Verdict: Windows 98 Second Edition (SE) was the most complete official version of Windows 98, but it was a refinement, not a new-generation operating system. In 1999, its consolidated fixes, improved support for newer peripherals and Internet Connection Sharing made it a sensible choice for a new PC or many existing Windows 98 systems. Today, it remains compelling for period hardware, retro games and software preservation—not for everyday computing or ordinary Internet access.
What Windows 98 SE was
Microsoft released Windows 98 SE to manufacturing on May 5, 1999, and announced its immediate availability on June 10. It replaced the original Windows 98 on retail shelves and was intended to ship preinstalled on new PCs. Microsoft’s release-to-manufacturing announcement and availability announcement presented it as an updated Windows 98, not a separate operating-system generation.
SE remained part of the DOS-based Windows 9x family, with the familiar Windows 98 desktop and Explorer shell. It was not Windows 2000: that belonged to Microsoft’s Windows NT line and had a different architecture and emphasis. Contemporary coverage commonly identifies the retail release as version 4.10.2222 A, though OEM, localized and later-patched installations may show different details. A contemporary review notes the version string and that the desktop initially looked little different from the original release.

What changed—and what mattered most
The edition name could suggest a dramatic sequel. The changes were more practical than visual: updated components, accumulated fixes and improved support for the peripherals and home networks emerging in the late 1990s. The most clearly new user-facing feature was Internet Connection Sharing (ICS).
1. Internet Connection Sharing
ICS let one PC share its Internet connection with other computers on a small home or office network, with the host handling basic connection sharing and assigning addresses to clients. That was useful when a household had one dial-up or early broadband connection and wanted more than one connected machine. It was designed for its time, not as a modern router or security feature.
2. Updated Internet and media software
SE included Internet Explorer 5, NetMeeting 3 and Windows Media Player 6.1, along with other updated Internet-oriented components and Year 2000-related fixes. Those updates made a new installation more current out of the box; they did not give the system a modern browser, current web compatibility or contemporary security.

3. Better support for period hardware
Microsoft highlighted USB, IEEE 1394 (FireWire), ACPI power management, Device Bay, broadband networking and WDM-based modem support. The improvements also mattered for devices such as digital video cameras and USB modems, including virtual COM-port functionality. Microsoft’s release announcement and feature documentation describe these areas.
“Supports USB” needs a period-specific interpretation. SE was better suited than the original release to late-1990s USB peripherals, but device support still depended on the manufacturer’s Windows 9x drivers. It did not mean universal compatibility with today’s USB storage, USB 3.x controllers or modern devices. FireWire, modem and camera support likewise depended on compatible hardware and drivers.
4. Fixes and a more complete starting point
SE gathered fixes and updated components that original Windows 98 users might otherwise have had to find and install individually. That made it a more convenient starting point for a fresh installation and addressed some known problems. It did not eliminate Windows 9x’s limitations: driver conflicts, crashes, shutdown trouble and networking issues could still occur. Nor should “Second Edition” be read as “contains every later update.”

Was SE a major upgrade?
It was a meaningful maintenance and compatibility upgrade, not a major interface or performance leap. A contemporary ActiveWin review rated it 88% but emphasized that most changes were fixes, code improvements, updated components and better hardware support. Its practical case for upgrading centered on convenience and compatibility rather than a visibly new desktop. The review also observed that many components could be downloaded separately.

- Already using Windows 98: The upgrade was most attractive if USB, FireWire, networking or newer peripherals mattered, or if you wanted a more complete installation of fixes.
- Expecting a new look or a big speed boost: SE was likely to disappoint. The desktop remained familiar, and there is no basis here for claiming it was universally faster than original Windows 98.
- Comfortable installing individual updates: The integrated edition was less transformative, though a consolidated installation could still save effort.
Installation and the everyday experience
A clean installation made sense for a new or carefully assembled period PC: it avoided inheriting old drivers, utilities and configuration problems. It required suitable installation media, compatible hardware drivers and a disk and partition setup the machine could use. An upgrade installation from Windows 98 was more convenient and preserved applications and settings, but could also carry forward existing problems or surface conflicts involving drivers, Internet Explorer components, antivirus tools and networking software.
The contemporary review reported a successful upgrade in its own setup, but that is one period experience rather than a guarantee for every computer. It also advised caution where an Internet Explorer installation was already present. When diagnosing a troubled vintage build, a clean installation can be a more useful baseline than layering an edition update over a system with unknown history.
Microsoft announced estimated U.S. retail pricing of $109 for people upgrading from Windows 95 or Windows 3.1, and a Windows 98-to-SE Updates CD for $19.95 plus shipping and handling. Those are historical 1999 launch prices, not current prices or evidence of current availability.
In daily use, SE was recognizably Windows 98. The familiar desktop and Explorer shell remained, and Internet Explorer integration was still woven into the shell and help experience. For its era the interface was approachable, but Web integration and overlapping utilities could feel cluttered. Multitasking was convenient; it was not robust by modern standards.
Gaming and DOS: why enthusiasts still care
Windows 98 SE is a useful target for late-1990s PC games because it can host Windows 9x software while retaining a closer relationship with DOS-era software than later consumer Windows releases. Period graphics and sound drivers can also reproduce the behavior expected by games of that period. This cultural and practical appeal is real, but compatibility is not universal: the specific game, CPU speed, graphics API, sound hardware, memory configuration, installer and copy protection all matter.

“Runs on Windows 98” does not guarantee a correct experience in a modern virtual machine. A host CPU that is far faster than the original can cause timing problems, and emulated graphics, sound and storage may not match what the game expects. Reliability, shutdown and performance
SE included fixes, but it retained Windows 9x’s architectural fragility. On old hardware, it can feel lightweight and responsive; that is not a guarantee that it will outperform original Windows 98 in every task. Emulation speed depends on the emulator and configured virtual hardware, and an excessively fast virtual CPU can make older software misbehave. No modern benchmark should be inferred from launch-era comparisons or a single 1999 review.
Shutdown failures became prominent enough that Microsoft issued a dedicated Windows 98 Second Edition Shutdown Supplement. That makes shutdown trouble a genuine platform issue, not proof that every machine was defective or that every SE installation needed the supplement. Depending on the system, troubleshooting could involve drivers, power-management settings, fast-shutdown behavior, terminate-and-stay-resident programs (TSRs) or hardware conflicts. The supplement modified system files and required a restart; the archived Microsoft download information describes it.
Other practical failure points include excessive RAM, storage controllers and large disks, graphics acceleration, sound configuration and poorly matched drivers. Windows 9x can have memory-management problems with too much RAM, so do not assume a modern memory capacity is appropriate without checking the specific setup. SATA, SSDs, newer partitioning conventions and modern integrated components may require special configuration or may be unsuitable altogether.

There is no context-free “best Windows 9x.” SE is often a strong default for a late-1990s gaming PC, while Windows 95 or original Windows 98 may be more accurate for earlier software or hardware. Windows 2000 is the more appropriate choice when stability and NT-based software matter more than authentic DOS and Windows 9x compatibility.
Using Windows 98 SE in 2026
Windows 98 SE is unsupported and unsuitable as a normal Internet-connected computer. Microsoft’s security-response team lists Windows 98, 98 SE and Me among legacy systems whose support had ended by the mid-2000s: Microsoft support-lifecycle context. Its Internet tools were built for dial-up, ISDN, early broadband and small home networks—not today’s TLS requirements, certificate chains, web applications, email security or threat environment.

Safety rule: Keep a Windows 98 SE machine offline where practical, or put it on an isolated, controlled retro network. Transfer files through a trusted host, do not enter passwords or personal information, and do not expose the machine directly to the public Internet without strong isolation and a specific reason. ICS is a period connection-sharing feature, not a security boundary.

DOSBox-X may suit a DOS-focused experiment or a more portable setup, but Windows 9x still requires a compatible boot and device environment. Generic virtual-machine software should not be assumed to offer suitable Windows 98 graphics, sound, storage, networking or input drivers without checking the exact configuration.
Real hardware can deliver the most authentic behavior, especially with period sound and 3D cards, but brings driver hunting, aging components and compatibility limits. Modern PCIe and NVMe systems, UEFI firmware, USB 3.x, contemporary Wi-Fi, Bluetooth and integrated graphics generally lie outside Windows 98 SE’s practical native compatibility range. Virtualization can also have timing and device-emulation limitations. Neither route makes the system a safe modern web client.
Installation media deserves care: OEM, retail, upgrade and localized discs are not necessarily interchangeable. A listing or archive containing a Windows 98 image does not establish that the download is licensed for use. Use media you are entitled to use; do not treat preservation-site availability as proof of legal authorization.
Final rating
Historical Windows 9x release: 8/10. As a 1999 refinement, SE made a good case through useful hardware support, consolidated fixes and ICS, even though the visible changes were modest. Everyday computer in 2026: 1/10. That score reflects its unsupported status and lack of suitability for ordinary modern online work—not its value as a carefully isolated retro platform.
