Overview

Single Digital Presence (SDP) is a web publishing service for Victorian Government organisations managing public-facing websites. It is strongest for teams that can publish within an approved vic.gov.au section; organisations needing an independent site have more decisions and project obligations to weigh. The platform combines Drupal content tools with shared design, security and support services.

Key features

SDP’s Drupal CMS includes forms for collecting data, revision history, federated publishing approvals and domain redirect management alongside publishing tools and components. That mix supports coordinated publishing across government and multi-site work, rather than just a standalone content editor. Each website also gets Google Analytics dashboards.

Operational support covers security assessments and updates, Drupal and Ripple upgrades, outage and update alerts, bot protection and disaster recovery. Ripple is an open-source design system with styles, components and patterns for Victorian Government digital products. Its framework sets technical and design compliance to Level AA of the latest WCAG accessibility standards, a relevant baseline for public-sector services.

For Victorian public servants, online content training, a help centre and a Community of Practice provide publishing support. SDP technical support handles bugs, malfunctioning site elements and CMS assistance; 24/7 emergency support applies to outages and emergencies covered by the service level agreement.

Some capabilities are chargeable: maps, targeted search listings, access to the WoVG data layer, bulk content migration, custom branding and hosted websites. These services can extend a site, but they mean the free vic.gov.au route does not make every requirement free.

Pricing

Create a new section on vic.gov.au

This plan is free. It is the clearest fit for most Victorian Government content, but requires approval from the lead department’s Digital Management Committee. The service is not a general-purpose free website option for organisations outside that context.

Independent website or building a component

This option has custom pricing, with a quote provided after a requirements document. A signed Memorandum of Understanding and Purchase Order are required before project start, and paid formal discovery needs written manager-level approval. Some features and services incur additional charges. It suits organisations with specific needs or mature digital service capabilities, but carries more procurement and planning overhead than using a vic.gov.au section.

Platforms

SDP is a web platform. The home page says it runs over 140 instances across 60 sites, indicating use across a substantial government web estate.

Who it's for

Choose SDP if you are a Victorian Government public servant publishing government content and can use the shared vic.gov.au option, or if your organisation has the capability to manage a tailored digital service. For an independent website, the organisation can decide whether SDP, the organisation itself or a vendor manages technology and hosting.

Look elsewhere if you need a government site platform outside Victoria’s shared service, or cannot meet the approval and project requirements for the relevant option.

Pros and cons

Pros

Shared Drupal publishing, approval and redirect tools support coordinated government content and multi-site management.
Security operations, disaster recovery and emergency support covered by the service level agreement reduce the burden on site teams.
Ripple’s WCAG Level AA design framework and publishing support address accessibility and public-sector content needs.

Cons

The free plan is tied to an approved vic.gov.au section, limiting its fit for teams that require an independent site.
Independent projects require custom pricing, procurement paperwork and approvals, while several services can add charges.
Hosting and technology management for custom sites require an organisational choice among SDP, the organisation or a vendor.

Alternatives

For a broader comparison, browse Government Website Builders.

Government Site Builder is a free option with self-hosted and web platforms; its open-source distribution may still require paid hosting, support, training or custom development.
Isomer is free for Singapore government agencies and public healthcare institutions, making it a more relevant option for those organisations.
LocalGov Drupal is a free open-source CMS for UK and Irish councils and may suit those jurisdictions better than a Victorian government service.
S3WaaS is another government website option.
WebSG offers a free start with paid plans for advanced features and high-traffic needs.
Loop Municipal Websites uses annual quote-based pricing and offers features based on needs.
Digital Place uses all-inclusive SaaS pricing with feature packs chosen for a subscription.
GOSS iCM is another option with pricing not stated.

Verdict

SDP is a strong fit for Victorian Government teams that can work within vic.gov.au: its shared Drupal tools, Ripple design system and operational support bring useful capabilities under one service. Choose it especially when coordinated publishing and government-specific security support matter. Look elsewhere if you need a general or out-of-jurisdiction site platform; custom SDP projects involve quote-based pricing, approvals and additional service charges.
