Microsoft Recall is not a webcam feed sent to Microsoft. On eligible Copilot+ PCs, it periodically captures what is on screen, analyzes it on the device and builds a searchable visual history. Microsoft says snapshots stay on the PC and are protected by encryption and Windows Hello. But “local” does not mean harmless: the feature is designed to preserve a broad record of activity that may include private messages, work, health research and financial information.
That is why the stalker comparison resonates. Recall is not designed to watch someone remotely, but it can make a computer remember far more than its user intended. Microsoft substantially changed the feature after the 2024 backlash; the underlying privacy trade-off remains.
What Recall does—and what it does not
Recall is a Windows feature for eligible Copilot+ PCs. When snapshot saving is enabled, it periodically captures the active screen—Microsoft describes snapshots every few seconds and when the active window changes. On-device analysis, including text recognition and image analysis, makes the saved material searchable by words, descriptions, apps, websites and its place in a timeline. In supported scenarios, a result can help reopen the original page, document or app context.

The result is more than a folder of screenshots: Recall also keeps associated information, including a local semantic index, to help find relevant moments. It does not continuously record video or audio, and Microsoft says it does not capture game video while Game Mode is active on supported platforms. It is best described as a broad visual history of screen activity—not a record of every keystroke, sound or action.

Microsoft says snapshots and related data are processed and stored locally, not uploaded to Microsoft, shared with other users or used for advertising or AI training. See Microsoft’s privacy and control documentation and Recall overview and requirements. Those are Microsoft’s statements about its design; they do not mean an attacker who gains access to the PC could never reach information on it.
Why it can feel like surveillance
The key distinction is between surveillance intent and surveillance effect. Recall is not documented as a remote monitoring feed. Its effect, however, can be surveillance-like: it saves a chronological record without requiring the user to take screenshots, then lets them search that record by meaning. A momentarily visible email, private message, medical result or client document may remain findable even after it disappears from the original app.
That record could reveal routines, relationships, browsing habits, projects and sensitive interests. This matters especially on shared computers, or where someone else has coercive control over a device or its account. A person does not necessarily need a sophisticated remote exploit to create risk: access to an unlocked or shared PC can expose more than its owner expects.

The defensible concern is that a persistent, searchable behavioral archive exists on the endpoint. Local storage limits Microsoft’s access; it does not make the archive harmless.
What changed after the 2024 backlash
Microsoft announced Recall in May 2024. After security and privacy criticism, it delayed the rollout and announced changes on June 7, including opt-in setup, stronger authentication and clearer controls. On September 27, Microsoft described a redesigned security architecture. The company later announced broader availability on Copilot+ PCs in April 2025. Recall remains documented as a preview feature as of August 2026, rather than a standard feature for every Windows 11 PC.
Microsoft’s current model includes TPM-protected encryption, Windows Hello Enhanced Sign-in Security, a Virtualization-based Security Enclave, device encryption or BitLocker, per-user separation and just-in-time decryption. It also describes protections such as measured boot, anti-hammering and rate limiting, plus sensitive-information filtering. Microsoft says it conducted internal security reviews and penetration testing and commissioned a third-party review and test. These are meaningful design measures, but Microsoft’s account of testing is not the same thing as a publicly reproducible independent audit.

Encryption protects stored data at rest; it does not eliminate every risk from a compromised system authorized to access that data. Nor does a protected storage enclave automatically establish that every user-mode component, display pathway or result returned by the feature has an identical security boundary. Microsoft’s architecture description itself distinguishes the enclave from components such as the UI that are outside it.
What might be captured
If it is visible on screen, content may be eligible for capture unless Recall is off, the app or site is excluded, or the application blocks screen capture. That can include browser pages, webmail, documents, spreadsheets, presentations, messaging windows, images and remote-desktop sessions, depending on the remote client’s behavior. Disappearing messages are not automatically protected simply because they disappear from the messaging app after viewing.
Microsoft says sensitive-information filtering is on by default and is intended to exclude information such as passwords, credit-card numbers and national identification numbers. Treat this as a classifier, not a guarantee. An unusual format, an image of a secret, a private note or an unsupported identifier may not be recognized. The company’s filtering guidance explains its intended behavior and limitations.
Browser privacy controls vary. Microsoft documents website and private-browsing filtering support for Edge, Firefox and Opera; some other Chromium-based browsers may filter private browsing only. Check the current guidance for the browser and build you use rather than assuming one browser’s exclusions apply everywhere.
What the remaining security concerns mean
Microsoft’s protections raise the bar for accessing stored snapshots, but the realistic threat model still includes malware already running on the PC, a compromised Windows account, administrator control, physical access to an unlocked device, or someone able to use the owner’s authentication or recovery path. A shared Windows account is particularly unhelpful: Microsoft says snapshots are separated by Windows user profile, so separate accounts matter.

In 2026, secondary reports described researcher Alexander Hagenah’s concerns about the boundary between protected Recall storage and data returned to ordinary Windows processes. The analogy is that a secure vault can still have a vulnerable delivery route. Microsoft reportedly classified the issue as “not a vulnerability.” The available reporting is not equivalent to a Microsoft security advisory, CVE or independently reproducible public demonstration, and it should not be recast as proof that Recall has been definitively cracked. The distinction also matters: a malicious actor who already has code execution on a PC is a different threat from a remote attacker with no foothold. Is Recall on by default?
There are three different questions: whether Recall is present in Windows, whether it is available on a particular machine, and whether it is saving snapshots. On current unmanaged Copilot+ PCs, Microsoft says saving snapshots is opt-in; the feature may be present without saving anything. In managed commercial and education environments, Microsoft says Recall is removed or disabled by default until an administrator permits it. Setup flows, editions, regional deployment and updates can affect the exact experience, so check the PC rather than relying on a blanket “on by default” claim.
Recall also has hardware and security requirements. Microsoft documents an eligible Copilot+ PC with an NPU of at least 40 TOPS, at least 16 GB RAM and 256 GB storage, at least 50 GB free to enable the feature, device encryption or BitLocker, and Windows Hello Enhanced Sign-in Security with a biometric option. A conventional Windows 11 PC that does not meet Copilot+ requirements does not support Recall as documented.

Stop future snapshots
- Open Settings.
- Go to Privacy & security > Recall & snapshots.
- Turn off Save snapshots.
Use the Recall system-tray icon to pause snapshots temporarily. The tray indicator can also help show when snapshots are being saved. Turning saving off stops future capture; delete existing snapshots separately if you do not want them retained.
Delete existing snapshots
Open Settings > Privacy & security > Recall & snapshots and use the deletion controls. Microsoft also provides storage-limit and retention settings; older snapshots can be removed automatically when the configured maximum is reached. Confirm deletion in the interface rather than assuming that switching off saving erased the history already stored.
Exclude an app or website
In Settings > Privacy & security > Recall & snapshots, add an app or website to the exclusion list. If Recall has already saved content from it, use the available option to delete saved content for that app or site as well. Exclusions are useful for limiting exposure, but they are not a substitute for disabling saving if you want no screen history at all. Browser support and private-window behavior differ.
Remove Recall
Microsoft has said Recall can be removed through Windows optional-features settings. The exact label and availability may vary by Windows build and edition. Use the current Windows Settings interface; avoid unverified registry edits, PowerShell commands or third-party debloat scripts.

Workplace controls and app-level defenses
Organizations can manage whether snapshots are enabled, storage allocation and retention, deletion, and app or website exclusions through documented Windows management policies. Some controls depend on Windows Pro, enterprise management or eligible Microsoft licensing. Employers should establish retention, access and incident-response rules before enabling a feature that can preserve employees’ on-screen activity. Brave says Windows version 1.81 and later blocks Recall capture for Brave tabs by default, with a setting to re-enable it; this protects Brave tabs, not other Windows apps. Brave’s explanation says its approach still allows ordinary screenshots. Signal’s Windows screen-security mechanism can block screenshots of Signal content, but that may also interfere with legitimate screenshot or accessibility tools; see Signal’s explanation. AdGuard also markets Windows protections that can disable Recall; treat it as an optional additional layer, not a replacement for Windows controls or endpoint security.
Who should leave Recall off?
Recall may suit a person using a well-secured, single-user PC who frequently needs to rediscover a page or document and is comfortable managing exclusions and retention. The same breadth that makes it useful also raises its privacy cost.
Leaving it off is the safer default for shared household devices, people facing intimate-partner surveillance or coercive access, and anyone regularly handling confidential legal, medical, financial, journalistic or activist material, passwords, recovery codes or regulated data. It is also a poor fit for organizations without reliable device management and incident response. If a machine may already be compromised, disabling Recall is not remediation: investigate the compromise, secure accounts and credentials, and restore the device as appropriate.
For buyers, Recall is not a reason by itself to pay for a Copilot+ PC. It is a preview feature, and anyone who dislikes the screen-history model may prefer a conventional Windows computer; Copilot+ machines have other NPU-powered features, but the decision should rest on the buyer’s actual needs.
The bottom line is not that Recall is secretly streaming a user’s life to Microsoft. It is that Microsoft has built a local system intended to remember and search a wide range of visible computer activity. Its post-2024 protections are substantial, but they do not remove the core choice: convenience in exchange for creating an unusually detailed archive on a device that may be shared, stolen, compromised or accessed by someone the user does not trust.
