Kirameki-2, launched on January 24, 2017, was Japan’s first Ministry of Defense-owned and operated X-band defense communications satellite. Its importance was not that one spacecraft made Japan a space power. It was that Japan acquired a sovereign, dedicated military communications layer for command and control—reducing reliance on purely commercial or foreign systems while exposing the risks of concentrating critical links in a small number of geostationary satellites.

The satellite, also known as きらめき2号 and commonly identified internationally as DSN-2, supports communications rather than imaging, missile warning, or offensive space operations. Its legacy is visible in Japan’s three-satellite Kirameki network, trials of commercial low-Earth-orbit services, work with U.S.-led protected satellite communications, and a planned replacement due in fiscal year 2030.

The “first” claim needs precision

Japan had used space systems and satellite communications for years before 2017. Kirameki-2 was not necessarily the country’s first satellite with military utility or its first defense-related use of space. The specific milestone was narrower and more consequential: it was the first Japanese Ministry of Defense-owned and operated X-band defense communications satellite, according to the Ministry’s defense record (Japan’s 2023 Defense of Japan white paper).

The Ministry’s X-band program archive records the January 24, 2017 launch and identifies the satellite within the dedicated defense communications program (X-band satellite communications program archive). That distinction matters: Kirameki-2 was communications infrastructure, not a reconnaissance satellite or an orbital weapon.

What Kirameki-2 actually did

A geostationary military communications node

Kirameki-2 operates in geostationary orbit. A geostationary spacecraft remains apparently fixed over a region, allowing users with properly pointed terminals to maintain persistent links without constantly tracking a moving satellite. The Ministry describes the Kirameki satellites as supporting command-and-control and other essential information communications for Japanese units (2024 Defense of Japan white paper).

Public sources do not disclose Kirameki-2’s exact transponder capacity, orbital slot, beam pattern, encryption, terminal inventory, ground-station locations, or availability statistics. Those details should not be inferred from the satellite’s name or launch coverage.

Why X-band was significant

X-band is widely used for military satellite communications and is compatible with defense communications equipment. A dedicated X-band system gave Japan a planned military network for voice, data, imagery and operational information, rather than treating defense traffic as an incidental user of civilian capacity.

That did not make the links automatically secure. Confidentiality and authenticity depend on encryption, authentication, terminal security, network monitoring and cyber defense. Continuity under attack also requires anti-jamming measures, frequency management, protected ground facilities, alternate paths and trained operators. Frequency choice alone guarantees neither secrecy nor survivability.

Operational effects on Japan’s forces

Persistent links across a dispersed defense geography

Japan’s forces operate along a long coastline, around remote islands and across maritime and air approaches where terrestrial fiber and microwave links may be limited or vulnerable. A geostationary satellite can connect headquarters, ships, aircraft, island facilities and deployed units across a broad area.

In practice, the value is continuity: commanders can exchange orders and reports, and units can move information when they are beyond reliable terrestrial coverage. The satellite can also provide an alternate path when earthquakes, typhoons, sabotage or combat damage disrupt fixed infrastructure.

Distributed command and control

Kirameki-2 did not provide surveillance or targeting by itself. It helped connect the sensors, headquarters and forces that perform those functions. That distinction is especially important for Japan’s southwestern defense posture, where units may be dispersed across the Nansei island chain and must coordinate maritime, air and land activity over wide distances.

The complete capability depended on more than the spacecraft: ground stations, user terminals, terrestrial backhaul, network management, encryption, staffing and redundancy all had to work together. The satellite alone was not a complete military communications system.

Greater autonomy without leaving the U.S. alliance

Kirameki-2 gave Japan more control over a core defense function. With a national satellite, Japanese planners could determine capacity, protection and modernization priorities instead of relying exclusively on a foreign government, a commercial provider or leased access that could be restricted during a crisis.

This was greater communications autonomy, not complete strategic independence. Japan remains integrated with the United States and other partners. Current policy emphasizes interoperable equipment, preparation to participate in the U.S.-led Protected Anti-jam Tactical SATCOM framework (PATS), and layered use of Japanese, allied and commercial systems (2024 Defense of Japan white paper; 2025 Defense of Japan white paper).

That combination is best described as alliance-enabled autonomy: Japan can contribute a sovereign capability while still exchanging information through allied networks.

The vulnerability paradox

Geostationary concentration

Persistent GEO coverage comes with concentration risk. A network built around a few large spacecraft has fewer nodes to manage, but each node is valuable. Satellite failure, launch delays, orbital debris, electromagnetic interference or a successful attack can remove a substantial amount of capacity at once.

Space and ground threats

Potential disruption includes radio-frequency jamming, cyberattack, attacks on ground stations or terrestrial backhaul, supply-chain compromise, co-orbital interference and direct-ascent anti-satellite weapons. A spacecraft can use strong encryption and still be unavailable if an adversary overwhelms its signal or disables the ground segment.

Japan’s response has been to add satellites, strengthen ground infrastructure, pursue anti-jamming capabilities, improve space-domain awareness and test additional communications layers. These measures address different failure modes; none makes a GEO network invulnerable.

GEO and LEO are trade-offs, not substitutes

Japan has tested commercial LEO communications, including Starlink on ships and other platforms, as a supplement—not an automatic replacement—for sovereign X-band services (2025 Defense of Japan white paper).

Industrial and procurement consequences

The Kirameki program created sustained demand for Japanese satellite manufacturing, military communications payloads, terminals, ground systems and network integration. It also linked national space policy to defense procurement through a private-finance operating model for the X-band program.

The industrial effect is cumulative: experience integrating spacecraft, ground equipment and operational networks provides a base for improved anti-jamming, digital payloads and optical communications. The successor program shows that this is a continuing national capability rather than a one-off launch.

Kirameki-3 turned a pioneering system into a network

Kirameki-3 launched successfully on November 4, 2024. After planned on-orbit testing, it completed Japan’s intended three-satellite X-band structure, which the Ministry said was needed to meet growing communications requirements and support command-and-control communications (Kirameki-3 launch result).

Moving from two satellites to three improves capacity, geographic flexibility and tolerance of an individual spacecraft outage. It does not eliminate jamming, cyberattack, ground-segment vulnerability or the risks of relying on a small GEO fleet.

What Japan is building next

As of August 18, 2026, Kirameki-2 remains part of Japan’s defense communications architecture, but it is no longer the whole story. Japan is combining national GEO satellites with commercial LEO experiments, allied protected communications, expanded ground systems and anti-jamming work.

On February 6, 2026, the Ministry awarded Mitsubishi Electric a ¥123.53 billion contract for Kirameki-2’s successor and its associated ground system (Ministry contract announcement). Mitsubishi Electric describes the planned GEO system as offering greater capacity, stronger interference resistance and a digitally reconfigurable communications payload (Mitsubishi Electric announcement). Those are announced successor features, not specifications that should be attributed retroactively to Kirameki-2.

Japanese defense statements identify the end of Kirameki-2 operations as planned for fiscal year 2030 (Ministry statement on planned operations). “Planned” is the appropriate qualification because launch, testing and commissioning schedules can change.

What Kirameki-2 ultimately implied

Kirameki-2’s lasting significance was institutional. It made dedicated military satellite communications a normal part of Japan’s command-and-control architecture. The satellite improved Japan’s ability to connect dispersed forces, gave policymakers more control over a critical service and strengthened the country’s contribution to allied operations.

It also clarified the limits of sovereignty. A small GEO constellation can be jammed, attacked or cut off through its ground segment; commercial and allied networks remain useful; and resilience requires several communication paths rather than one national asset. Japan’s move to three Kirameki satellites, LEO trials, PATS preparation and a next-generation replacement shows both the success of the original decision and the problems it could never solve alone.
