Airtel, Jio’s Starlink deals were ‘orchestrated by Modi to buy goodwill’ with Trump, Congress alleged. What the evidence shows

Congress alleged in March 2025 that Prime Minister Narendra Modi helped orchestrate Airtel’s and Reliance Jio’s agreements with SpaceX’s Starlink to curry favour with then-U.S. President Donald Trump through Elon Musk. The agreements were real; publicly available evidence cited here does not establish that Modi directed them or that they were part of a political bargain.

What Congress alleged—and what is established

On March 13, 2025, Congress leader Jairam Ramesh alleged that the Starlink arrangements announced by Airtel and Jio had been orchestrated to create goodwill with Trump. Trinamool Congress MP Saket Gokhale also questioned the government’s handling of Starlink. Congress pointed to the timing after Modi’s February 2025 meeting with Trump, Musk’s association with the Trump administration at the time, and questions about Tesla’s possible entry into India and import duties on electric vehicles. The distinction is important: a political meeting, subsequent commercial announcements and government licensing decisions are separate facts. The material publicly established here confirms the commercial arrangements and later regulatory steps, but does not show that Modi personally negotiated or instructed either deal, that the companies changed position under his pressure, or that Starlink’s entry was exchanged for a Trump-, Musk- or Tesla-related concession.

What the companies announced

Airtel’s March 11 agreement

Bharti Airtel said it had agreed with SpaceX to explore possible cooperation. The areas it listed included making Starlink equipment available through Airtel’s retail network, offerings for business customers, connectivity for communities, schools and health centres, and possible use of Airtel’s ground-network infrastructure. The stated aim included extending connectivity in remote and underserved areas and complementing Airtel’s existing services. Airtel made the arrangement conditional on SpaceX obtaining the necessary Indian authorisations. It was not an announcement that Starlink service had launched in India. Airtel’s announcement sets out the proposed areas of cooperation and condition.

Jio’s arrangement

Jio Platforms also announced an arrangement with SpaceX shortly after Airtel’s announcement, according to contemporaneous reporting. The available material does not provide a complete original Jio release or enough detail to compare the contracts’ distribution rights, customer support, billing, installation, enterprise services or infrastructure commitments. Airtel’s announced terms should therefore not be attributed to Jio. Jio Platforms, Reliance Jio Infocomm and Jio Satellite Communications are related entities, but their names are not interchangeable when describing a particular agreement or licence. The reported sequence of the two announcements confirms the timing, not identical contract terms.

Why the timing drew political scrutiny

Modi met Trump in Washington in February 2025. Musk, whose SpaceX operates Starlink, was then a senior adviser associated with the Trump administration. Airtel announced its agreement on March 11, followed soon afterward by Jio’s announcement. Congress treated that sequence as circumstantial support for its theory that the deals served a diplomatic purpose.

Timing can explain why the allegation attracted attention, but it does not establish causation. Evidence of political contact does not itself prove direct orchestration; evidence that the government later authorised a service does not prove a quid pro quo. The available material does not document an instruction from Modi, a negotiated political exchange, or a concession tied to Tesla.

The regulatory path is not the same as a commercial agreement

A private agreement can set out what companies intend to explore, but it cannot by itself authorise a satellite operator to provide service in India. Several distinct questions matter:

  • Unified Licence and GMPCS authorisation: the government’s January 29, 2026 reply said the Department of Telecommunications had issued authorisation for Global Mobile Personal Communications by Satellite services under Unified Licences to Starlink Satellite Communications, Jio Satellite Communications and OneWeb India.
  • Spectrum assignment: authorisation to provide a category of service is not the same as completing the rules and assignment process for the spectrum needed to operate it. TRAI’s 2026 consultation materials show that network authorisation and spectrum assignment remained subjects of regulatory work.
  • Security and operational compliance: licensing does not by itself establish that every security, lawful-interception, equipment, marketing or operational requirement has been completed.
  • Consumer launch: none of these steps alone establishes nationwide availability, a launch date, retail pricing, coverage or customer eligibility.

The January 2026 government reply is a later development than the March 2025 announcements, not proof that service was immediately available to ordinary consumers. See the government’s licensing reply and TRAI’s framework consultation.

Why the earlier history matters

In 2021, the Department of Telecommunications warned that Starlink was not licensed to provide satellite internet services in India and told the company to stop taking bookings. That episode illustrates why a commercial announcement and permission to serve Indian customers must be kept distinct. The government’s 2021 notice records that warning.

India’s broader policy debate has also involved how satellite spectrum should be assigned and how satellite providers should be treated relative to terrestrial telecom operators. TRAI’s earlier consultation documents the spectrum-assignment debate, while its later materials list Airtel, Jio and Starlink among stakeholders. Participation in a consultation does not prove that a company opposed Starlink’s entry, nor that it later reversed a position. Airtel also had an existing relationship with Eutelsat OneWeb, so its Starlink agreement was not evidence that it had only one satellite-connectivity relationship. TRAI’s earlier consultation and its 2026 framework materials provide the policy context.

What the national-security question does—and does not—show

Congress raised the question of who could switch connectivity off during a national-security emergency. That is a legitimate governance issue for a network operated by a foreign-owned satellite company, but the question itself is not evidence that Starlink was granted unchecked control or that Airtel or Jio could independently control its satellites.

Answering it requires details not supplied by the commercial announcements: who operates Indian gateway stations, how user terminals are managed, which Indian authorities can order suspension, what lawful-interception and data-retention rules apply, and how a shutdown order would be enforced if the foreign operator failed to comply. Local distribution or infrastructure cooperation does not, on its own, establish ownership or control of the satellite network. The cited material does not resolve those operational questions.

What the evidence supports

  • Airtel and Jio entered reported commercial arrangements with SpaceX in March 2025; Airtel described exploratory cooperation subject to Indian authorisations.
  • Congress alleged that Modi orchestrated the deals to build goodwill with Trump, citing the timing and Musk’s political role. The available evidence here does not establish that allegation as fact.
  • The government later confirmed GMPCS authorisations for Starlink, Jio Satellite Communications and OneWeb India, while spectrum and network rules remained under regulatory consideration. Authorisation alone does not prove a complete consumer launch or political favouritism.
