Yes, covered fintechs in Brazil must report financial information through the Receita Federal’s e-Financeira system. No, the rule does not create a tax on Pix or require a separate report of every Pix transfer. Instrução Normativa RFB nº 2.278, dated August 28, 2025, brought payment institutions and participants in payment arrangements under reporting obligations comparable to those already applying to financial institutions. The system generally receives aggregated account inflows and outflows, not an itemized Pix ledger. This explanation reflects the rules and official guidance available as of August 18, 2026. Receita Federal’s IN RFB nº 2.278 presentation and its e-Financeira FAQ explain the scope and reporting format.
What changed for fintechs?
The change is about which institutions fall within the reporting framework, not about making Pix a taxable payment method. Banks and other covered financial institutions have long supplied financial information through e-Financeira. IN RFB nº 2.278/2025 applies the same ancillary reporting obligations to payment institutions and participants in payment arrangements, and the account definition includes payment accounts.
That legal scope matters: “fintech” is a broad business label, not a single regulated category. A company’s obligation depends on its role in Brazil’s financial or payments system. A regulated payment institution maintaining customer accounts may be covered; a company that only supplies software is not automatically covered just because its technology processes Pix payments. What information does e-Financeira report?
Receita describes the financial movement data as aggregated. The reporting may include required account-holder and account information, along with totals for money entering and leaving an account. A Pix transfer can contribute to those totals because Pix is one way funds move; the e-Financeira data described by Receita is not generally a transaction-by-transaction list showing each Pix’s date, sender, recipient, message or purpose. This description concerns e-Financeira reporting. Other legal duties, such as anti-money-laundering controls or responses to a lawful information request, are separate and may have different rules. Aggregated reporting should not be read as a claim that financial information is inaccessible to tax authorities: Receita uses information under Brazil’s applicable tax-administration and information-sharing framework.
Is there a Pix tax or automatic tax bill?
No. IN RFB nº 2.278 does not create an income tax, transaction tax or fee for sending or receiving Pix. Receita Federal says there is no Pix tax and no tax on financial movement in its January 2026 statement addressing Pix and taxation misinformation.

A reported account movement is not, by itself, a tax assessment. Whether money has tax consequences depends on what the payment represents and on the taxpayer’s existing obligations. A sale, service payment or salary may be income; loan proceeds, a transfer between one’s own accounts or a reimbursement are not automatically income merely because money arrived. Keep documents that establish the nature of unusual or business-related receipts.
What fintechs should prepare to do
Covered institutions need processes that produce accurate prescribed reports from their account and ledger data. Receita’s implementation guidance refers to the e-Financeira manual, version 1.2, and its implementation presentation addresses reporting operations, including no-movement cases.

- Confirm whether the entity is covered. Assess its legal status and role as a payment institution, payment-arrangement participant or other declarant; do not use “fintech” alone as the scope test.
- Inventory accounts and data sources. Include payment accounts and map customer and account identifiers, opening or closing events, and the source systems for account movements.
- Map the current manual’s fields and aggregation rules. Reconcile inflows and outflows consistently across ledger, settlement and account data; retain enough source records to substantiate totals.
- Validate and submit through the required channel. Follow the operative manual and semester-based filing calendar, retain submission evidence, and maintain a process to correct or replace erroneous files.
- Handle periods without movement explicitly where required. Receita’s guidance discusses “sem movimento” declarations; confirm whether one is required for the institution and reporting period instead of assuming silence is sufficient.
Failure, delay, omission or inaccurate filing can create ancillary-obligation and regulatory exposure. The specific consequences depend on the applicable legal provisions and their version in force; they should not be inferred from the reporting rule alone.
How individuals and businesses can keep their records clear
- Separate business and personal flows. Using a personal account for business collections makes it harder to reconcile sales, reimbursements and household transfers, even where reporting is aggregated.
- Keep evidence of what a payment represents. Retain invoices, receipts, contracts, loan agreements and reimbursement records as appropriate.
- Do not treat every incoming Pix as taxable income. Classify it by its underlying transaction and meet any tax duties that already apply to that income or sale.
- Do not stop accepting Pix because of a tax rumor. Receita specifically rejects claims that ordinary Pix receipts automatically trigger a tax or that users should avoid Pix; see its FAQ for service workers receiving payments.
- Ask an accountant about uncertain transactions. This is especially useful for recurring business receipts, asset sales, gifts or loans whose treatment depends on the facts.
Are R$5,000 and R$15,000 current reporting thresholds?
Official Ministry of Finance material lists monthly figures of R$5,000 for individuals and R$15,000 for legal entities in discussion of the 2025 framework, compared with R$2,000 and R$6,000 for 2024. Those figures need careful legal context: they were associated with the 2024 measure that was revoked in January 2025. The current IN RFB nº 2.278 extends coverage to payment institutions, but the figures should not be treated here as a definitive, universal 2026 threshold without confirmation in the operative legislation and current e-Financeira manual. How this differs from Banco Central Pix rules
Receita Federal’s e-Financeira rules concern tax-information reporting. Banco Central rules separately govern participation in Pix and supervision of payment institutions; the Central Bank has announced distinct requirements for Pix participants.
