Yes. In iOS 18 and later, the Files app’s Keep Downloaded command tells iPhone to retain a local copy of a selected iCloud Drive file or folder for offline access. It uses iPhone storage, and it is not a backup: deleting or changing the iCloud Drive item can still affect it across devices.
Why an iCloud Drive file may not be available offline
Seeing a file in Files does not always mean its full contents are stored on the iPhone. iCloud Drive can keep a file’s information visible locally while its contents remain in the cloud. Opening that file may require a download, which can take time—or fail—when the connection is slow or unavailable. Apple describes this behavior in its developer note on dataless files.
Keep Downloaded is a local-retention preference for selected iCloud Drive items. It does not move a file into iCloud; it keeps a copy on the device in addition to the cloud item. Apple’s iPhone User Guide says kept-downloaded files are available on the iPhone and that edits made while offline sync when the device reconnects.
How to keep an iCloud Drive file or folder downloaded
- Open Files.
- Tap Browse, then tap iCloud Drive under Locations. iCloud Drive must be enabled for your Apple Account; Apple’s setup guide explains how to find it in Files.
- Find the file or folder you need offline and touch and hold it.
- Tap Keep Downloaded.
Apple documents the command for keeping files downloaded. iOS 18 feature coverage also reported support for folders; availability may depend on the item and location, so use the command only where Files offers it. The documented workflow is for iCloud Drive, not a universal offline setting for every Files provider or app.

If Keep Downloaded does not appear, Apple says the item may already be downloaded on the iPhone. Check that you are in iCloud Drive rather than another location before treating the missing command as a problem.
Choose what is worth keeping on the phone
Keeping an item downloaded trades available iPhone storage for more dependable access. Prefer a small set of files you genuinely need without internet rather than marking all of iCloud Drive.

- Useful candidates: travel documents, boarding passes, itineraries, work forms, presentation files, research papers, emergency information, and manuals needed in the field.
- Usually poor candidates: large videos you rarely open, archives, duplicate downloads, files that are easy to recreate, and folders too large for the phone’s available space.
The local copy uses iPhone storage, while the item remains in iCloud Drive and continues to count toward iCloud storage. To check device capacity, go to Settings → General → iPhone Storage; Apple explains storage management in its iPhone storage guide.
Free up iPhone space without deleting the iCloud file
When you no longer need an item offline, use Remove Download if that command is available. It removes the local contents from the iPhone while leaving the iCloud Drive item in place; you may need to download it again before opening it offline. Apple’s developer documentation distinguishes removing a local download from deleting the cloud file.

Do not confuse Remove Download with Delete. iCloud Drive changes, including deletions, synchronize across devices. Apple says deleted files generally remain in Recently Deleted for 30 days before permanent deletion, subject to its recovery rules. See its iCloud Drive guide.

This feature helps preserve local availability; it does not create an independent backup or protect against account problems, unwanted edits, corruption, or a deletion that syncs from another device. Offline edits are changes to the same iCloud Drive item and sync when the iPhone reconnects. For irreplaceable files, keep a separate backup rather than relying on a synchronized local copy.

It also applies to the Files app’s iCloud Drive workflow. Do not assume it controls offline availability for iCloud Photos, Apple Music, Apple TV downloads, or every third-party storage service.
If a kept file still will not open offline
- Check the location: confirm the item is in Browse → iCloud Drive, not a similarly named file in another provider or folder.
- Allow the download to finish: a selected item may not yet have finished downloading, especially on a weak connection.
- Check storage: low available iPhone capacity can interfere with keeping local content; review Settings → General → iPhone Storage.
- Check what the file needs: a document may be local while the app, account, or service needed to open or use it still requires internet.
- Check syncing and account access: if the item is still syncing or iCloud Drive is unavailable, local access may not be ready.
These are troubleshooting possibilities, not a guarantee that every file type or app can operate fully offline.
