If the Personalization page in Windows 10 will not open, first check whether the problem affects the whole Settings app or just one page. A failed Settings launch usually points to an app, profile, policy, or Windows-file problem; Windows activation can restrict some changes, but it does not by itself explain a page that crashes. Work through the checks below from least disruptive to most.

Find out what is failing

Try these three routes and note what happens:

  • Press Windows key + I to open Settings.
  • Right-click an empty area of the desktop and choose Personalize.
  • Search Start for Personalization or Personalization settings.

If none opens Settings, troubleshoot the Settings app or Windows itself. If Settings opens but crashes only when you select Personalization, focus first on the affected account, customization software, and policy restrictions. If only Background, Themes, Colors, Lock screen, Start, or Taskbar fails, treat it as a narrower problem rather than immediately repairing every Windows app.

Windows 10 groups appearance options under Settings > Personalization. The page and available controls can differ by Windows edition, build, activation status, and organization policy. Microsoft’s guide to navigating Settings describes the Settings categories and Windows key + I shortcut.

Try the low-risk checks first

  1. Restart the PC. Save open work and restart, then try Personalization again.
  2. Temporarily close or uninstall recent customization tools. This includes software that changes the Start menu, taskbar, Explorer, themes, wallpaper rotation, system icons, or shell menus. If the failure began after installing one, undo that change first.
  3. Test another Windows account. Sign in to another account, or create a temporary local account, and try the same page. If it works there, the original profile or its per-user app registration may be damaged. A new profile can be a practical workaround, but does not repair the Windows installation itself. If it fails in every account, suspect a system-wide app, file, or policy issue.
  4. Consider when it began. A failure after an update, registry tweak, debloating utility, theme install, or malware cleanup is useful evidence. Avoid registry cleaners and optimizer tools; they can make the cause harder to identify.

Use a workaround if you only need to change something now

  • Try ms-settings: from Windows key + R. It tests the Settings link, but will not help if Settings itself is broken.
  • For a legacy appearance panel, press Windows key + R, enter control /name Microsoft.Personalization, and press Enter. This may expose fewer controls than modern Settings and may not work on every Windows 10 build.
  • To change wallpaper, right-click an image in File Explorer and select Set as desktop background.

These are alternate entry points, not repairs. If each route fails, continue below.

Reset the Settings app package

Use this step when Settings itself will not open or the Personalization page appears to be a Settings-app problem. Open an elevated PowerShell window: press Windows key + X and choose Windows PowerShell (Admin) or Windows Terminal (Admin). Approve the User Account Control prompt, then run:

Get-AppxPackage *windows.immersivecontrolpanel* | Reset-AppxPackage

Restart Windows and test again. This reset command is suggested in Microsoft-hosted community troubleshooting for Settings failures; it is not a guaranteed fix or a universal official repair procedure.

If PowerShell says the command is not recognized, check that you are in PowerShell rather than Command Prompt and that the window is elevated. Some Windows 10 installations may not have the cmdlet. If the package is missing or the command returns an error, record the exact message rather than assuming the reset succeeded, then continue to Windows file repair.

Repair Windows files with DISM and SFC

Open Command Prompt as administrator. Run each command separately and wait for it to finish before starting the next:

DISM.exe /Online /Cleanup-Image /RestoreHealth
sfc /scannow

DISM repairs the Windows component store, which provides a source for repair; System File Checker (SFC) checks protected system files against that source. They are complementary, so run DISM first and SFC second. DISM may take several minutes and can appear to pause, especially on a slow or damaged system. Do not interrupt it just because progress seems slow. Note any error code, let both commands finish, restart, and test Personalization again. Microsoft-hosted troubleshooting answers also recommend this DISM-then-SFC sequence for Settings problems (example guidance).

Do not delete the WinSxS folder or manually replace system files. If DISM or SFC cannot complete, keep the error text for an administrator or technician instead of repeatedly running unrelated repair commands.

Re-register the Settings app

If resetting Settings and repairing Windows files did not help, try the narrower registration repair in elevated PowerShell:

Restart the PC and test. This command is included in Microsoft-hosted Q&A guidance for Settings failures (reference). If the package is missing, the registration fails, or PowerShell reports an error naming Settings, save the full message. Do not dismiss every red error as harmless.

Only re-register all built-in apps if several are broken

If Microsoft Store and multiple built-in Windows apps also fail, a broader registration pass may be appropriate after the narrower steps. Close other Windows apps, open elevated PowerShell, and run:

Restart afterward. This can produce package-specific red errors; some packages may not register, but an error about the Settings package being missing or inaccessible is significant. This broad step is not a routine fix for a single Personalization page failure. Microsoft-hosted community answers discuss it for cases affecting multiple inbox apps (example).

Check activation and policy restrictions

If the Personalization page opens but options are greyed out or changes are blocked, check activation. In Windows 10, go to Settings > Update & Security > Activation. If Settings is inaccessible, press Windows key + R, type winver, and press Enter to identify the Windows version and build. Microsoft documents the Activation page and the need for the installed edition to match the license in its activation troubleshooting guidance and activation overview.

Not being activated may limit personalization changes, but it does not prove why a Settings page crashes or refuses to launch. Use Microsoft’s Activation troubleshooter where applicable; do not use unauthorized activators, registry hacks, or third-party activation tools.

If the page is missing or blocked rather than crashing, consider policy. Work or school PCs, domain-managed devices, and family-managed computers may restrict Settings pages. Contact the organization’s administrator before changing anything. Do not blindly delete policy registry values. Privacy or debloating utilities can also unregister or remove built-in packages, in which case re-registration may not work.

Use recovery only when the timing or severity justifies it

System Restore

If the problem began after a driver, software install, update, or system change and a suitable restore point exists, System Restore may roll back affected system files, drivers, registry settings, and installed programs. It does not replace a personal-file backup, and programs installed after the selected restore point may be removed. Back up important files first.

In-place repair installation

If the failure is system-wide and persists after package and file repairs, an in-place repair installation is a later option. Obtain Windows 10 installation media from Microsoft, start Setup from within the running Windows installation, and select the option to keep personal files and apps if it is offered. Complete Setup, restart, and test Personalization.

This is intended to repair Windows while preserving data and apps, but that outcome is not guaranteed: edition, language, architecture, installation media, and current build must be compatible, and the correct keep option must be available and selected. If it is not offered, stop and check compatibility before proceeding. A Microsoft-hosted answer also describes an in-place upgrade as a later option when Settings repairs fail (reference).

Reset or clean installation

Reset this PC is more disruptive and may remove apps. A clean installation can erase the Windows installation and should be a last resort after a verified backup. Before recovery, back up personal files, export browser data if needed, and make sure you can access any BitLocker recovery information. If the PC will not boot normally, Safe Mode or Windows Recovery Environment may help reach repair tools or identify a third-party startup conflict, but Safe Mode is not a universal Personalization fix.

When to stop

Ask your work or school administrator for help on a managed PC. Seek qualified assistance if the disk reports errors, Windows cannot complete DISM or SFC, several system components are failing, or you cannot safely back up data. If the issue is confined to one account, moving to a new profile may be more sensible than repeatedly applying system-wide repairs. If it affects every account and persists after file repair and Settings registration, System Restore or a compatible in-place repair is the next reasonable step.
