was not saved properly.

Cached process

An app that is no longer visible can remain in memory for a quick return, while Android treats it as disposable if pressure rises. The memory overview explains why retaining cached processes can improve switching speed.

Frozen process

A cached process can remain resident while its threads are suspended, preventing it from consuming CPU in the background. A lifecycle event such as a new intent, job-service start or resumed activity can unfreeze it.

What Android 17 changes

Android 17 (API level 37) introduces the Memory Limiter, an additional control layer built on Linux cgroup v2’s memory controller. On participating devices, application processes (UID 10,000 and above by default) receive memory ceilings based on physical RAM and process state. Visible work receives more generous treatment than background or cached work.

When an app approaches its ceiling, the system can reclaim its clean file-backed pages, move anonymous pages into zRAM, slow the process, make an allocation fail or ultimately terminate it. The intended benefit is containment: one leaking or runaway app is less likely to create system-wide pressure that kills unrelated apps and important processes.

The limiter does not replace lmkd. Traditional reclaim, zRAM and low-memory killing remain part of Android’s response when limits and reclaim are not enough. Android 17 also does not expose a normal runtime API that lets an app ask for its exact limiter ceiling.

Availability is important: Android’s behavior-change documentation says the limits are enforced only on a subset of Android 17 devices. OEM configuration, kernel support and the device’s RAM capacity therefore determine what a particular phone actually does.

Why the change can feel faster

  • Fewer collateral kills: A memory-hungry app can be constrained before unrelated apps are evicted.
  • More predictable switching: Healthy cached processes have a better chance of surviving pressure, reducing cold starts.
  • Less background CPU use: Frozen cached apps do not continue running ordinary threads.
  • Better battery behavior: Suspending needless cached activity can reduce wasted work.

These are intended and plausible user-visible effects, not a universal benchmark claim. A phone can still slow down when compression, reclaim and storage access become frequent, and an app that exceeds its allowance may run worse than before.

The cached-app freezer: preserving state without letting it run

The cached-app freezer has been supported since Android 11 and was strengthened in Android 14. On supported Android 14-and-later configurations, a process is typically frozen about 10 seconds after entering the cached state. Android can compact or swap its memory while it is frozen, then thaw it when an eligible event arrives. AOSP reports up to a 30% reduction in cold starts on supported devices, with results varying by total RAM and device configuration; that figure is not a guarantee for every phone.

Freezing is not permanent retention. Cached processes remain disposable, and Android can kill them when memory pressure or the device’s cached-process allowance requires it. Details are documented in the AOSP cached-apps freezer documentation.

What users should expect

App switching

You may see fewer reloads when moving among a modest set of recently used apps, particularly on a device that enforces the Memory Limiter and supports freezer behavior. Large games, cameras and editors have large working sets and can still force other apps out.

Gaming and heavy workloads

Games often use substantial native heaps, graphics resources and asset caches that are not represented by a single Java-heap number. Opening the camera or browser can therefore restart a game even when a memory screen appears to show available RAM. Battery and background services

Freezing can reduce CPU work from cached apps, but an app that keeps a long-running service, VPN, accessibility component or media session active is not equivalent to a frozen cached process. OEM battery policies can also stop background work more aggressively than the Android framework alone.

RAM numbers and “virtual RAM”

A reading of 85–95% usage can be normal if no memory pressure is occurring. Vendor “memory expansion” features generally use compressed memory or storage-backed swap; they do not add physical RAM. They can help particular workloads, but may add latency and storage wear, so there is no device-independent performance promise.

What developers need to do

  • Fix leaks and avoid unbounded in-memory caches.
  • Release graphics, bitmap and other disposable resources when the UI is hidden or the system reports pressure.
  • Use onTrimMemory() to respond to lifecycle and pressure signals.
  • Use ApplicationExitInfo to determine why a previous process ended; Android 17 reports can include MemoryLimiter:AnonSwap when that mechanism was involved.
  • Check ActivityManager.MemoryInfo and test on devices with different RAM capacities and Android versions.
  • Remove unnecessary long-running services. They reduce the number of useful cached processes and can contribute to thrashing.
  • Reduce APK code and resource footprint with suitable build optimization, and preserve user state so a cold start can restore it.

Testing Android 17’s limiter

These ADB commands are for developers and test devices, not consumer speed tweaks:

  1. Check status and current limits with adb shell am memory-limiter status.
  2. Temporarily ignore all app limits with adb shell am memory-limiter ignore all.
  3. Restore normal enforcement with adb shell am memory-limiter ignore none.
  4. Apply a 30 MB manual constraint to a process using adb shell am memory-limiter manual <PID> 30.
  5. Remove all limits for that process with adb shell am memory-limiter manual <PID> max.
  6. Remove the manual override and return to device policy with adb shell am memory-limiter manual <PID> none.

Commands have no effect on a device that does not impose Memory Limiter controls. The documented behavior and commands are in the Android 17 behavior changes.

Testing the cached-app freezer

On supported development devices, AOSP documents enabling the freezer with:

adb shell device_config put activity_manager_native_boot use_freezer true
adb reboot

Disable it with:

adb shell device_config put activity_manager_native_boot use_freezer false
adb reboot

These settings alter system behavior and should not be used as routine troubleshooting on a personal phone. See the AOSP freezer documentation.

Common problems and the right response

  • Apps reload after only a few switches: Update the app and system, check for unusually large workloads, and note that low-RAM hardware and OEM policies can be decisive.
  • A game restarts after opening another app: This is usually a working-set limit, not proof that the RAM meter is broken.
  • Music, VPN or accessibility stops: Review the manufacturer’s battery and background-permission controls before changing developer settings.
  • The phone stutters: Repeated zRAM and reclaim activity can cause latency; identify the app driving pressure rather than repeatedly clearing recents.
  • One app drains the battery while “cached”: Update or report that app; a badly behaved process may be doing CPU work instead of remaining frozen.

Do not routinely clear every recent app or install “RAM booster” utilities. Purging caches fights Android’s reuse model and can turn warm starts into cold starts. Force-stop a specific misbehaving app, update it, restart the phone when appropriate, or contact the device maker if the behavior persists.

Does this make a low-RAM phone equivalent to a high-RAM phone?

No. Better policy can reduce waste and make pressure more orderly, but it cannot change total RAM capacity, memory bandwidth, storage speed, CPU cost for compression, app footprint or the demands of gaming, editing and emulation. More physical RAM generally leaves more room for simultaneous working sets, while firmware quality and workload determine how much of that capacity is useful.

The practical verdict

Android’s direction is toward better containment and prioritization, not a larger free-memory number. The Android 17 Memory Limiter can isolate an abusive app on supported devices, while cached-app freezing can preserve fast resumes without allowing idle apps to consume CPU. Reclaim, zRAM and lmkd still matter, OEM behavior still varies, and no mechanism guarantees that every app remains open. Judge the improvement by fewer system-wide slowdowns and more consistent switching—not by how empty the RAM meter looks.
