For a visually faithful, page-shaped HTML copy, start with pdf2htmlEX. For content extraction and scripting, use Poppler’s pdftohtml. Pandoc cannot convert PDF directly: use it only after extracting or creating a supported intermediate file such as Markdown.
Choose a tool based on the HTML you need
PDF and HTML represent documents differently. A PDF fixes text and graphics to page coordinates; HTML normally flows content according to screen width and document structure. No single conversion choice is best for both preserving a page’s appearance and producing clean, responsive, semantic content.

Choose pdf2htmlEX when visual similarity matters more than reflow. Choose pdftohtml when you need accessible-to-process output such as XML or want command-line options for a conversion pipeline. Choose the two-step Pandoc route when you can obtain or create structured text and want to produce a clean HTML document. For arbitrary PDFs, expect to review headings, reading order, tables, and mobile behavior manually; the tools do not promise to infer a well-structured, accessible web page automatically.

Run a basic conversion
pdf2htmlEX input.pdfReplace input.pdf with the path to your PDF. The command creates HTML output using the tool’s defaults. Consult the project documentation for options controlling output, including whether to produce a single HTML file or separate pages.
Review the result in a browser
Open the generated HTML and check it against the source PDF. pdf2htmlEX is designed for precise placement and font handling, but that layout focus has a cost: the technical paper describes text positioning as generally tied to the source page geometry, so the result is usually not reflowable like a responsive article. Test at the screen sizes and browsers where the output will be used. Confirm that fonts, CSS, images, and any JavaScript-dependent elements are available when the HTML is moved to another folder or server.
Use Poppler’s pdftohtml for extraction and scripts
Convert to HTML
pdftohtml [options] input.pdf output.htmlFor example, replace input.pdf and output.html with your actual file names. The exact result depends on selected options. The Poppler manual documents switches including -xml for XML output, -noframes to avoid frames, -c for complex output, -i to suppress images, and -zoom to control zoom. It also documents password-related options for protected documents. Check the manual for the syntax and behavior supported by the version installed on your system.
Choose an output mode for the next step
Use HTML when you want a browser-readable conversion. XML can be a better starting point for scripted processing because it gives your code structured output to inspect and transform. Image suppression can reduce image output when you need text-oriented extraction, while complex output and zoom affect how the rendering is arranged. Inspect the output before building a pipeline around assumptions about element order or layout.

For multi-file output, keep generated assets alongside the HTML and preserve their relative paths when deploying it. If you move just the HTML file, referenced images or styles may no longer load.
Use Pandoc after an intermediate conversion
Pandoc is not a direct PDF-to-HTML converter. Its official FAQ says PDF input is unsupported and suggests opening the PDF in Word or Google Docs and saving it in a format Pandoc can convert. Alternatively, use an extraction workflow to prepare structured text or Markdown, then pass that intermediate to Pandoc.
Create standalone HTML from Markdown
pandoc test1.md -f markdown -t html -s -o test1.htmlReplace test1.md and test1.html with your input and output paths. The -s option, also written --standalone, asks Pandoc to create a standalone HTML document with a header and footer. This command converts Markdown to HTML; it does not extract PDF content. See the Pandoc tutorial for the documented command form.
This route is useful when the desired result is a clean document that can reflow, rather than an HTML facsimile of the PDF’s pages. It also makes the intermediate text a point where you can correct reading order, mark headings, and repair tables before generating HTML. Those editorial corrections are your responsibility, not an automatic promise of PDF conversion.

Check the result before publishing or processing it
- Reading order: Compare paragraphs, columns, captions, and footnotes with the source. Visually adjacent text in a PDF does not always appear in the intended reading sequence after extraction.
- Headings and semantics: Check whether headings are represented as headings rather than merely larger or bold text. Add meaningful structure where the output does not provide it.
- Tables and formulas: Inspect table cell order, merged cells, symbols, and formula rendering. Repair content that has been split, reordered, or represented only as an image.
- Links and images: Test links and verify every image loads. Keep accompanying files in the expected locations.
- Responsive behavior: Resize the browser. Page-positioned output can preserve the source appearance while requiring horizontal scrolling or remaining difficult to read on a narrow screen.
- Target browsers: Test the generated files in the browsers and deployment setup that matter to your readers. Output can depend on CSS, fonts, images, and JavaScript.
- Text search and selection: Try selecting and copying text, and search for a phrase. A PDF page rendered as an image will not behave like ordinary HTML text.
Fonts, permissions, and deployment
Before publishing converted material, check whether you have permission to reproduce the PDF’s text, images, and other assets. pdf2htmlEX specifically warns: “Font extraction, conversion or redistribution may be illegal, please check your local laws.” Embedded fonts and third-party graphics may have licenses that do not automatically permit redistribution in HTML. The warning is not legal advice; consult the relevant license terms and, where needed, a qualified professional.
For repeatable server-side conversion, pdf2htmlEX documents Docker distribution. A container can help standardize the environment used by a workflow, but it does not eliminate the need to inspect files, manage dependencies, or validate browser output. If you use a Docker image or packaged build, confirm its provenance and version, and test the output produced by that specific installation.

The result looks unlike the PDF
Check that the chosen tool matches the goal. pdf2htmlEX is the layout-focused option; extraction-oriented output can arrange or represent content differently. Also verify that the generated HTML can find its CSS, fonts, images, and other assets after conversion or deployment.
Text is out of order or columns are mixed
PDF coordinates do not necessarily encode a logical reading sequence. Compare the output with the source and repair the intermediate content or generated HTML. If downstream processing matters more than visual similarity, try pdftohtml XML output and inspect how the text is represented before writing transformation logic.

The page does not reflow on a phone
That is an expected trade-off for position-based, layout-preserving output. Use extracted content to build a semantic, responsive document instead of expecting the visual conversion to become a mobile-first page automatically.
Pandoc rejects the PDF
That is not a supported direct input workflow. First save or extract the content into a format Pandoc supports, such as Markdown, then run Pandoc on that intermediate file.
Images or fonts are missing after moving the output
Keep the generated asset files with the HTML and preserve the paths referenced by the document. Check browser developer tools or the file structure for missing resources, and confirm that licensing permits any assets you plan to redistribute.
A protected file will not convert
Confirm that you are authorized to access the document and have the required password. The Poppler manual lists password-related options; consult the installed version’s manual for exact syntax rather than guessing an option.
