Denver-area financial planner Chrisanna Elser was accused of stealing a roughly $25 package after police linked her vehicle’s presence in Bow Mar, Colorado, to alleged doorbell-camera footage of the theft. But automated license-plate-reader records showed only that her vehicle passed through the town—not that she stopped at the victim’s home or that she was the person who took the package.
After Elser assembled tailor, vehicle, GPS, phone and security-camera records showing that she had driven through Bow Mar without stopping, the department voided her summons. The officer involved was later reprimanded and assigned additional training.
What happened to Chrisanna Elser?
According to Denverite and The Colorado Sun, Sgt. Jamie Milliman of the Columbine Valley Police Department visited Elser’s Denver home in the Fort Logan area on September 27, 2025.

Elser said she had driven through Bow Mar on September 22 while traveling to a tailor for a noon gown fitting. She denied stopping near the victim’s home or stealing anything.
What did “cameras everywhere” mean?
The encounter was recorded by Elser’s smart doorbell. As reported by Denverite, Milliman emphasized that Bow Mar had cameras monitoring vehicles entering and leaving the town, telling Elser that police knew when people were in the jurisdiction. He reportedly declined to show her the alleged victim-camera footage at the door.
Denverite reported that Flock records placed Elser’s vehicle in Bow Mar from approximately 11:52 a.m. to 12:09 p.m. Those records were significant investigative information, but they did not independently establish that Elser:

- exited the vehicle;
- approached the porch; or
- was the person shown taking the package.
What Flock cameras can—and cannot—show
Flock Safety systems are automated license-plate-reader cameras. They can capture plate information and vehicle characteristics with associated time and location data. In this case, the reporting describes vehicle-surveillance records, not facial recognition identifying Elser as the thief.
That distinction matters. The apparent chain of reasoning was:

- A package was reported stolen.
- A home-security video allegedly showed a woman taking it.
- Elser’s vehicle appeared in Bow Mar during the estimated theft window.
- Police inferred that Elser was the woman in the video and had committed the theft.
The inference may sound persuasive because the camera data includes exact timestamps. But a vehicle’s presence in a town is circumstantial evidence. It is not the same as proof that the vehicle reached a particular house, that its driver was the person on another camera, or that a crime occurred inside or beside it.
The available reporting does not establish that the Flock system malfunctioned. Instead, it documents the risk of treating vehicle-location data and unseen video evidence as conclusive proof of a person’s conduct.

How Elser challenged the accusation
Elser responded by reconstructing the trip using several independent sources rather than relying on a single device. According to Denverite, she collected:
- surveillance images from the tailor showing her arrival and departure;
- a statement from the tailor;
- footage from cameras built into her Rivian;
- vehicle GPS records;
- phone-location data;
- other home-security footage; and
- the doorbell recording of the police encounter.
She organized the material in a Google Drive folder and prepared a seven-page affidavit or written evidentiary summary. Denverite reported that the Rivian footage showed two trips through Bow Mar without stopping and that the embedded dates and times matched the period cited by police. The records placed her vehicle more than a quarter-mile from the victim’s residence.
Together, the records challenged the key leap in the accusation: that passing through Bow Mar meant Elser had gone to the package victim’s home.

The summons was voided
The timeline reported by Denverite was:

Cottrell reportedly wrote that, after reviewing the evidence Elser provided, the department had “voided the summons we issued.” That means the allegation was withdrawn; it does not mean Elser was acquitted after a completed trial.
There was also a reported date discrepancy: Milliman told Elser the theft occurred on a Tuesday, while later reporting identified the relevant date as Monday, September 22. That made reconstructing her movements more difficult.
Was the officer disciplined?
Yes. Columbine Valley announced on November 11 that appropriate disciplinary action would be taken. Denverite later reported that Milliman received a formal reprimand dated November 11.
The reprimand criticized his demeanor as unprofessional, rude and dismissive and cited a failure to de-escalate the interaction. It required additional training in community relations, de-escalation, interviewing and interrogation skills. The available reporting does not indicate that he was suspended, fired or stripped of his police powers.
The department’s position was that Milliman acted on the information available to him at the time. The disciplinary action focused on how he handled the encounter, rather than establishing that Flock’s equipment had suffered a technical failure. Elser told reporters she still wanted an apology and was considering legal action. The cited coverage does not establish that she filed a lawsuit or that a court ruled on the matter.

Why this is more than an “AI got it wrong” story
Calling this an AI identification failure would be too broad. The reporting does not say that a system recognized Elser’s face or directly labeled her as the package thief. It describes automated vehicle and plate data that an officer connected to separate doorbell footage.
The central problem is the interpretation of the data:
- Vehicle identity is not driver identity. A plate reader can associate a record with a vehicle without proving who was behind the wheel.
- Driver identity is not occupant identity. Even a correctly identified vehicle may contain more than one person.
- Jurisdiction is not a crime scene. Passing through Bow Mar does not show that someone visited a particular address.
- Time overlap is not conduct. A timestamp can place a vehicle in an area without showing what happened during that interval.
- Precision can create false confidence. Exact data points may make a conclusion appear more certain than the underlying evidence warrants.
The case also illustrates a data imbalance. Police could combine records from multiple surveillance systems, while Elser had to gather her own vehicle, phone, retail and video records to rebut the accusation.

Flock cameras can be useful leads in an investigation. The harder policy question is what safeguards should apply before a lead becomes the basis for a summons or arrest. The incident raises questions about:

- which agencies can search them;
- whether searches require a documented investigative purpose or supervisory approval;
- whether records can be shared across jurisdictions;
- whether residents are told where cameras operate;
- how people can challenge inaccurate or misleading records; and
- whether police policies distinguish an investigative lead from probable cause or charging evidence.
The available reporting establishes Elser’s experience but does not answer those questions for every Flock customer or establish a single rule under Colorado law. The answers depend on agency policies, contracts, local ordinances and applicable state law.

If surveillance data is used against you
This is general information, not legal advice. If you receive a summons or citation based on surveillance data:
- Preserve original dashcam, doorbell, phone and vehicle files before they are overwritten.
- Write down the officer’s name, agency, date, time and exact allegation.
- Keep original files and metadata, not only screenshots or edited clips.
- Ask what offense is alleged and note every court date or document deadline.
- Speak with a criminal-defense lawyer before making detailed statements if formal process has begun.
- Ask counsel about public-records requests and whether relevant surveillance records can be obtained.
Do not trespass, confront alleged victims or attempt to access restricted police databases while trying to investigate the claim.
The larger lesson
Surveillance can make an investigation more data-rich without making it more accurate. The decisive error may not be a camera’s reading of a plate. It may be the human leap from “this vehicle was nearby” to “this person committed the crime.”
In Elser’s case, the summons disappeared only after she supplied a detailed, multi-source account showing that the vehicle had passed through Bow Mar without stopping. That outcome underscores why automated location records should be treated as leads to verify—not as stand-alone proof of identity or guilt.
