Keep three copies of your data, on two types of media, with one copy off-site—but also keep at least one copy beyond the reach of your everyday device and periodically test that you can restore it.
What the 3-2-1 backup rule means
CISA’s foundational definition counts your working data as one copy, plus two backups. Those copies should use two different types of media, and one backup should be stored off-site. The counts describe a backup arrangement; they do not promise a particular reduction in risk. CISA and US-CERT’s backup-options paper sets out the original formulation.
- Three copies: the original data and two backups.
- Two media types: for example, a computer’s internal storage and an external drive. The rule does not prescribe a specific pair.
- One off-site copy: a copy kept somewhere other than the same premises as the original.
That arrangement helps separate copies, but the shorthand does not require any backup to be offline, immutable, or proven restorable. Those omissions matter: a backup that is reachable from a compromised computer may be exposed to the same attack as the original.
What the familiar rule leaves out
Keep a copy out of ransomware’s reach
Ransomware can reach and encrypt or delete backups that are accessible from the infected device or account. CISA’s #StopRansomware Guide recommends maintaining offline, encrypted backups of critical data and regularly testing their availability and integrity in a disaster-recovery scenario. For a home user, the practical principle is to keep at least one copy that your everyday computer cannot simply access and alter.

“Offline” is one way to limit reachability, not the only possible safeguard. Immutable storage can restrict changes, depending on its configuration. Version history can help recover earlier states, but it is not automatically a separate or protected backup. Choose based on what can reach or change the copy, how quickly you need to restore, and whether you can manage the security and recovery details.
Test a restore, not just a backup job
A completed backup job—or a folder full of files on a drive—does not prove that the data is usable when you need it. A restore test checks that you can locate the backup, access it, decrypt it if necessary, and open the recovered files. New Zealand’s National Cyber Security Centre advises testing backups to make sure data can be restored: Implement and test backups.

For personal files, periodically restore a few representative items to a separate location and open them. Include the kinds of files you would most regret losing, such as documents and photos. A household sample restore is a practical check, not a substitute for an organization’s full disaster-recovery exercise.
How to build a practical home backup plan
- Identify what you need to recover. Decide which files matter and where they live. A backup is only useful for data it actually includes.
- Make a second copy on separate storage. An external hard drive is one straightforward destination. CISA advises people who store data locally to back it up to an external hard drive or a properly vetted cloud service. See How to Protect the Data that is Stored on Your Devices.
- Disconnect a physical backup drive when it is not backing up. Store it safely and reconnect it when you need to run a backup or restore. CISA warns that a connected drive may be exposed to ransomware.
- Keep an off-site copy. A properly vetted cloud service can provide an off-site destination, but check how its security, account access, retention, and restore process work. Do not assume that file synchronization alone gives you a separate, protected backup.
- Protect copies and recovery access. Encrypt sensitive backups, secure the accounts that control them, and keep any necessary encryption keys or recovery details somewhere you can access if your main device is lost.
- Run and test backups periodically. Restore sample files to another location and verify that they open. If the restore fails, fix the process before relying on that copy.
Choosing an extra layer: offline drive, cloud, or immutable storage
These options solve overlapping but different problems. Compare them by whether your main device can alter them, where they are stored, and whether you can actually restore the data. CISA’s consumer advice supports external drives and vetted cloud services; its ransomware guidance also discusses offline backups and immutable storage. No single expanded slogan is established as the required formula for every household. Some guidance uses “3-2-1-1” to emphasize another copy kept offline; other recommendations focus on immutable copies and testing. Treat these as ways to address specific risks, not as a replacement rule that everyone must follow. For a home setup, a disconnected drive plus a separate off-site copy and a tested restore can be a manageable starting point.
What to do if a restore test fails
- The backup is missing files: check which folders or devices the backup job includes, then run it again and inspect the resulting copy.
- The files are present but will not open: test another file and confirm the restore process, software, or encryption access required to use the backup.
- You cannot access the account or encryption key: address recovery access before an emergency; a protected copy is not useful if you cannot unlock it.
- The backup drive stays connected all the time: change the routine so it is disconnected and stored safely between backup sessions.
- The only other copy is synchronized online: check whether the service preserves recoverable versions and whether an account compromise could affect them; add a distinct protected copy if needed.
When this is an organization’s problem, not just a home-drive problem
Organizations with critical data need recovery plans that account for availability and integrity across a disaster-recovery scenario, as CISA’s ransomware guidance specifies. The household practice of restoring sample files is useful, but it does not establish that an organization can recover its systems, services, and operations. Higher-impact environments should set recovery requirements and test against them rather than relying on the 3-2-1 phrase alone.
