Overview

Primero brings intake forms, custom case fields, an audit trail and reporting dashboards into one case-management offering. Together, these capabilities support consistent information capture and review of case activity. The choice of deployment is its defining strength: organizations can keep control of a self-managed installation or pay for hosting and operational services. That flexibility also means buyers must weigh internal capacity against a significant hosted-plan commitment.

Key features

Case intake forms: Forms provide a structured way to gather case information, which is useful for teams seeking consistency at intake.
Custom case fields: Organizations can tailor case records to their work instead of relying on a fixed set of fields.
Audit trail: A history of activity can support accountability when teams need oversight of case changes.
Reporting dashboards: Dashboards give teams a way to review case information beyond individual records.

Pricing

Primero has a freemium model with three plans billed annually. Tier 1: DIY costs 0.00 USD per free. It provides an open-source, self-managed deployment with documentation and community support. This is the clear fit for organizations able to take responsibility for running the system; it does not include the deployment, operations, upgrades, training or technical support offered in the paid plans.

Tier 3: Full Service SaaS costs 8250.00 USD per year. It includes UNICEF-supported Azure hosting, deployment, operations, upgrades, training and technical support, with no limits on users or data volumes. The absence of user and data caps is useful for organizations expecting to scale, but the annual fee makes this a choice for teams that need hosted operations and can justify the cost.

Tier 4: Hybrid deployment costs 25000.00 USD per year. It includes a locally hosted production instance alongside a UNICEF-hosted demonstration instance, plus deployment, security, training, upgrades and support. It is the option for organizations that need production hosted locally while retaining external support; its price is considerably higher than the SaaS plan.

Platforms

Primero is available on the web. Its deployment choices span self-managed, UNICEF-supported Azure-hosted and locally hosted production, so organizations should match the plan to their hosting and operational requirements.

Who it's for

Primero is a strong candidate for organizations that need structured case intake, adaptable records and reporting, especially where auditability matters. The DIY plan suits teams with the capacity to manage an open-source deployment. Full Service SaaS is better for those seeking hosted operations and support without user or data-volume limits. Hybrid is for organizations that require local production hosting and can fund its higher annual cost. Teams that cannot self-manage and cannot support the paid-plan prices may need a different fit.

Pros and cons

Pro: Custom fields, intake forms, audit trail and dashboards cover core needs for structured casework and oversight.
Pro: Three deployment approaches let organizations choose between self-management, hosted service and locally hosted production with support.
Pro: Full Service SaaS has no limits on users or data volumes.
Con: The free plan is self-managed and comes with documentation and community support, leaving operational responsibility with the organization.
Con: Supported service costs 8250.00 USD per year, while hybrid deployment costs 25000.00 USD per year.

Alternatives

Collaborate is worth considering for organizations that want a paid option with no per-seat licensing fees and pricing based on organization size, user count and modules. In-Form offers a free plan and works across Android, iOS and web; its In-Form Essential plan costs 165.00 GBP per y.

TigernixClub is a paid web and API option. CaseFlow is a paid option with no free plan and supports Android, iOS, macOS, web and Windows; its Base Package costs 150.00 USD per month, with a 2-user limit and a $1995 setup fee.

Transform is a paid web option with Tier 1 at 70.00 USD per month, including data export, settings management, intake and assessment, and basic reporting. CaseWorthy, CHARMS and Foothold AWARDS are other paid alternatives.

Verdict

Choose Primero if your organization needs structured, adaptable casework and values a choice between self-managed, supported SaaS and locally hosted production. Its strongest case is the combination of intake, record customization, audit trail and reporting with clear deployment trade-offs. Look elsewhere if you need provider-run service but cannot justify the annual cost, or if self-management is not practical and the supported plans do not fit your budget.
