Start with the least destructive fixes: sign out or restart Windows, restart Windows Explorer, then run DISM followed by SFC. If Start is still broken, re-register built-in AppX packages and test a new user profile. Rename the legacy vedatamodel.edb database only when that older path exists and you have a backup. A repair installation is safer than jumping straight to a reset.
What “Tile database is corrupt” means
On older Windows 10 releases, the Start menu stored layout and tile information in a per-user database. If that data is damaged, locked, unavailable, or inconsistent with other shell components, Windows may show the diagnostic “Tile database is corrupt.” Typical symptoms include:
- Start does not open, or the Windows key appears to do nothing.
- Tiles or app entries disappear, or Start repeatedly returns to its default layout.
- Built-in apps display names such as
ms-resource:appDisplayName. - Windows Search or the taskbar also behaves abnormally.
The message does not prove that the hard drive is failing, and it does not prove that every problem is caused by one file. Shell processes, AppX registrations, permissions, the user profile, system files, third-party customizers, and recent updates can produce similar symptoms.

Fixes in safest-to-most-invasive order
1. Sign out, restart, and restart Windows Explorer
A sign-out or restart can clear a transient lock in the shell. It will not repair genuinely damaged profile data, but it is safe to try.
- Sign out and sign back in.
- Restart the PC.
- If Start remains unresponsive, press Ctrl + Shift + Esc to open Task Manager.
- Find Windows Explorer, right-click it, and select Restart.
2. Repair Windows with DISM, then SFC
Microsoft recommends repairing the component store with DISM before scanning protected system files with System File Checker. Open Command Prompt as administrator (Task Manager can launch it through Run new task) and run:
DISM.exe /Online /Cleanup-Image /RestoreHealth
Wait for completion, then run:
sfc /scannow
Do not close the window until SFC reaches 100%. Microsoft explains the commands and result messages in its system-file repair guidance.

- No integrity violations: protected system files were not detected as damaged; profile or AppX state may still be broken.

If DISM cannot obtain repair files through Windows Update, Microsoft’s alternate syntax is:

C:RepairSourceWindows is only an example placeholder. Replace it with a valid repair source matching the installed Windows version and architecture; do not paste it unchanged.
3. Re-register built-in Windows apps
Broken AppX registration can affect Start and shell components. It is not a guaranteed direct repair of the tile database. Open Windows PowerShell as administrator and run:
Get-AppXPackage -AllUsers | ForEach {
Add-AppxPackage -DisableDevelopmentMode -Register "$($_.InstallLocation)AppXManifest.xml"
}
Restart Windows afterward. Red deployment errors do not automatically mean the whole operation failed: packages may be missing, in use, or not applicable. Error 0x80073D02, for example, indicates that a package is currently in use. Sign out and retry, or run the command from Safe Mode or another administrator account. Access-denied messages usually mean PowerShell was not elevated. Avoid commands that remove all built-in apps. (See Winhelponline’s AppX troubleshooting notes.)
4. Test a new Windows user profile
A new account separates profile-specific damage from a machine-wide problem.

- Open Settings > Accounts > Family & other users.
- Select Add someone else to this PC and create a temporary account.
- Sign in to that account and test Start.
If Start works there, the Windows installation is probably functional and the original profile is the likely source, although this is not definitive proof. Move documents and personal files to the new profile, reconfigure applications, and keep the old profile until you have checked for files stored outside standard folders. Do not blindly copy registry keys, TdlData.xml, DefaultLayouts.xml, or another user’s database; reports show that profile-specific state can be carried over without fixing the problem. (BleepingComputer discussion)
5. Rename the legacy database, if it exists
This is an advanced fallback for older Windows 10 installations, not a universal fix.
- Sign out of the affected account.
- Sign in with another administrator account or use Safe Mode.
- Browse to
%LocalAppData%TileDataLayerDatabasein the affected profile. - If
vedatamodel.edbis present, rename it tovedatamodel.edb.oldrather than deleting it. - Restart and sign back into the affected account.
Renaming preserves a recovery copy. The file may be locked, the folder may be absent, and current Windows 10 builds may use different Start architecture; Windows is not guaranteed to regenerate this file. If the path does not exist, skip this step. Do not force-delete it from the active account, and do not use the procedure when unsaved Start layout data is especially important.
6. Use System Restore for a recent change
System Restore is appropriate when the failure began after a Windows update, driver, software installation, registry edit, or shell customization. It requires an existing restore point and is not a substitute for backing up personal files.

7. Perform an in-place repair installation
Use official installation media when DISM, SFC, AppX repair, and profile testing do not resolve the issue, especially if Start, Search, Settings, and built-in apps are all affected or multiple accounts fail.
- Obtain installation media for the same Windows edition and compatible architecture.
- While signed in to Windows, run
setup.exefrom the media. - Select Change what to keep.
- Choose Keep personal files and apps if Windows offers that option and it is appropriate.
- Confirm the choice before starting.
Microsoft describes this preservation option in its reinstallation guidance. Booting from USB and choosing a clean installation is not equivalent and can erase data.
8. Reset Windows only as a last resort
Back up first, export or synchronize passwords, locate software licenses, and confirm the BitLocker recovery key. In Reset this PC, Keep my files preserves personal files but removes installed applications and resets settings. Remove everything also removes personal files. Microsoft lists the options at Reset your PC.
Choose the next step from the symptom
| Observation | What it suggests | Next action |
|---|---|---|
| Start works after restarting Explorer | Transient shell failure | Monitor; no database change is needed. |
| DISM/SFC report repairs | System-component or protected-file corruption | Restart and retest Start. |
| Only one account fails | Likely profile-specific damage | Repair or migrate the profile; consider the legacy database step only if present. |
| Every account fails | System-wide shell, AppX, update, driver, or disk issue | Prioritize DISM/SFC, recent-change rollback, and an in-place repair. |
| Safe Mode works | Possible third-party service, driver, startup program, or shell extension | Use a clean boot to isolate conflicts. |
| The database path is absent | Different Windows release or profile architecture | Do not create or force the legacy path; continue with AppX and profile repair. |
Is the old Start Menu troubleshooter still available?
Many older guides point to startmenu.diagcab. Microsoft removed the Windows 10 Start Menu troubleshooter from its support downloads according to 2023 coverage, and legacy MSDT troubleshooters are deprecated. Do not download an unverified copy from a random mirror. Prefer built-in repair commands and profile testing; if a third-party copy is unavoidable, verify its provenance and scan it. Windows 10 support status
Microsoft ended normal Windows 10 support on October 14, 2025. The PC can continue to run, but ordinary feature and security updates and technical support have ended unless an applicable extended-support arrangement covers it. After repairing Start, check Windows 11 eligibility or Microsoft’s available Windows 10 Extended Security Updates guidance: Windows 10 support has ended.
Frequently Asked Questions
Will renaming vedatamodel.edb remove pinned apps?
It can reset customized Start organization and pinned items on older Windows 10 installations. Rename rather than delete so the original file remains available for recovery.
Why can SFC report no corruption when Start is broken?
SFC checks protected Windows system files. It does not certify the per-user Start database, AppX registrations, permissions, or profile data.

Does this fix apply to Windows 11?
The legacy TileDataLayer path and vedatamodel.edb procedure are specific to older Windows 10 architecture. Use Windows 11-specific recovery guidance instead.
