Recent Windows 11 Insider builds advance two separate efforts: resuming selected activities from an Android phone on a PC, and improving accessibility features such as Voice Access, Braille support and screen tint. They are not all part of one release. Availability depends on the build, Insider channel, device and staged rollout, so installing an Insider build does not guarantee that every feature will appear.
What is changing?
The Android updates focus on continuity: moving certain activities from a phone to a Windows PC. The accessibility updates span several builds and add controls for speech, screen readers, Braille displays and visual comfort. Microsoft is previewing these changes through its Insider program; they should not be treated as generally available Windows features unless Microsoft says they have reached a broader release.
Android: continuing work from phone to PC
Cross-Device Resume
In Windows 11 Insider Preview Build 28020.1619, announced on February 20, 2026, Microsoft expanded Cross-Device Resume. The feature is designed to let someone continue supported phone activity on a PC. Microsoft listed examples including resuming Spotify playback, continuing work in Word, Excel or PowerPoint, and picking up a browser session. Vivo users may also be able to continue browsing from Vivo Browser. On certain supported Android phones, online files previously opened in the Microsoft Copilot app can be opened on the PC. Microsoft’s Build 28020.1619 announcement names HONOR, OPPO, Samsung, Vivo and Xiaomi for some Copilot-related functionality; that is not a promise of identical support across every model or feature.

For a native handoff, the corresponding Windows app generally needs to be installed. Where it is not available, some files may open in the default browser instead. Cross-Device Resume does not support phone files that are available only offline. App availability, account sign-in and staged feature rollout can also affect what works.

Phone Link, Link to Windows and Cross-Device Resume are different

Microsoft separately previewed a refreshed Link to Windows experience in July 2025. Its planned tools included recent PC activity, recent received files and clipboard items, PC battery and Wi-Fi status, phone-to-PC file sending, remote PC locking and phone-screen mirroring. Setup could be initiated from the phone. These capabilities are not the same thing as Cross-Device Resume, and the available mix can vary by manufacturer, model, app, account and rollout. Accessibility: changes across several Insider builds
Voice Isolation for Voice Access
Build 29634.1000, announced July 27, 2026, adds Voice Isolation to Voice Access settings. Microsoft says it is intended to filter other voices and background noise to help Windows recognize the user’s commands, with processing performed locally on the device. The setting is under Voice Access settings → Improve speech recognition → Voice Isolation. A one-time voice setup is required. It may help in noisy environments, but it is not a guarantee of accurate recognition or a substitute for a suitable microphone. Details are in Microsoft’s Build 29634.1000 announcement.
HID Braille displays, including during initial setup
Recent Experimental builds improve support for refreshable Braille displays that use the HID standard. Microsoft described faster or simpler connections, Bluetooth HID pairing through Settings → Bluetooth & devices, and configuration under Settings → Accessibility → Narrator → Braille. Microsoft cited the Orbit Reader 20, Orbit Slate 340, Freedom Scientific Focus 40 and APH Mantis Q40 as examples. A device being a Braille display does not by itself guarantee compatibility; standard, connection method, firmware and the particular build matter.

One especially consequential change is support for USB HID Braille during the Windows out-of-box experience (OOBE), the initial setup process. This can help deaf-blind users interact with setup before reaching the desktop. Build 28120.2546, announced July 21, documented Braille settings and related support; Build 29634.1000 also called out USB HID support during OOBE. See the July 21 announcement.
Screen tint and Narrator controls
Microsoft introduced a screen-tint accessibility setting in May 2026. It applies a configurable color overlay, with presets and a strength slider, for people who find bright or saturated screens uncomfortable. It is distinct from Night light, which shifts color temperature; Dark mode, which changes supported interface elements; and physical monitor controls, which operate independently of Windows. The feature was announced for Experimental builds, not as a universal setting. Microsoft’s May 22 build notes also discuss Braille-display connection work.
Build 28020.1619 also added controls for which on-screen control details Narrator announces and the order in which it announces them. This can help users adjust the amount and sequence of spoken information to suit their workflow.

Pointer Indicator and Magnifier
A March 20, 2026 Dev build resumed rollout of Pointer Indicator, which makes the pointer easier to locate. Its documented path is Settings → Accessibility → Mouse pointer and touch → Pointer indicator; the shortcut is Windows key + Ctrl + Shift + X. The same build noted that Magnifier could magnify protected content. These changes were associated with Build 26300.8085 in Dev, rather than the later Experimental builds. These are channel-specific builds, not a single version sequence that every Windows 11 PC should follow. Microsoft changed the Insider channel structure during 2026. Its June 8 announcement described Beta (26H1) builds in the 28000 series and Experimental (26H1) builds in the 28100 series; switching between those experiences could use an in-place upgrade. Windows 11 26H1 is targeted at specific newer silicon, including Qualcomm Snapdragon X2 Series devices, rather than being a general upgrade recommendation for all PCs. Check the channel currently shown in Settings rather than relying on older channel assumptions. Microsoft’s 26H1 channel explanation has the details.
How to check availability and set up the features
First, verify the build and channel
- Press Windows key + R, enter
winverand press Enter to see the Windows version and OS build. - Open Settings → Windows Update → Windows Insider Program to check the enrolled channel.
- Check the relevant announcement for that build and channel. A feature may still be in a gradual rollout, so two PCs on the same build can show different options.
- Update Phone Link on Windows and Link to Windows on Android, and confirm that the phone model and the particular activity are supported.
Pair an Android phone for mobile-device features
Microsoft’s refreshed Link to Windows preview specified these minimum app versions for that preview: Phone Link 1.25062.83.0 or later on Windows, and Link to Windows 1.25071.155 or later after opting into its Google Play beta. Those version requirements describe the 2025 preview instructions; check the current app listings and feature announcement for applicable requirements rather than assuming they are permanent.

- Install the relevant Insider build and update Phone Link on the PC.
- If required for the feature, enroll in the Link to Windows beta through Google Play and update the Android app.
- Pair the phone through Link to Windows and Phone Link, following the prompts on both devices. Use the same Microsoft account in both apps.
- On Windows, open Settings → Bluetooth & devices → Mobile devices → Manage devices. Confirm the phone is listed and enabled.
- For Cross-Device Resume, open Settings → Bluetooth & devices → Mobile devices and turn on Allow this PC to access your mobile devices, if that option is present. In Link to Windows, allow background activity as needed.
- Try a supported app or service with the same account on phone and PC. A missing Windows app, offline-only phone file, unsupported model or incomplete rollout may prevent a handoff.
The steps follow Microsoft’s Link to Windows preview instructions and its earlier Cross-Device Resume setup notes; exact labels and availability can change between builds.
Find the accessibility controls
- Voice Isolation: Voice Access settings → Improve speech recognition → Voice Isolation, where available; complete the one-time voice setup.
- Braille: Settings → Accessibility → Narrator → Braille. For a Bluetooth HID display, pair it under Settings → Bluetooth & devices.
- Pointer Indicator: Settings → Accessibility → Mouse pointer and touch → Pointer indicator; or press Windows key + Ctrl + Shift + X where supported.
If a control is absent, first verify the build and channel. It may not be included in that flight, may require a toggle, or may not yet be enabled for your device or account.

If Android continuity does not work
- Confirm model and feature: Android compatibility is not universal. Microsoft named specific manufacturers for some scenarios, not guaranteed support for every phone from those brands.
- Check accounts and apps: Make sure both devices use the same Microsoft account, the apps are updated, and the matching Windows app is installed when needed.
- Allow background activity: Android battery restrictions can suspend Link to Windows. Check its battery and background permissions, as well as any required permissions the app requests.
- Reconnect: Confirm the phone is enabled under Mobile devices in Windows. If pairing is stale, remove the device and pair it again.
- Check content and network: Cross-Device Resume does not hand off files stored only offline. Network, Wi-Fi, Bluetooth or organizational restrictions may also interfere, depending on the feature.
- Allow for rollout: A correct build and setup are not proof that the feature has been enabled for your account or region yet.
If an accessibility feature is missing or unreliable
A non-HID Braille display may not gain the simplified HID workflow; Bluetooth pairing and device firmware can matter. Voice Access support can depend on language, microphone quality and a completed voice setup. Voice Isolation may reduce competing speech, but recognition can still fail. Assistive software, vendor drivers and peripherals can also be incompatible with a preview build. If the feature is important to daily computer access, keep a known-working device and workflow available before testing.

Should you install an Insider build?

| Android user who wants Cross-Device Resume | Check phone-model, app and channel requirements first; consider a secondary PC if the feature is still only in preview. |
| Primary work or school PC user who needs reliable assistive technology | Wait for a stable release unless you have a tested recovery plan and an alternate way to work. |
Beta is generally the more conservative testing route, while Dev, Canary and Experimental flights are intended for earlier or more forward-looking testing and can carry greater risk. Because channel names and build tracks have changed, use the current Windows Insider Program screen and Microsoft’s description of that flight instead of assuming old labels map exactly to the 2026 structure.
Before enrolling or switching channels, back up important files and make sure you know how to recover Windows. Preview software can bring driver and app failures, unexpected interface changes, assistive-device incompatibility or difficult rollback choices. Test Braille, speech, scanning and other essential workflows before moving a production machine. Microsoft also noted a flight-certificate deadline for Build 29634.1000: its announcement said the existing certificate expired on August 11, 2026 and instructed users to update to a build with the renewed certificate. That is a reminder to follow Insider update notices promptly, not a reason to install a preview on a machine that needs guaranteed stability.
The takeaway
The Android improvements and accessibility additions are meaningful, especially Cross-Device Resume and Braille support during initial Windows setup. But they arrive in different builds and channels, and staged rollout plus device requirements limit who can use them now. If you depend on your PC every day, wait for stable availability; if you test previews, verify your exact build, phone or peripheral compatibility, and recovery plan first.
