Windows error 0xC004F009 means the activation grace period expired. Microsoft associates this code with MAK (Multiple Activation Key) activation and says the installation has entered the Notifications state. It is not usually fixed by restarting, changing the clock, or repeatedly running activation commands. The correct remedy depends on whether the computer is a company-managed MAK/KMS device, a personal PC with a digital license, or an installation with no valid entitlement.
Microsoft’s code-specific resolution is to contact a Microsoft Licensing Activation Center. Before escalating, identify the installed Windows edition and licensing channel so you do not apply KMS or retail advice to the wrong system.
What 0xC004F009 means
The Software Protection Service reports that Windows was allowed to run during an activation grace period, but activation did not complete before that period ended. Windows then changes to a Notifications state and displays activation warnings. Microsoft documents the code as a MAK activation condition, although the computer itself may be a desktop or laptop used at home.
The code alone does not prove that Microsoft’s servers are unavailable, that a key is counterfeit, or that hardware is defective. It also does not make slmgr.vbs /rearm a valid permanent fix.

Choose the right next step

Identify the edition and activation channel
Check the Windows edition
Run winver, or open Settings → System → About on Windows 11 and Windows 10. Record whether the installation is Home, Pro, Pro for Workstations, Pro Education, Enterprise, Education, or a Windows Server edition. A Home license cannot activate Pro, and a Pro license does not automatically license Enterprise.
Inspect licensing details
Open Command Prompt as administrator and run:
slmgr.vbs /dliFor complete details, run:
slmgr.vbs /dlvReview Description, License Status, Product Key Channel, the partial key, Activation ID, and any KMS machine name. The output may identify Retail, OEM, MAK, or KMSCLIENT. Microsoft documents these commands in its slmgr.vbs options reference. Do not share the full product key when sending diagnostics to support.
To check the expiration state, use:
slmgr.vbs /xprTo display a description of this specific hexadecimal code, use:
slui.exe 0x2a 0xC004F009That command is diagnostic only; it does not repair licensing.

Try the supported consumer checks
Windows 11
Open Settings → System → Activation. If available, select Troubleshoot.
Windows 10
Open Settings → Update & Security → Activation, then select Troubleshoot.
Microsoft’s Activation troubleshooter can reconnect a digital license to the device, help after a major hardware change, or identify an account mismatch. It cannot create a license where none exists.
Check the Microsoft account and edition
Sign in with the Microsoft account previously linked to the device, if applicable. If Windows was reinstalled, the same edition must be installed for an existing digital license to reactivate. During a reinstall on a device with a valid digital license, Microsoft says you can choose I don’t have a product key and install the matching edition.

Use a valid product key or MAK
Only use a key supplied by Microsoft, your organization, the device manufacturer, or a legitimate seller. From an elevated Command Prompt, install it with:
slmgr.vbs /ipk YOUR-VALID-25-CHARACTER-KEYThen make one online activation attempt:

slmgr.vbs /dlvMicrosoft documents /ato for retail and volume systems with an authorized MAK or KMS configuration. It is a retry, not a guarantee. For an expired MAK grace period that remains unresolved, Microsoft directs users to a Licensing Activation Center. MAK troubleshooting guidance is available at Microsoft’s MAK activation article.
If licensing details show KMSCLIENT
KMS instructions apply only when the device is genuinely managed by an organization that operates a KMS host. Connect to the corporate network or VPN and ask IT to verify:
- DNS discovery through the
_vlmcs._tcpservice record. - Reachability of the authorized KMS host.
- TCP port 1688 between client and host.
- That the device is using the organization’s approved image and licensing configuration.
An administrator can inspect DNS with:
nslookup -type=SRV _vlmcs._tcpKMS clients attempt renewal every seven days and must contact a KMS host at least once every 180 days after successful activation. The initial KMS grace period is 30 days. See Microsoft’s KMS troubleshooting guidance and KMS DNS procedures. Never configure a random public KMS server.

Hardware replacement, reinstallations, and used PCs
Motherboard replacement
A motherboard change can break the hardware association of a digital license. If the license was linked to a Microsoft account, run the Activation troubleshooter and select the hardware-change option where shown. OEM systems may require the manufacturer’s assistance. Phone activation is edition- and scenario-dependent; Microsoft notes that Windows 11 Pro for Workstations and Windows 11 Pro Education require internet activation and cannot use SLUI 04.
Refurbished or second-hand computers
If a seller advertised an activated PC but supplied a volume-license image or an invalid key, request proof of licensing or a remedy from the seller. Do not assume that buying another inexpensive key will solve a mismatched or exhausted entitlement.
Why /rearm is not the answer
Microsoft documents slmgr.vbs /rearm as a timer reset used in supported deployment and licensing workflows. It requires administrative rights, may be unavailable when SkipRearm is set to 1, and does not supply a product key or entitlement. Repeated rearming does not legitimately recover an expired MAK grace period and can complicate deployment diagnostics.
What not to do
- Do not use pirated activators, KMS emulators, or public KMS servers.
- Do not delete licensing files or registry entries.
- Do not install a different edition before checking which edition the license covers.
- Do not publish a complete product key in a forum or support ticket.
- Do not keep retrying
/atowhen Microsoft’s code-specific guidance requires licensing escalation.
Where to escalate
Volume licensing and MAK
Have the organization’s agreement details, authorized key information, proof of purchase, Windows edition, and redacted slmgr.vbs /dlv output ready. Use Microsoft’s Volume Licensing activation-center directory.

Consumer, OEM, and digital-license cases
Use Microsoft’s activation support portal, or contact the PC manufacturer when the device originally shipped with Windows. Microsoft’s general activation guidance is at Activate Windows.
Give support the exact code, Windows edition and build, redacted /dlv output, purchase or licensing evidence, device manufacturer and serial information, any motherboard replacement details, and whether the device can reach a corporate VPN or network.
Activation versus validation
Activation associates a product key or digital entitlement with the device. Validation checks licensing and authenticity-related conditions. A successful activation attempt does not by itself prove that a third-party key was legitimately sold, so retain purchase and licensing records.
