Arizona and Hawaii were the only U.S. states that did not observe Daylight Saving Time in 2024. Most of Arizona stayed on standard time year-round, while the Navajo Nation observed DST. Five populated U.S. territories also stayed on standard time. The other DST-observing states and Washington, D.C., changed clocks on March 10 and November 3.
Which states did not observe DST in 2024?

“No DST” means clocks remain on the jurisdiction’s standard time rather than moving ahead one hour for a daylight-time season. It does not mean there is no time zone or no time difference from other states. Arizona’s Navajo Nation exception
“Arizona does not observe DST” is an oversimplification. Most of Arizona does not change clocks, but the Navajo Nation observes DST. That creates a practical exception for travelers and anyone scheduling across northeastern Arizona: a state name alone may not identify the local clock rule. Check the exact town or location. NIST documents the exception in its DST guidance; Arizona’s reference also distinguishes Arizona and the Navajo Nation at the state government page.
The Hopi Reservation is a separate local-government and timekeeping edge case within Arizona. Do not assume it follows the Navajo Nation simply because it is surrounded by Navajo Nation territory; confirm the local time for the specific destination or event.

Which U.S. territories did not change clocks?
These five populated U.S. territories did not observe DST in 2024:
- American Samoa
- Guam
- Northern Mariana Islands
- Puerto Rico
- U.S. Virgin Islands
They are territories, not states, so they should be listed separately when answering which states skipped DST. The U.S. Department of Transportation lists the nonobserving jurisdictions in its Daylight Saving Time guidance.

These dates applied to places observing DST, including Washington, D.C. Arizona areas outside the Navajo Nation, Hawaii, and the five territories listed above did not make those seasonal changes. NIST gives the transition rules here; Arizona’s 2024 date reference is here.
Why do Arizona and Hawaii stay on standard time?
The legal point is straightforward: federal law allows states to exempt themselves from observing DST. The U.S. Department of Transportation explains the framework and state exemptions in its Uniform Time Act guidance.

Geography and climate are often cited as context for the policies. Hawaii’s location relatively close to the equator means seasonal daylight variation is less pronounced than in much of the continental United States. Arizona’s heat and daylight patterns are also commonly cited in explanations for keeping standard time. Those explanations should not be mistaken for the legal rule: Arizona’s exemption is a policy choice under federal law, not a separate time zone.
What the rules mean for travel and scheduling
Traveling between Arizona and nearby states
During the DST season, most of Arizona remains on Mountain Standard Time while neighboring Mountain Time states that observe DST move their clocks ahead. Most of Arizona is therefore generally one hour behind nearby locations such as Utah, New Mexico, and Colorado during that period. The Navajo Nation observes DST, so northeastern Arizona does not follow one uniform clock rule. Avoid relying on a year-round “Arizona time difference”; check the date and precise location.

Setting up meetings and event times
- Include the date, time-zone name, and whether the time is local when scheduling across states.
- Use MST or MDT where the distinction matters instead of an ambiguous “Mountain Time.”
- For events, broadcasts, travel, or livestreams, confirm whether the listed time is local to the venue, a named U.S. zone, or a fixed UTC offset.
- Phones and computers generally adjust when set to the correct geographic time zone. A manually fixed UTC offset, an incorrect zone selection, an event saved with a fixed offset, or outdated time-zone rules can produce errors.
Can a state choose permanent Daylight Saving Time?
Under the current federal framework, a state may opt out of DST and stay on standard time year-round. States that observe DST use the federally established transition dates; they cannot independently adopt permanent daylight time. A change to permanent DST would require congressional action.
