What Device Metadata does
Device Metadata Packages are signed, XML-based .devicemetadata-ms packages used mainly by the Windows Devices and Printers experience. They let an OEM or independent hardware vendor (IHV) supply the user-facing identity of a physical device rather than relying entirely on information inferred from its device nodes.
- OEM or IHV name
- Model name and description
- Functional categories
- A device icon, including optional photo-realistic artwork
- Locale-specific strings
- Device Stage information where supported
A traditional package can include PackageInfo.xml, device information XML, icon files, Windows information, and optional Device Stage content. The package filename uses a GUID and the .devicemetadata-ms suffix; each package supports one locale, so multilingual deployments may require separate packages. What Microsoft is retiring—and what it is not
The change concerns the legacy Device Metadata Package mechanism. It is not a removal of Windows Plug and Play, Device Manager, hardware IDs, compatible IDs, INF files generally, driver installation, or vendor-provided device functionality. A device can continue to install and operate while its displayed name, category, or icon becomes generic or differs from the manufacturer’s preferred presentation.

Microsoft’s Windows client deprecation list identifies Device Metadata as deprecated in May 2025 and says it “will be removed in a future release of Windows.” That wording is the firmest Microsoft date statement available here.
Is the end-of-2025 deadline confirmed?
HTMD’s May 7, 2025 report describes retirement by the end of 2025. Treat that as the reported or expected timeline, not as a universally confirmed Microsoft deadline. The cited Microsoft page does not establish that every Windows edition, servicing branch, or release stopped processing legacy metadata on December 31, 2025. As of August 18, 2026, the accurate status is:
- Confirmed: Device Metadata was deprecated in May 2025.
- Confirmed: Microsoft documents a replacement.
- Confirmed: The replacement has a Windows 11 24H2 servicing floor.
- Not confirmed by the cited Microsoft documentation: a hard final removal date of December 31, 2025.
The replacement: Driver Package Container Metadata
Driver Package Container Metadata moves presentation data into the driver package and associates it with a Windows device container through INF configuration. Supported properties include the OEM/IHV name, container model name, one or more functional categories, and a photo-realistic icon.

Windows groups the devnodes that represent one physical product into a device container. Without explicit container metadata, Windows examines those devnodes and applies heuristics. That can produce a generic icon, an unexpected name, a less precise category, or inconsistent presentation for composite and multifunction hardware. These are presentation effects, not proof that the hardware or driver is broken.

Version and compatibility matrix

Do not infer that Windows 10 gains the new behavior merely because a driver package containing the metadata installs.
Migration guide for OEMs and IHVs
- Inventory legacy assets. Catalog every
.devicemetadata-mspackage, signed copy, XML source, icon, locale, hardware/model mapping, submission record, and test result. - Prioritize devices. Identify products for which names, icons, categories, or support presentation matter to customers, inventory systems, or certification.
- Map the physical container. On Windows 11 24H2, run
PnPUtil /enum-containers /devices. In Device Manager, use View → Devices by container (available beginning with Windows 10, version 1703). - Choose the INF design. Update a base INF when you own the driver package for a devnode in the container. Use an extension INF when the metadata is an OEM layer over an inbox or third-party driver, or when modifying the base package is inappropriate.
- Add the properties. Use the INF
AddPropertymechanism to define the manufacturer, model, categories, and icon for the selected container. - Validate with current tools. Microsoft requires updated InfVerif for certification. The relevant baseline is WDK
10.0.26100.3323and Windows HLK 24H2 updated in January 2025. - Certify and publish. Run the required hardware tests and submit the driver package through the applicable Windows Hardware Dev Center process. Metadata syntax alone is not driver certification.
- Test both generations. Verify Windows 11 24H2 behavior and test older supported releases, where the new metadata will be ignored and legacy presentation or heuristics may remain.
- Roll out in stages. Keep rollback packages and define an acceptable fallback for systems that cannot consume container metadata.
Base INF or extension INF?
Update the base INF when
- Your organization owns the driver package for a devnode in the target container.
- The presentation data belongs with the core driver lifecycle.
- A single package and release process is desirable.
Use an extension INF when
- You should not modify the base or inbox driver.
- The metadata is an OEM customization layered over another driver.
- A smaller, independent package is easier to maintain.
For a computer container, Microsoft specifies an extension INF targeting the OEM computer device. Relevant identifiers use the Computer device class and hardware IDs such as COMPUTER{GUID}.

Common migration failures
The driver installs, but the custom name or icon is missing
Check the Windows build first. On systems older than the stated Windows 11 24H2 servicing level, container metadata is expected to be ignored. On supported systems, recheck INF validation, the selected devnode, and container membership.
A composite device shows the wrong presentation
A product can expose several devnodes. A valid target is not necessarily a devnode in the intended physical container. Use PnPUtil /enum-containers /devices and verify hardware or compatible IDs before selecting the INF target.

Certification fails
Use the updated InfVerif shipped with WDK 10.0.26100.3323 and the current Windows HLK 24H2 tooling, then resolve INF diagnostics before submission.

The old package cannot be found
HTMD documents this Partner Center retrieval path for previously signed packages:
- Sign in to Partner Center.
- Open the Device Metadata area.
- Find Previously Signed Device Metadata.
- Expand the package and choose Download signed file.
Retrieval supports archival, audit, recovery, and migration; it is not evidence that Microsoft will continue accepting newly authored legacy packages.

HTMD reports that existing packages remain on machines and are not automatically removed during an upgrade. Separate that file-preservation claim from processing behavior: a file can remain present even if a future Windows release no longer retrieves, accepts, or applies it. Do not delete old packages as a migration step unless you have an independent cleanup requirement. Preserve them for rollback and audit while moving new development to container metadata.

What IT administrators and end users should do
Most organizations do not need to rebuild metadata on every client. The main change belongs to the OEM, IHV, or driver-package maintainer. IT teams should identify affected models, ask vendors about container-metadata support, test current Windows 11 24H2 images, and retain older driver packages for rollback. End users should install current vendor drivers and supported Windows updates and report incorrect names or icons to the hardware manufacturer rather than manually editing metadata stores.
Bottom line
Windows Device Metadata is deprecated, but a universal end-of-2025 removal is not established by Microsoft’s cited documentation. The forward-looking implementation is Driver Package Container Metadata in the driver package, targeted to the correct physical device container and validated with current WDK/HLK tools. Expect older Windows versions to install the driver yet ignore the new presentation data.
