Overview

Rally brings investment priorities, enterprise objectives, and delivery work into a shared planning context. Teams can track progress, blockers, dependencies, and risks across programs, while leaders can follow alignment with strategic goals. That scope helps organizations coordinate work across multiple teams; for a single team with a straightforward backlog, it may be more platform than the job requires.

Rally supports hybrid delivery, requirements and test management, release management, and traceability. Associating work with enterprise objectives can make strategic alignment visible alongside execution, rather than leaving portfolio priorities separate from team plans.

Key features

Iteration and release planning, capacity planning, and customizable Scrum and Kanban dashboards connect team activity to broader plans. Real-time reporting covers burndown, velocity, productivity, responsiveness, and quality. This combination gives managers several ways to monitor delivery across programs, though its value depends on an organization needing that cross-team view.

Rally describes AI tools for forecasting outcomes, predicting risks, spotting bottlenecks, and modeling capacity. Its product brief also describes an assistant that can turn business outcomes into user stories and AI-generated summaries. These capabilities are aimed at planning and analysis, rather than replacing the underlying coordination work.

Integrations include Clarity, ConnectALL, Insights, Jira, CI/CD pipelines, ITSM, collaboration tools, and ServiceNow. An API is documented through the application's Help link or an on-premises installation. This breadth can support connections across delivery and service workflows; organizations with a narrow toolchain may not need so many integration points.

Rally's SaaS privacy measures include access controls, encryption at rest and in transit, and change logging. Its product page lists ISO/IEC 27001:2013, AICPA SOC, and FedRAMP authorization under enterprise security and compliance. SaaS and Rally Anywhere on-premises deployment give organizations a choice, with the latter supporting data residency and sovereignty needs by keeping data within their physical borders.

Pricing

Rally Starter Edition: 0.00 USD per free. It supports up to 50 named users and is available only to organizations in the countries listed on its page. That makes it a meaningful entry point for eligible organizations evaluating Rally at modest scale, but the user cap and country restriction limit its usefulness as a broadly available long-term option.

Other editions have custom pricing. Organizations that need more than 50 named users or an edition beyond Starter should expect to request a quote. Sandbox access requires an Unlimited or Enterprise subscription; Community, Express, and trial subscriptions are ineligible, so Starter and trial users cannot use that environment.

Platforms

Rally is available through the web and API, and can be deployed as SaaS or on-premises through Rally Anywhere. The on-premises option matters for organizations with data sovereignty requirements; SaaS suits those that prefer a hosted deployment.

Who it's for

Rally is aimed at organizations managing agile delivery and product development across multiple teams and programs, particularly enterprises that need portfolio-level planning, objective alignment, and enterprise reporting. Support includes a case route from Rally's Help button or Broadcom's GSC site by phone, alongside the Rally User Community, product documentation, and Broadcom Academy training.

It is less suitable for small teams that need only a lightweight tracker, or buyers who require a clear paid price before engaging with sales. The free edition's cap and eligibility restriction also make it a limited fit for organizations outside its supported countries.

Pros and cons

Pros: Portfolio planning, dependency and risk tracking, and team execution span multiple programs, which helps organizations coordinate work beyond a single backlog.
Pros: Objectives, capacity planning, and real-time delivery metrics connect strategic priorities to measurable team progress.
Pros: SaaS and on-premises deployment provide a choice for organizations with different operational and sovereignty needs.
Cons: Starter is limited to 50 named users and organizations in eligible countries, constraining who can use the free edition and at what scale.
Cons: Paid editions use custom pricing, making it difficult to compare costs without requesting a quote.
Cons: Sandbox access is limited to Unlimited or Enterprise subscribers, leaving Community, Express, and trial users without that option.

Alternatives

For a broader Application Lifecycle Management Software shortlist, compare Rally with other products by deployment and pricing needs. Choose GitLab Package Registry if its free plan's 5-user group cap, 400 monthly compute minutes, and 10 GiB adjustable storage meet your needs. Innoslate is another option, with a free Academia plan for educators and students who can sign up with a .edu account.

ONES may suit teams looking for a free plan with up to 30 seats, 20 monthly AI credits per user, and a 30 MB file limit. Eligible SAP support customers can consider SAP Cloud ALM, whose free plan includes one tenant per customer number, 24 GB SAP HANA Memory, and 24 GB monthly outbound API data transfer.

Kovair ALM is another paid alternative. Digital.ai TeamForge has no free plan, while OpenText Core Performance Engineering offers a free trial and usage-based pricing. PTC RV&S is another paid option.

Verdict

Choose Rally if your organization needs to align portfolio decisions with delivery across multiple teams and programs, and values enterprise reporting and deployment control. Its main advantage is the connection between strategic planning and day-to-day execution. Look elsewhere if your team is small, needs a predictable paid price upfront, or only requires a basic work tracker.
