Put the rows that must recur in a semantic <tfoot> inside the same table as the records. CSS maps <tfoot> to table-footer-group, which allows a print user agent to repeat those rows on every page occupied by the table. The standard says “may repeat,” not “must repeat,” so verify the result in the exact browser and PDF or printer workflow you support.
Use a real <tfoot> in the table
A footer placed outside the table, or a visually styled row in a separate element, is not the semantic table footer that paged media can repeat. Keep the header, records and recurring summary rows in one valid table:

</table>In current HTML, place <tfoot> after the caption, column groups, header, body and any direct table rows. Older examples sometimes put it before <tbody> because earlier HTML parsers permitted that order; use the current order for new documents.
What belongs in each section?
<thead>contains column headings. Browsers may repeat it at page breaks, but that behavior is separate from footer repetition.<tbody>contains the records that can flow across pages. You can use more than one body section when the data has logical groups.<tfoot>contains a subtotal, continuation note, signature line or other footer information that is meaningful when repeated.
Use header cells with scope="row" for a row label in the footer. That preserves useful relationships for assistive technology even when the same row is printed several times.

Why repetition is not guaranteed
CSS 2.1 defines table-footer-group and states that print user agents may repeat footer rows on each page spanned by a table. “May” grants permission; it does not require identical behavior from every browser, native print driver or PDF-generation pipeline. MDN describes <tfoot> as semantic information useful for screen and print rendering and notes that a multipage printed footer commonly contains an intermediate summary.
Therefore, semantic markup is the correct implementation, but it is not a cross-browser guarantee. Test the browser version, operating system and output destination you actually ship. A browser’s print preview can differ from a headless PDF service, and a PDF viewer can paginate or scale the finished document differently from the browser that created it.
Print-specific CSS that supports the layout
Use print media rules for visual adjustments, not as a replacement for <tfoot>. The footer-group behavior is what makes the section eligible for repetition.

Do not apply display: block, display: flex or display: grid to the footer when you need table pagination. Such declarations replace the table-footer-group display type. A reset stylesheet can cause the same problem if it assigns a generic display value to every table section. Inspect the computed style in print emulation and make sure the footer retains table-footer-group behavior.

Control page dimensions and spacing
@page can set page size, orientation and margins, while @media print controls the document’s print presentation. These settings can reduce awkward breaks, but they cannot turn an unsupported print implementation into a repeating footer. Keep page margins large enough for the target printer’s non-printable area and check the browser’s own “headers and footers” setting separately from your table footer.

</html>Open the file, choose Print, and inspect every page in preview. To exercise pagination, use enough records to exceed one page and include a footer row whose text is unmistakable. Then save to PDF and inspect the PDF itself; do not assume that a preview result represents every downstream PDF service.
When the footer appears only once
Check the table boundary
Confirm that <tfoot> is a child of the same <table> that contains the rows spanning pages. A footer below the closing </table> cannot repeat as part of that table.
Check the section structure
Use valid section elements and close every row and cell. Browser error recovery can move malformed nodes outside the table, making markup that looks correct in source behave differently in the DOM. Inspect the live DOM rather than relying only on the template.

Check computed display styles
Search your stylesheet and reset rules for declarations targeting tfoot, table sections or all elements. Remove overrides that change the footer’s display type. Also look for a script that clones, replaces or wraps the table before printing.
Check the actual output engine
CSS 2.1 permits repetition but does not promise it. Compare the browser’s print preview, its “Save to PDF” output and any server-side or headless PDF pipeline. If one path does not repeat the footer, document that limitation for users of that path rather than claiming universal support.
Check layout constraints
Very large row content, nested tables, transforms and unusual overflow rules can make pagination unpredictable. Remove transforms from the table for print, avoid placing the table in a fixed-height scrolling container, and let the table’s height grow naturally. Keep each footer row compact enough to fit within the printable area.
Design choices for useful repeated rows
- Intermediate totals: A subtotal repeated on each page tells a reader what the visible portion represents. Label it clearly so it is not mistaken for a grand total.
- Continuation text: A short note such as “continued” can help paper readers, but ensure it remains meaningful if repetition is not supported.
- Grand totals: A final total that should appear only once may be better placed in a separate block after the table. Putting it in
<tfoot>makes it eligible for repetition. - Accessibility: Keep text content in the cells, use proper header scopes and do not rely on background images or generated content for essential totals.
Verification checklist
- View the table in the browser and inspect the DOM: one table contains
<thead>,<tbody>and<tfoot>. - Use print preview with enough records to create at least two pages.
- Confirm the footer’s text and borders on every page where the table continues.
- Save a PDF using the supported browser path and inspect the PDF, not just the preview.
- Repeat the check in every browser, version and PDF service named in your support policy.
- Test narrow paper, landscape mode and large text if those are realistic user settings.
