The change was reported in July 2016 after a ministry confirmation described in contemporaneous coverage; the new wording still appears in UIDAI materials. The stated rationale was that Aadhaar was for all Indians, while the suggestion that the change was aimed at the Aam Aadmi Party remains unproven.
What changed—and what the words mean
The earlier tagline, “Aam Aadmi Ka Adhikar,” framed Aadhaar as “the common person’s right.” The replacement, “Mera Aadhaar, Meri Pehchaan,” means “My Aadhaar, my identity.” The first phrase foregrounded a collective idea of access and entitlement; the second speaks in the first person and frames Aadhaar as an individual identity. The change was to the slogan and branding, not to Aadhaar’s name or, on the evidence reported, its legal or administrative framework. Scroll’s July 2016 report gives the two wordings and describes the change.
When the tagline changed
The timing is approximate: the contemporaneous account said the replacement had been made about six months before a ministry confirmation in late June 2016, rather than identifying an exact implementation day.

These dates and qualifications come from Scroll’s contemporaneous account. They support a late-2015 change followed by a 2016 confirmation and reports, not a precise launch date.

Why “Aam Aadmi” was removed
The reported argument was that Aadhaar was meant for every Indian, not only people described as the “common man” or those in lower-income groups. Upadhyay, identified in the coverage as a BJP Delhi unit spokesperson, reportedly objected that the wording could sound as if the programme belonged specifically to ordinary or poorer citizens, rather than also including people in higher-income and elite categories. That is the clearest stated rationale in the contemporaneous coverage; the tagline itself did not create a new eligibility category.
The political context—and what it does not prove
“Aam Aadmi” is an ordinary Hindi expression for a common or ordinary person, but in 2016 it also carried an evident association with the Aam Aadmi Party. Scroll reported that a UIDAI official acknowledged discussions about changing the tagline after the party was formed. That makes the party part of the story’s political backdrop, but it does not establish that the government changed the wording to target or distance itself from the party. No formal anti-AAP rationale is established by the cited coverage.

How strong was the confirmation?
The contemporaneous record has more than one level of confirmation. Scroll reported that the Ministry of Communications and IT confirmed the change on June 28, 2016, while also noting that UIDAI had not independently confirmed all aspects of it at that point. A separate July 2016 blog post claimed UIDAI had informed Upadhyay of the new wording in a letter, but the post does not provide a currently accessible official letter for independent verification. That report should therefore be treated as a claim about a communication, not as the letter itself.
What did not change
The reported story concerns a communications tagline. The available sources do not show that it changed Aadhaar’s statutory basis, enrolment eligibility, authentication rules, subsidy eligibility, privacy protections or requirements for using services. They also do not establish that cardholders had to replace an existing Aadhaar card because of the slogan. Those would be separate policy or operational changes, not consequences demonstrated by the branding report.

Is the replacement tagline still in use?
Yes. “Mera Aadhaar, Meri Pehchaan” appears on UIDAI’s public dashboard and in its 2024–25 annual report. That establishes continued use in official public-facing materials, though it does not reveal precisely when every card design, form or campaign adopted the wording.
