Yes—X reported suspending substantially more accounts under Elon Musk than Twitter did before his takeover. The platform reported 5,296,870 non-spam account suspensions from January through June 2024, compared with 1,618,855 during the same six-month period in 2022. That is roughly 3.3 times as many suspensions.
But the figures do not prove that Musk personally ordered more censorship, that most suspensions were permanent, or that ordinary users faced a higher suspension risk. They show a major increase in reported account-level enforcement amid changed policies, enforcement systems, reporting methods and platform conditions.
The headline comparison is real—but it is about accounts, not people
Twitter was acquired by Musk on October 27, 2022. That makes the first half of 2022 an entirely pre-Musk comparison period and the first half of 2024 an entirely post-acquisition period.

On the companies’ reported figures, H1 2024 produced about 3.7 million more account suspensions, or approximately 3.3 times the H1 2022 total. The figures are documented in Twitter’s [2023 transparency update](https://blog.x.com/en_us/topics/company/2023/an-update-on-twitter-transparency-reporting) and X’s [transparency-report archive](https://transparency.x.com/en/reports/transparency-reports). Fortune also reported the comparison and noted that the 2024 total excluded spam accounts.

“Accounts” is the essential qualification. The totals do not establish the number of unique human beings affected. One person may operate several accounts; an account may be automated, used for coordinated manipulation or involved in ban evasion; and the public figures do not show how many suspensions were temporary, permanent, overturned or imposed on repeat offenders.
What X’s suspension number does—and does not—measure
An account suspension is only one type of platform enforcement. X’s transparency materials distinguish among enforcement of the X Rules, platform-manipulation actions, information requests, government removal requests, copyright and trademark notices, and state-backed information operations. X may also act against individual posts without suspending an entire account. Its [transparency reporting](https://transparency.x.com/en/reports/2025-transparency-report) therefore provides only one view of the platform’s moderation system.
The 5.3 million figure does not tell us:
- how many suspensions were temporary account locks rather than permanent bans;
- how many accounts belonged to bots, spam networks or coordinated manipulation operations;
- how many involved repeat offenders or ban evasion;
- how many users successfully appealed;
- how frequently automated systems made errors; or
- how suspension rates changed per active user, post or account.
That missing denominator matters. A larger or more active platform can produce more suspensions without making the average legitimate user more likely to be punished. Conversely, a high total can coexist with weak enforcement in specific areas such as hate speech.

The raw increase is compatible with several explanations. The available figures do not establish that one explanation accounts for most of it.
More automated and scaled enforcement
X may have changed its detection systems, increased automated enforcement or expanded action against coordinated networks, impersonation, platform manipulation and ban evasion. Those actions can generate very large account totals without corresponding to millions of ordinary users expressing controversial opinions.

X also reported removing 464 million spam accounts in H1 2024. Those accounts were excluded from the 5.3-million suspension comparison, but the figure shows the scale of the platform’s anti-spam operation and the importance of understanding how different enforcement categories are counted.
More reports or more abusive activity
X received more than 224 million user reports in H1 2024, including approximately 82 million abuse-and-harassment reports, 67 million hateful-conduct reports and 40 million violent-content reports, according to Fortune’s summary of the company’s data.

Reports are not confirmed violations. A rise in reports can reflect more genuine abuse, more users reporting content, organized reporting campaigns, changed reporting behavior or a combination of those factors. It cannot by itself demonstrate that harmful content became more prevalent.
Changed policies and definitions
Enforcement totals are only comparable when the underlying definitions remain stable. X may have changed what conduct was actionable, how temporary locks were counted, how automated actions were classified or how it separated spam from other platform-manipulation activity.
Twitter’s H1 2022 figures also came through a later blog update rather than a normal, continuous transparency-reporting series. Twitter said it would not publish a formal report for that period in the usual format. That makes the baseline useful, but less clean than a standardized time series. The two periods have the same length and avoid the takeover months, yet they still span two years of changes in staffing, policies, user behavior, threats and reporting methodology.

More account suspensions did not necessarily mean stricter enforcement everywhere
The most important analytical distinction is between total enforcement volume and enforcement by policy category.
In addition to 5,296,870 non-spam account suspensions, X reported 10,675,908 posts removed or labeled in H1 2024, according to Fortune. Those are different actions: labeling can leave content visible, while a post removal does not necessarily remove its author’s account.
Hate-speech enforcement illustrates why the aggregate number is not enough. The Atlantic reported that X received more than 66 million hateful-conduct reports in H1 2024 but suspended approximately 2,361 accounts for that category. It contrasted that figure with roughly 105,000 accounts Twitter suspended after receiving more than 5 million hateful-conduct reports in H2 2021.
That comparison should be treated cautiously. Reports are not confirmed violations, and the two companies may have used different definitions, workflows and reporting categories. Still, it raises a significant question: How can X suspend more accounts overall while appearing less aggressive in a politically salient safety category?
One plausible answer is that the increase was concentrated in spam, bots, coordinated manipulation or other operational categories rather than in hate-speech enforcement. Another is that policy enforcement became uneven. The public data does not conclusively determine which explanation is dominant.

The government-removal record creates a separate free-speech contradiction
Account suspensions are not the same as government-requested removals. They should not be combined into a single “censorship” total.
The Washington Post reported that X acted on 71% of legal requests to remove or withhold content in H1 2024. The newspaper compared that with just over 50% in 2021 and roughly 30% in some earlier periods. X also complied with 53% of government requests for user information, with the reported rate for U.S. requests at 76%.
These figures describe responses to legal or government requests, not routine account moderation initiated by X. They may involve court orders, local-law demands, law-enforcement requests or other legal processes. The relevant questions include whether a request was legally valid, which jurisdiction issued it, whether the action applied globally or locally, and whether X resisted, negotiated or litigated.
X says its transparency system covers removal requests and that it may object to requests that are legally defective, overly broad or excessively burdensome to free expression. The company has also argued that its compliance rate remained below that of comparable competitors, according to the Washington Post. Those are important defenses, but a higher compliance rate than Twitter reported in earlier periods remains difficult to reconcile with an uncomplicated “free speech absolutist” narrative.
High-profile cases made consistency the central issue
The strongest criticism of Musk’s free-speech branding is not simply that X moderates. Every large platform moderates content and accounts. The sharper question is whether the rules are applied consistently, including to powerful users and accounts aligned with Musk’s politics.

Critics pointed to Musk’s reinstatement of Donald Trump’s account and the restoration of other prominent right-wing or extremist accounts. They also cited the suspension of journalists in December 2022 and the September 2024 suspension of journalist Ken Klippenstein after he shared a link to a dossier concerning JD Vance.
Brazil-related restrictions provided another test of the distinction between owner preference, platform rules and government power. A court or government order can require a platform to restrict an account or piece of content under local law. A platform can comply, challenge the order, limit the action to a jurisdiction or resist at the risk of fines and market access. Treating every such event as voluntary censorship obscures the legal context; treating every compliance decision as proof of principled free expression is equally misleading.
These episodes do not prove that every suspension was politically motivated. They do suggest that Musk’s public principle was not applied as a simple, universal rule. High-profile reinstatements and high-profile suspensions can coexist with a large background volume of routine automated enforcement.

What the evidence supports
- Supported: X reported about 3.3 times as many non-spam account suspensions in H1 2024 as Twitter reported in H1 2022.
- Supported with qualification: X reported acting on 71% of legal content-removal requests in H1 2024, a higher share than the earlier figures cited by the Washington Post.
- Not established: that Musk personally caused the increase or ordered most of the suspensions.
- Not established: that the average legitimate user was more likely to be suspended.
- Not established: that most suspensions were permanent bans.
- Not established: that higher overall enforcement means X removed more hate speech or became safer.
- Strongly suggested by the record: X’s approach combined high aggregate enforcement with controversial examples of uneven or opaque application.
What this means in 2026
The H1 2024 figures remain the clearest documented basis for the “way more suspensions” claim, but they should not automatically be presented as the latest available data. X’s transparency center also surfaces a report labeled the 2025 Transparency Report, covering July–December 2024. The figures supplied here do not establish a complete comparable series for 2025 and 2026.
Any current assessment should therefore distinguish between the verified H1 2024 comparison and claims about X’s present-day moderation. A genuinely current conclusion would require comparable later figures, consistent definitions, appeal outcomes and category-level enforcement data.
