Overview

NetBeans brings together a development environment, tooling platform, and application framework. Its editor provides both syntactic and semantic source highlighting and code refactoring, while editors, wizards, and templates support Java, PHP, and other languages. That breadth makes it more than a Java-only editor, though the Swing framework is a distinctive reason to consider it for desktop application development.

The IDE and NetBeans Platform are free for commercial and non-commercial use under Apache License 2.0. NetBeans source code was donated by Oracle to the Apache Software Foundation in 2016; the project became a top-level Apache project in April 2019.

Key features

Editing and development tools

Semantic as well as syntactic highlighting helps make code structure visible, and refactoring support is useful when reorganizing code. The IDE includes a debugger, build tools, and integrated testing tools, bringing common development work into one environment. Editors, wizards, and templates for Java, PHP, and other languages make it relevant beyond Java, although the strongest fit depends on whether its language and framework support matches your project.

Modular Swing framework

The NetBeans Platform provides a modular framework for Swing applications, with capabilities for state saving, menus, toolbars, keyboard shortcuts, and window management. This is a meaningful advantage for developers building desktop software who need those application-level components; it is less compelling if you only need a code editor and have no use for a Swing framework.

Plugins and releases

The project website links to plugins and describes support for Java, PHP, JavaFX, and JavaScript. NetBeans 31, dated August 10, 2026, supports running on JDK 26, 25, or 21, with initial support for JDK 27. Check compatibility before upgrading: an IDE release that does not suit your JDK can complicate a developer's setup.

Release downloads include platform-independent binary and source ZIP files, plus links to Windows, macOS, and Linux packages. SHA-512 hashes and PGP signatures allow downloaded files to be verified. The linked installers are provided by NetBeans committers for convenience, not released by the Apache Software Foundation. Older releases remain downloadable but are no longer supported, so they are a poor choice for users who need ongoing support for an earlier version.

Pricing

Apache NetBeans IDE and Platform cost 0.00 USD per free. The plan is free for commercial and non-commercial use under Apache License 2.0, making it suitable for individual developers, teams, and organizations that want to use the software without a license fee. There is no paid tier or free-trial decision to make; the practical trade-offs are compatibility and platform support rather than a price-based feature split.

Platforms

Apache NetBeans supports Linux, macOS, and Windows. Windows/ARM is not currently a fully supported platform, so users on that architecture should be cautious about relying on it. The release page offers ZIP downloads and links to platform packages, but the third-party installers are not Apache Software Foundation releases.

Who it's for

NetBeans is a good fit for developers who want a free IDE with code refactoring, debugging, build and testing tools, and support for Java, PHP, or other languages covered by its editors and plugins. It is particularly worth considering for teams developing modular Swing applications, since the platform supplies application framework capabilities as well as the IDE.

It is less suitable when Windows/ARM support is essential, when a required JDK does not align with the release, or when users need support for an older version. The NetBeans community uses mailing lists as its primary communication channel and welcomes contributions, which may suit contributors and users comfortable with community-oriented support.

Pros and cons

Pros: Free for commercial and non-commercial use under Apache License 2.0, so there is no software license fee for professional use.
Pros: Includes refactoring, a debugger, build tools, and integrated testing tools, covering several core development tasks in one IDE.
Pros: The modular Swing platform includes state saving, menus, toolbars, shortcuts, and window management for teams building desktop applications.
Cons: NetBeans 31's runtime support is specific to JDK 26, 25, or 21, with only initial support for JDK 27, so release choice requires a compatibility check.
Cons: Windows/ARM is not fully supported, limiting confidence for users on that platform.
Cons: Older releases are no longer supported, and the linked platform installers are convenience packages rather than Apache Software Foundation releases.

Alternatives

For a Java IDE, Java IDEs and Integrated Development Environments provide broader directories to compare. For PHP work, see PHP IDEs; for a general IDE shortlist, browse IDE Software or Web Development IDEs.

BlueJ is another free Java development environment, designed for beginners; choose it when that beginner focus matters more than NetBeans' broader development environment and Swing platform. CS++ Java IDE is a freemium option with a free plan and support for iOS, macOS, web, and Windows, so it may suit someone seeking a Java IDE across that platform mix. Eclipse IDE is a free, open-source alternative for Linux, macOS, and Windows if you prefer that option to NetBeans.

IntelliJ IDEA offers free core functionality for Java and Kotlin, plus a paid Ultimate subscription at 100.00 USD per year; choose it if that Java-and-Kotlin core or the paid tier is a better fit. Java-Editor is a free option for Android as well as desktop platforms, while Processing is a free and open-source alternative for readers considering that option.

Spring Tools for Eclipse is a free, open-source option if you want to consider an Eclipse extension. Spring Integration is instead a self-hosted, Apache 2.0-licensed Java/Spring application dependency, so consider it when seeking a framework dependency rather than an IDE.

Verdict

Choose Apache NetBeans if you want a free, Apache-licensed IDE with editing, refactoring, debugging, build, and testing tools, or if you need the modular framework for a Swing application. Look elsewhere if Windows/ARM support or a different JDK compatibility profile is essential, or if you need a supported older release.
