iOS 17.4 did not enable unrestricted iPhone sideloading. It introduced Apple’s controlled alternative app distribution system for eligible users in the European Union. Those users can install authorized alternative app marketplaces, but Apple still requires an EU Apple Account region, physical presence in the EU, supported software, marketplace authorization, notarization, signing and system consent screens.
In practical terms, this is a regulated second route to iPhone apps—not permission to download arbitrary .ipa files from anywhere.

What iOS 17.4 changed in the EU
Apple announced the changes on January 25, 2024, to comply with the European Union’s Digital Markets Act, with consumer availability beginning in March 2024. The iOS 17.4 changes included alternative app marketplaces, APIs for marketplace developers, notarization for apps distributed outside the App Store, alternative payment options, external payment links, browser-choice changes, support for alternative browser engines and additional default-app controls.
Only the first group is app distribution. Alternative payments, browser engines and NFC-related changes are separate DMA reforms; they do not turn Safari into a general-purpose installer.

Apple calls the system alternative app distribution. “Sideloading” is a useful shorthand, but it can suggest the unrestricted installation model found on some desktop and Android setups.

What “sideloading” means here
Sideloading broadly means installing software outside the platform’s default store. On EU iOS, the software must still come through an approved channel. Apps are signed and notarized, marketplaces need Apple authorization, and iOS presents disclosures before installation.
Notarization is a baseline review of platform integrity, privacy, security and known malware. It is narrower than App Store Review: Apple does not apply every App Store rule for business practices, content and commerce to apps distributed through alternative channels.

Who can use alternative distribution?
Apple’s eligibility test is cumulative. Meeting only one condition is not enough.
- Apple Account region: Your Apple Account country or region must be an EU country.
- Physical location: You must be physically in the EU when installing a marketplace or new app through alternative distribution.
- Compatible software: Marketplace distribution on iPhone requires iOS 17.4 or later.
- Authorized channel: You must use a marketplace or developer website that has completed Apple’s applicable authorization and technical requirements.
Changing an Apple Account from the United States to France, Germany or another EU country while remaining in the United States does not unlock the feature. Apple says it checks physical presence for eligibility, while stating that it does not collect the device’s location for this purpose. Region changes can also affect subscriptions, payment methods, account balances and other Apple services, so they are not a casual workaround.

How to install an alternative marketplace on iPhone
The iOS 17.4 marketplace flow starts on the marketplace operator’s official website, not with an arbitrary file download.
- Update the iPhone to the latest compatible iOS version.
- Confirm that the Apple Account region is an EU country and that you are physically in the EU.
- On the iPhone, open Safari or another supported browser and visit the marketplace developer’s official website.
- Tap the marketplace’s installation link.
- Read the iOS disclosure describing alternative app distribution and its implications.
- Tap Allow, then complete the onscreen installation flow.
- Open the marketplace and follow its account, catalog, payment and app-installation instructions.
The marketplace itself is a specially authorized app. It may be installed only through the marketplace developer’s website. A link opened on a desktop, an unofficial download site or a random configuration profile is not the EU alternative-distribution system.
What Apple still controls
Notarization and signing
Apps distributed through an authorized marketplace or website undergo Apple notarization. Apple says apps intended for alternative distribution are encrypted and signed, helping users receive software from an identifiable distribution party. If Apple later identifies known malware, it can prevent an app from launching and revoke new installations.
These safeguards reduce specific technical risks but do not make an alternative app equivalent to an App Store app. Marketplace operators carry more responsibility for catalog review, moderation, fraud controls, payment disputes and refunds.
Marketplace authorization
A marketplace operator must meet Apple’s eligibility criteria, obtain the relevant entitlement or authorization and accept continuing responsibilities. Developers cannot simply publish a catalog app and begin distributing other developers’ software.

Installation information sheets
Before installation, iOS shows information submitted for Apple’s review, such as the app name, developer, description, screenshots and age rating. This is a disclosure layer, not a promise that Apple has applied the complete App Store content and business review.
One distribution channel at a time
Apple’s developer documentation says an app may be installed from only one distribution channel at a time. An App Store installation, marketplace installation and website-distributed installation are therefore not automatically interchangeable. The available update path depends on the channel that supplied the app.

What users give up outside the App Store
The exact effects depend on whether an app came from a marketplace, a developer website or the App Store while using alternative payment processing. Potential differences include:
- Family Purchase Sharing and Ask to Buy may not work.
- Some Screen Time purchase restrictions may not apply.
- Alternative purchases may not appear in Apple’s App Store purchase history or subscription-management workflows.
- Apple’s App Store “Report a Problem” and Apple-managed refund processes do not cover every alternative transaction.
- The marketplace’s own policies determine additional moderation, support, refund and update behavior.

Leaving the EU: the 90-day rule
If you leave the eligible region, apps already installed through alternative distribution continue to open and work. Apple says updates for those apps and management of already-installed alternative apps can continue for up to 90 days.
That is a continuation allowance, not permanent eligibility. Installing a new marketplace or a new app through alternative distribution requires returning to the EU. A traveler should therefore avoid assuming that an app can be freshly installed or recovered indefinitely while abroad.

Website Distribution was not part of the original iOS 17.4 marketplace launch. It lets an authorized developer distribute its own apps from its website; it is not a general web store for arbitrary developers. Marketplace versus direct website distribution
Alternative app marketplace
A marketplace is an iOS catalog app that installs apps from multiple developers. Its operator manages developer relationships, catalog rules, moderation, anti-fraud controls, purchases, subscriptions, disputes, refunds and ongoing Apple compliance.
Web Distribution
Web Distribution is narrower: an authorized developer distributes its own iPhone or iPad apps from its official website. It can suit a reader who wants one known developer’s app, but it does not provide a broad catalog.
Developer fees and business implications
Apple’s alternative EU business terms are primarily a developer issue, not a consumer checkout price.

The Core Technology Fee is paid by the developer, not by a consumer tapping Install. Apple’s rules can count qualifying installs, reinstalls, updates, TestFlight, App Clips, volume purchases and custom apps depending on the applicable calculation. It is not accurately described as €0.50 per download.

“I changed my region, but the option is missing”
Check physical EU location, iOS version, marketplace availability in your country and whether the operator has completed Apple’s authorization. A region change alone cannot satisfy the eligibility test.
“The marketplace link does nothing”
- Open the official link on the iPhone, not a desktop.
- Verify the domain belongs to the marketplace operator.
- Install the latest compatible iOS update and check connectivity.
- Review Screen Time restrictions or device-management policies that may block installation.
Do not substitute random configuration profiles, enterprise certificates or “one-click IPA” services. They are separate mechanisms and are not Apple’s authorized EU distribution path.

“Deleting the marketplace broke updates”
Apple says deleting a marketplace removes related data and stops updates for apps installed from it, which can affect their features or functionality. Check whether the developer provides a supported migration or reinstall path before removing a marketplace.
Should you use an alternative marketplace?

Evaluate a marketplace’s operator identity, moderation and security policy, developer verification, privacy practices, update reliability, refund process and travel behavior. Notarization is useful, but it is not a guarantee that an app or operator is trustworthy.
What iOS 17.4 did not allow
- Worldwide access to alternative marketplaces.
- Installation of any arbitrary
.ipafile through Safari. - Removal of Apple signing, notarization or authorization requirements.
- Automatic availability of every App Store app in alternative catalogs.
- Preservation of every App Store purchase, parental-control, family-sharing and refund feature.
- Elimination of all Apple developer fees.
Frequently Asked Questions
Can a US user sideload iPhone apps under iOS 17.4?
No. Apple’s alternative distribution requires an Apple Account set to an EU country and physical presence in the EU, as well as a supported iOS version and authorized distribution channel.
Can I install any IPA file?
No. iOS 17.4 does not make arbitrary unsigned IPA files installable. Apps must come through Apple’s authorized, signed and notarized alternative-distribution channels.
Is website distribution available on iOS 17.4?
No. Direct Web Distribution on iPhone requires iOS 17.5 or later. iOS 17.4 introduced alternative marketplace distribution.
What happens if I leave the EU?
Previously installed alternative-distribution apps remain usable, and Apple allows updates and management for up to 90 days. New alternative marketplaces and new apps require returning to the EU.
Who pays the €0.50 Core Technology Fee?
