If Steam is really downloading at 2 Mbps, that is about 0.25 MB/s—roughly 250 KB/s—and it is slow for most broadband connections. But first check the letters: 2 MB/s is about 16 Mbps, eight times faster. Once you confirm the unit, check Steam’s speed limit, download region, disk activity and the gaming PC’s connection before assuming Steam or your internet provider is at fault.
First, check whether Steam means Mbps or MB/s
Internet plans are usually advertised in megabits per second (Mbps); downloads are often displayed in megabytes per second (MB/s). There are eight bits in a byte, so multiply a rate in MB/s by eight to compare it with an internet plan in Mbps. Steam can display rates in either unit. Its slow-download guidance explains the conversion and display options.

These are mathematical conversions, not promised download speeds. Protocol overhead, the route to Steam’s content server, Wi-Fi conditions and the computer’s storage can all reduce the actual rate. A speed test on another device is not a guarantee of the rate Steam will reach on this one.

- Open Steam → Settings → Downloads.
- Find the download-speed limit control. If a limit is enabled, disable it or choose the unrestricted option available in your client.
- Check whether the client displays rates in bits or bytes, and confirm that any limit is not a small value in KB/s or MB/s.
- Inspect the active item in the Download Manager for a per-download limit or scheduled-download behavior, then pause and resume it.
Steam documents the bandwidth control under Setting Client Rates and explains download and update controls in Managing Steam Downloads & Updates. Labels and layout can vary by client version and language, so focus on the limit rather than expecting every screen to look identical.

Try a nearby download region
Steam delivers games through distributed content servers. Your selected region or its route may be congested even if your internet connection is otherwise fast. Go to Steam → Settings → Downloads, check Download Region, and choose your actual region or the nearest available one. Resume the download and compare. If it remains slow, test one or two nearby regions, then return to the nearest one if they perform worse. A distant country is not automatically faster or more stable.
Steam recommends checking the region and trying nearby alternatives in its slow-download troubleshooting; its guidance for unavailable content servers also suggests testing the closest region and then the next closest (No Steam Content Servers Configured).
See whether installation work is holding the download back
Steam may download data and write, unpack, verify or patch game files at the same time. If the drive or CPU cannot keep up, network activity can fall while Steam waits for installation work. This is especially noticeable with large updates, which may have to modify existing files, and on a busy or slower drive. Steam specifically describes CPU- and disk-intensive installation work affecting reported download rates in its Steam Deck network troubleshooting.

While the download is slow, open Windows Task Manager or a resource monitor and compare Steam’s network use with disk activity, write rate and CPU use. On Steam Deck, observe whether installation activity is still underway. A disk near 100% active time while network use is low points toward storage or installation work; network and disk both staying low suggests looking at the region, connection, settings or software instead. Check that the installation drive has free space, too.
An SSD can help if storage is demonstrably the bottleneck; it will not fix an enabled Steam limit, a congested route or weak Wi-Fi. A nearly full, failing or heavily occupied drive can also cause trouble, so measure before buying hardware.
Check the connection on the device running Steam
A phone or another computer may have a stronger Wi-Fi signal, a newer adapter or less interference. Run a speed test on the same computer or Deck with Steam paused, then compare a large download from another reputable service. If possible, repeat over Ethernet. Different services use different servers and routes, so this comparison helps locate the problem but does not establish a guaranteed Steam rate.

- All downloads are slow: investigate the device’s Wi-Fi or Ethernet connection, router, local congestion and ISP.
- Only Steam is slow: focus on Steam’s limit and region, its route or content server, and software that filters Steam traffic.
- Steam is fast on another device on the same network: focus on the original device’s Wi-Fi adapter, storage, CPU or security software.
For Wi-Fi, test closer to the router, try the 5 GHz band if available, or use a temporary wired connection. A weak signal, walls, interference, router congestion or an older adapter can limit the Steam device even when another device performs well. Steam’s network and Wi-Fi troubleshooting also covers trying another band, wired testing and wireless interference.

Pause other transfers for a clean test: cloud backups, Windows updates, other game launchers, browser downloads, streaming, torrents and downloads on other devices can all compete for bandwidth.
Test VPN, security software and restricted networks carefully
A VPN, proxy, firewall, antivirus network scanner or traffic-filtering tool can interfere with Steam’s connection or add a slower route. Steam lists third-party security software as a possible contributor to download problems in its support guidance. For diagnosis, temporarily disconnect a VPN and retry. Check that Steam is permitted by the firewall and whether antivirus web or network scanning is inspecting its traffic.

Do not leave security protection disabled as a fix. Keep any test brief, restore protection immediately, and use the software’s safe allow-list or support instructions if you identify it as the cause. School, university, hotel and workplace networks may restrict Steam traffic; on a managed network, ask its administrator rather than trying to bypass its rules.
Use the Download Manager to check for pauses
A game launch can pause downloads depending on Steam’s settings and behavior. Close any running game for a clean test, open Steam’s Download Manager and confirm that the item is actively downloading rather than paused or waiting. Steam has a specific guide for downloads that automatically pause when launching a game. Check the current client’s download and gameplay settings rather than assuming a particular throttle label appears in every version.

If the unit, limit, region, competing traffic and device connection look right, clearing Steam’s download cache is a reasonable next test. Pause active downloads, open Steam → Settings → Downloads, and use Clear Download Cache if that control is present. Steam may restart and ask you to sign in again. Resume the download and compare the result.

This tests whether local cached download state was contributing to the problem; it does not repair a weak Wi-Fi connection, slow drive or congested server. Avoid deleting Steam folders or game files as a general speed fix.
What a zero-speed pause means
A brief drop to zero does not necessarily mean the connection failed. Steam may be writing data, unpacking an update, verifying files or waiting for storage before it requests more. Small downloads can fluctuate especially sharply because setup and finalization take up more of the total time.
A sustained zero is more concerning when there is no corresponding disk or CPU activity and the Download Manager makes no progress. Check the network connection, available storage and firewall or antivirus behavior; then try pausing and resuming, testing another nearby region, or clearing the cache. Note any Steam error message rather than repeatedly changing unrelated settings.

Steam Deck considerations
On Steam Deck, Wi-Fi conditions and installation workload both matter. A weak signal or congested wireless band can limit the connection; a slow or busy SD card can constrain writes while a game installs or updates. Steam also notes that installation can be CPU- and disk-intensive, so the displayed network rate may reflect how quickly the Deck can process and store the data rather than its maximum network capacity. Compare behavior on a wired connection where practical and, if available, with a download installed to internal storage. Neither an SD card nor Wi-Fi is automatically the cause; use activity and comparison tests to identify the bottleneck.
When to suspect the ISP or a temporary server issue
Do not conclude that your ISP is throttling Steam just because a speed test is faster than Steam. A Steam region, route, Wi-Fi problem or busy drive can produce the same symptom. ISP congestion or traffic shaping becomes more plausible if the slowdown repeats at particular hours, affects multiple devices on the same connection, and other large downloads behave differently from Steam. Try nearby Steam regions and compare at another time. Steam’s network troubleshooting discusses time-dependent issues and ISP restrictions.
A VPN can be a limited diagnostic comparison if you suspect a routing issue, but it may reduce speed or add latency; a changed result does not by itself prove deliberate throttling. If multiple devices have the same recurring problem, ask the ISP about congestion or restrictions and provide the times and comparison results. If only Steam is affected after the local checks, contact Steam Support and include the selected region, approximate times and any error messages.
