On September 1, 2023, Brazil’s 15th Federal Criminal Court of the Federal District ordered ICQ blocked nationwide after the Federal Police alleged that users were distributing images and videos showing children and adolescents in situations of nudity and sexual abuse. Anatel then notified more than 19,200 telecommunications providers and other entities to restrict access to the ICQ app and web interface. This was not a general ban on lawful adult pornography, nor was it a worldwide shutdown. ICQ later discontinued its global service on June 26, 2024.
What happened on September 1, 2023?
The federal court order followed a request from Brazil’s Federal Police (Polícia Federal). Brazilian reports said the order applied across the country and covered ICQ’s application and web interface, including versions identified in coverage as ICQ New. The action was an access restriction inside Brazil: it did not, by itself, delete user accounts, seize company servers, or disable ICQ everywhere.

Why did the Federal Police seek a block?
According to the reporting, police told the court that ICQ was being used to circulate links, images and videos involving the sexual exploitation or abuse of children. Some links were promoted or shared through groups and other social networks, including Facebook, Twitter/X and Instagram. A June 2023 investigation by Brazilian outlet Núcleo was also reported as describing the sale or distribution of illegal child-abuse material through ICQ.

These were allegations underlying an urgent blocking request, not a final criminal finding that ICQ or its operator created, approved or knowingly endorsed the material. The available reports describe a service being used by alleged offenders and do not establish a merits judgment against VK, the company associated with ICQ at the time.
Contact attempts were part of the rationale
The Federal Police reportedly said it had made numerous unsuccessful attempts to contact ICQ or the responsible company. That alleged inability to obtain cooperation or an effective response was central to the request. The case therefore was not simply “illegal files were found, so the service was banned”; it also concerned authorities’ difficulty notifying the operator and seeking action.

At the time, Brazilian reports identified the Russian technology company VK as responsible for the service and said requests for comment had not received a response. The account is documented by UOL’s contemporaneous report.
How was the restriction implemented?
Anatel, Brazil’s telecommunications regulator, reportedly sent the blocking instruction to more than 19,200 providers and telecommunications entities. The instruction covered access to the application and web interface. The published reports establish the scale of the notification, but not that every provider used the same filtering technology or implemented the order identically.

Was Brazil banning all pornography on ICQ?
No. The reported trigger was alleged child sexual abuse material, not ordinary adult sexual content. “Pornography,” without a qualifier, is therefore misleading because it can suggest that lawful adult material was the reason for the order.

The clearest modern term is child sexual abuse material (CSAM). Brazilian reports and legal references may use “child pornography,” but that phrase should be used only when directly attributing the terminology to those sources. Coverage linked the alleged conduct to provisions of Brazil’s Statute of the Child and Adolescent and to the offense of rape of a vulnerable person in the Penal Code; the precise legal conclusions would require the full judicial record. What the order did—and did not—establish
- It did establish an interim access measure: Brazilian providers were instructed to restrict access after a federal court acted on the Federal Police request.
- It did not establish a worldwide ICQ ban: a Brazilian ISP restriction does not automatically affect users in other countries.
- It did not amount to a final finding against VK: the available reporting describes allegations and an access order, not a conviction or final merits judgment that VK produced or endorsed abuse material.
- It did not remove every copy or link: blocking an app or domain can prevent access through participating providers, but material or links on other services may remain elsewhere.

The Google Play report concerns app distribution and should not be generalized to every app store, country or ICQ package. It also does not mean that the Brazilian court order itself removed the app worldwide.

What is ICQ’s status now?
The Brazilian block is now a historical event rather than an ongoing suspension of an operating messenger. ICQ’s global discontinuation on June 26, 2024 means the original service no longer operates as it did before the shutdown. The two events should be kept separate: Brazil restricted access in September 2023; the operator later ended ICQ worldwide.

Why this case is often misunderstood
- Calling the trigger simply “pornography” obscures that the allegation concerned sexual exploitation of minors.
- “Suspended” can sound like a temporary account action; “blocked” more accurately describes the Brazilian provider-level restriction.
