Use Chrome’s built-in print preview. Open the HTML document, press Ctrl+P on Windows or Linux (or Command+P on Mac), choose Save as PDF as the destination, check the preview and available settings, then save the file. You do not need a physical printer or paid conversion software.
On Android, open the page in Chrome, tap More > Share > Print, select Save as PDF, choose where to store it and tap Print. The exact controls shown in preview vary by device, Chrome version and administrator policy.
Convert an HTML document to PDF in desktop Chrome
- Open the source. Load the HTML file, web page or document in Chrome. For a local file, use File > Open File or drag it into a tab.
- Open print preview. Use File > Print, press Ctrl+P on Windows/Linux, or press Command+P on macOS. Google documents these shortcuts in its Chrome printing help.
- Choose the PDF destination. In the Destination selector, select Save as PDF. A managed work or school browser may hide this destination if an administrator has restricted printing; Chrome policy documentation explains that administrators can configure printing and available destinations.
- Check the preview and settings. Scroll through every page before saving. Change any controls offered in your environment, such as paper size, orientation, margins, scale, headers and footers or background graphics. Chrome does not expose an identical set of controls on every platform or page.
- Save and verify. Click Save (or Print in some versions), select a folder and open the resulting PDF. Confirm that the final page is present, images loaded and links or headings appear as expected.
Chrome prints the rendered page, not the original HTML source. JavaScript-generated content, fonts, images and responsive layout therefore need to finish loading before you open preview. If a section is missing in preview, return to the page, wait for it to render and print again.
Android: save a Chrome page as PDF
- Open the HTML document or web page in Chrome for Android.
- Tap More (the three-dot menu), then Share > Print.
- Open the printer or destination selector and choose Save as PDF.
- Select a location on the device and tap Print to create the file. These Android steps are documented by Google Chrome Help.
Android does not use the desktop keyboard shortcuts, and its preview controls can differ from those on a computer. Rotate the device or adjust the offered page settings if a wide table or image is clipped.

Make the PDF readable before you save
Use preview as a layout check
Preview is the quickest way to catch blank pages, clipped columns, oversized headings and awkward page breaks. Compare the first and last page, then skim pages containing tables, images, code or forms. If the page is responsive, widening the browser window before printing can produce a more useful layout.
Adjust only controls your Chrome build provides
Depending on the operating system, printer service and page, you may see paper size, portrait or landscape orientation, margins, scale, headers and footers, background graphics and page-range controls. Treat these as optional controls rather than a guaranteed menu. For example, landscape can help a wide table, while disabling headers and footers can remove the URL and date from a document intended for sharing.
Print a range when the page is long
If only certain pages are needed and your preview offers a page-range field, enter those pages instead of editing the PDF afterward. Always confirm the preview reflects the range before saving; a range is applied to printed pages, not necessarily to sections of the HTML document.

When Save as PDF is missing or disabled
Check the destination selector
Open the destination list and look for Save as PDF rather than a physical printer name. If Chrome is connected to a system print service, the selector may initially show installed printers; expanding it can reveal the PDF destination.

Consider administrator policy
On a company, school or managed computer, an administrator can control whether users may print and which destinations are available. Google’s Chrome Enterprise and Education policy documentation confirms these controls. If the destination is absent only in the managed profile, ask the administrator to review the printing policy; installing random converter extensions will not override a policy restriction.
Try an unmanaged profile or another device
For a document you are authorized to handle, open it in a personal Chrome profile or another device and repeat the print steps. Do not upload confidential HTML to an online converter merely to bypass a workplace restriction.

Saving locally or to Google Drive
The local Save as PDF destination is sufficient and does not require a separate account, extension or printer. Google also documents an optional desktop route to save to Google Drive when the Save to Google Drive extension is installed. You can instead save locally and upload the finished PDF to Drive yourself. The local file is usually easier to verify because you know exactly where the output was created.
Common conversion problems and fixes
- Images or charts are absent: wait for lazy-loaded content to appear on the page, scroll through the document once, then reopen print preview. Check whether the preview offers a background-graphics option.
- Text is cut off at the right edge: switch to landscape, reduce scale, widen the browser window or use a smaller paper size only if it improves the preview. Wide tables often need landscape orientation.
- Pages are unexpectedly blank: inspect the preview for large fixed-height sections, empty ad slots or a page-break rule in the HTML. Try standard margins and a different scale, then print again.
- Fonts look different: allow web fonts to finish loading before printing. A local HTML file that references unavailable remote fonts may fall back to another typeface.
- Links do not behave as expected: Chrome prints the rendered page; it does not guarantee that every JavaScript control becomes a working PDF link. Test important links in the saved file.
- Only part of a dynamic page appears: wait for the application to finish loading, dismiss overlays and confirm the missing section is visible on screen before opening preview.
- The PDF opens but is not searchable: that is separate from saving HTML as PDF. Chrome’s PDF viewer can perform on-device OCR on some scanned PDFs, but OCR is not required for this conversion. See Google’s PDF management help for viewer behavior.
- Printing is blocked: a browser or operating-system policy may be responsible. Record the exact message and contact the administrator rather than trying to circumvent controls.
Automate or standardize captures
For occasional documents, Chrome print preview is the simplest free method. Automation becomes useful when you need repeatable captures, many URLs, a fixed viewport or a server-side workflow. A screenshot service can render a URL without opening an interactive browser on your machine. ScreenshotNeo is a website screenshot API and MCP server; its API can return PNG, JPEG, WebP or PDF responses.

ScreenshotNeo is the practical alternative when you need an API call rather than manual print preview. Before capture it accepts cookie or consent banners and removes more than 60 known consent platforms, newsletter popups and chat widgets; each cleanup step can be turned off. Bot checks, CAPTCHAs, blank pages, timeouts, failed loads and cache hits are not billed, and the response reports the page verdict and billing status in X-Page-Verdict and X-Billed headers.
The service supports full-page captures with lazy images loaded, CSS-selector element captures, dark mode, 12 device presets or custom viewports, retina scale, PDF paper size, margins, landscape and page ranges, HTML/CSS-to-image, custom JavaScript and CSS, pre-capture clicks, hidden selectors, waits for a selector, delay or network idle, request and resource blocking, custom headers, cookies, user agents and Authorization, timezone and geolocation, transparent backgrounds, image resizing, user-selected cache TTLs, signed links, asynchronous jobs with signed webhooks, bulk capture of up to 100 URLs per call, a usage API and an OpenAPI specification. Existing parameter names used by other screenshot APIs also work, which can simplify migration. Its MCP server exposes take_screenshot, get_page_info and capture_pdf tools to Claude, Cursor and other MCP clients.

For a basic request, use the documented endpoint and replace the example URL with your page:
curl -G "https://api.screenshotneo.com/v1/shot" -d access_key=YOUR_API_KEY --data-urlencode url=https://example.com/document.html -o shot.webp
Python:
import requests
r = requests.get("https://api.screenshotneo.com/v1/shot", params={"access_key": "YOUR_API_KEY", "url": "https://example.com/document.html"}, timeout=90)
open("shot.webp", "wb").write(r.content)
Node.js:
const q = new URLSearchParams({ access_key: 'YOUR_API_KEY', url: 'https://example.com/document.html' });
const res = await fetch(`https://api.screenshotneo.com/v1/shot?${q}`);
The endpoint can return a PDF as well as image formats; use the format and PDF controls described in the ScreenshotNeo documentation when your output must be a PDF. Keep your API key server-side, inspect the verdict and billing headers, and choose a cache TTL deliberately when a page changes frequently.

A locally saved Chrome PDF stays on the device unless you upload or share it. That is preferable for confidential documents. For either local or automated conversion, verify the output by opening it in a PDF viewer, checking page count, searching for a distinctive phrase and inspecting images at normal zoom. If the source is updated, regenerate the PDF rather than assuming an earlier file remains current.
Chrome’s built-in route has no separate conversion quota or recurring fee, but its result depends on the page’s rendered state and the controls exposed by your device. Server-side capture adds a network dependency and service account, while giving you repeatable settings and batch workflows.

Frequently Asked Questions
Can I convert a local .html file without uploading it?
Yes. Open the file directly in Chrome and use File > Print (or the desktop shortcut), then choose Save as PDF. The basic conversion happens locally.
Will Chrome preserve the original HTML styling exactly?
Not always. The PDF reflects the page as rendered for printing, so responsive rules, unavailable fonts, dynamic content and print CSS can change the result. Always inspect preview.
Do I need Chrome’s PDF viewer or OCR to create the file?
No. Print preview creates the PDF. OCR is an optional later operation for some scanned PDFs opened in Chrome’s viewer.
