Windows 10 normally imports JPEG wallpapers at a documented quality value of 85, creating a processed copy instead of displaying the original file directly. To use the highest available JPEG import quality, add JPEGImportQuality to HKEY_CURRENT_USERControl PanelDesktop, set it to 100 using the Decimal base, and then reapply the wallpaper. This prevents Windows’ normal import-quality reduction; it cannot restore detail already lost in the source image or fix blur caused by resizing and wallpaper-fit settings.
Why a wallpaper can look worse in Windows 10
Your original image is not overwritten. Windows commonly creates an imported or transcoded wallpaper copy, often found at %APPDATA%MicrosoftWindowsThemesTranscodedWallpaper. The cache name, extension, and location can vary by Windows build, account, theme, and wallpaper mode. Windows Central describes this processing in its wallpaper compression guide.
The documented default of 85 is a JPEG encoding-quality parameter, not “85% of the pixels.” Microsoft describes it as a performance and storage compromise, particularly for wallpaper changes and slideshows. Change JPEG import quality to 100
Make sure you keep the original wallpaper file before editing the registry. You can also export the relevant registry key as a backup from Registry Editor.

- Press Windows key + R, type
regedit, and press Enter. Approve the prompt if Windows displays one. - Go to
HKEY_CURRENT_USERControl PanelDesktop. - In the right pane, right-click an empty area and choose New > DWORD (32-bit) Value.
- Name the value
JPEGImportQuality. - Double-click it, select Decimal, enter
100, and click OK.

Microsoft’s discussion identifies 60–100 as the supported range, with 85 as the usual documented default and 100 as the maximum. This per-user key is not a Windows 10 Pro-only Group Policy setting; each Windows account that needs it must have its own value.

Reapply the image so Windows creates a new import
Changing the value does not necessarily rewrite an already cached wallpaper. Open Settings > Personalization > Background, select a different image, and then select the desired JPEG again. If it still looks unchanged, sign out and back in, restart Windows Explorer from Task Manager, or restart the PC.

For troubleshooting, temporarily switch from Slideshow to Picture. Confirm that the file is really a JPEG, that the value is under the correct user key, and test another JPEG and a PNG. Do not make deleting or replacing TranscodedWallpaper your primary fix; it is a fragile implementation-detail workaround.
What setting 100 does—and does not do
Setting 100 prevents the normal quality reduction controlled by Windows’ JPEG import path. It is not mathematically lossless: JPEG itself is lossy, and Windows may still resize, crop, stretch, or otherwise render the image for your displays. It cannot recover detail that was already removed by the original camera export, a website, a messaging service, or earlier editing.

The registry change also does not change display resolution, GPU scaling, or monitor settings. If the image is too small for a 4K screen, it will remain soft even with the highest import quality.
Check scaling and wallpaper-fit settings
In Settings > Personalization > Background, compare Fill, Fit, Stretch, Tile, and Center. Fill can crop edges; Stretch can distort proportions; Fit can leave borders. Use an image close to your monitor’s native resolution and aspect ratio, especially with multiple monitors. Windows may render display-specific versions, so one undersized source cannot become sharp on every screen.

Also verify that Windows and the monitor are using the panel’s native resolution. If blur remains, inspect the source itself for low dimensions, excessive JPEG artifacts, banding, sharpening halos, or color-profile problems.
JPEG versus PNG

Microsoft’s Windows discussion says PNG bypasses this JPEG-specific import reduction. PNG can still be resized or cropped by display settings, and converting a damaged JPEG to PNG cannot restore lost detail. Windows supports several wallpaper types, including JPG, JPEG, BMP, DIB, TIF, and PNG, but their processing should not be assumed identical; see Microsoft’s theme file format documentation.
Undo the registry change
Return to HKEY_CURRENT_USERControl PanelDesktop and either delete JPEGImportQuality or set it to 85 decimal to return to the usual documented default behavior. Reapply the wallpaper afterward.
Windows 10 support note
Windows 10 reached the end of its standard free support on October 14, 2025. This procedure is a practical fix for existing Windows 10 installations; it is not an indication that Microsoft will continue updating or supporting this wallpaper behavior indefinitely. Microsoft’s current background instructions are on its support page.
The Bottom Line
For a JPEG wallpaper on Windows 10, set HKCUControl PanelDesktopJPEGImportQuality to decimal 100, then select the wallpaper again. If it remains blurry, use a correctly sized source, adjust the fit mode, or try PNG—the registry tweak cannot repair source-image damage or undo display scaling.
