Yes—Apple can require you to accept updated iCloud terms to continue using iCloud. A prompt shown inside your iPhone, iPad, Mac, or Apple Vision Pro settings is usually a genuine agreement update, not automatically a new charge or an account takeover. If acceptance fails with “This action cannot be completed at this time,” Apple’s official fix is to update the device to the latest compatible version of iOS, iPadOS, or visionOS.
What the iCloud terms prompt means
iCloud is governed by Apple’s iCloud Legal Terms. The agreement covers Apple’s iCloud services, software, and websites. It applies when you choose to access or use iCloud and may be updated as Apple changes services, features, legal requirements, privacy practices, or account arrangements.
Apple’s current iCloud agreement was last revised on September 15, 2025. Its “Changing the Service” section says Apple may modify the agreement or add terms. Apple generally refers to 30 days’ notice for material adverse changes, subject to exceptions involving legal, security, privacy, technical-integrity, service-continuity, and emergency matters.

How to tell whether the request is legitimate
Separate the legitimacy of Apple’s terms update from the authenticity of the message you received.
- Safer: the warning appears after you open Settings or System Settings yourself and view the Apple Account or iCloud section.
- Suspicious: an unexpected email, text message, browser pop-up, or phone call directs you to accept terms through a link.
Do not use links in unsolicited messages. Open Settings directly and look for an Apple Account or iCloud warning banner. You can also read the agreement at Apple’s official legal website.
Never give a caller or unfamiliar webpage your Apple Account password, verification code, recovery key, or payment details. Apple’s legal page confirms that the agreement exists, but it cannot authenticate every individual email, text, or pop-up.

Accepting the terms creates the agreement governing your use of iCloud. The service can include storage or access for:
- Photos and videos
- Contacts and calendars
- Notes and reminders
- Documents and app data
- iCloud Mail
- Other supported iCloud features and content
Availability varies by device, software version, location, language, internet access, and account configuration. iCloud terms are also separate from Apple’s Apple Media Services Terms, which cover services such as the App Store, Apple Music, Apple TV, Apple Books, and related content services.

Does accepting mean you will be charged?
No. Accepting an iCloud terms update does not automatically enroll you in iCloud+ or create a new subscription.
Keep these separate:
- The free iCloud service
- Paid iCloud+ storage plans
- Apple subscriptions and media services
- A terms-and-conditions prompt
- A payment or billing notice
If you are concerned about billing, review Settings → [your name] → Subscriptions and Settings → [your name] → Payment & Shipping. Labels can differ by device, operating-system version, and region.

Declining means you have not accepted the updated agreement. Apple may limit, pause, or stop access to iCloud features that require the updated terms. That could affect synchronization or access to cloud-stored photos, files, contacts, notes, backups, or other content.
The exact result can vary by device, account, software version, country, and service. Do not assume that refusing instantly deletes every local file or photo—but do not assume cloud content will remain available indefinitely either.

Declining is not the same as deleting your Apple Account. Do not sign out or delete the account simply to dismiss the warning. Apple says account deletion may be irreversible and can remove access to other Apple and third-party services associated with that account.
Apple’s official fix for a failed acceptance screen
Apple documents a problem where users see:
“Cannot Complete Action. This action cannot be completed at this time.”

According to Apple’s support article published March 13, 2025, the remedy is to:
- Update your iPhone or iPad to the latest available compatible version of iOS or iPadOS.
- For Apple Vision Pro, install the latest available compatible version of visionOS.
- Retry the terms prompt after updating.
“Latest” means the newest version offered to your particular device, not necessarily the newest release available for newer hardware.

Troubleshooting checklist
- Confirm that the prompt appears inside Settings or System Settings, not only in an email, text, or browser window.
- Connect to a reliable Wi-Fi network.
- Charge the device or connect it to power.
- Install the latest compatible operating-system update.
- Restart the device after updating.
- Open Settings again and retry the prompt.
- Confirm that you are signed in to the intended Apple Account.
If the banner is missing, open the Apple Account and iCloud areas in Settings and check again after restarting. Interface labels differ across iPhone, iPad, Mac, and Vision Pro, so there is no single universal menu path.
If the prompt keeps returning, try again later in case Apple’s services are temporarily unavailable. Avoid repeated sign-outs, erasing the device, downgrading software, or creating a new Apple Account—especially if photos, files, or other data may not have finished syncing.
If your device cannot update
Install the newest version your device supports. That version may still be older than the software required by newer hardware. Apple’s published guidance does not promise a workaround for every obsolete device.
If the acceptance screen still fails, contact Apple Support. Record the exact error, device model, operating-system version, and Apple Account region first. Before signing out, check what data is stored locally and what has synchronized to iCloud.
School, work, and managed devices
A company- or school-managed device may have mobile-device-management restrictions. You may not have permission to update software, use a personal Apple Account, or access iCloud. In that case, contact the organization’s administrator. An iCloud prompt may coexist with restrictions imposed independently by the organization.

What to read before accepting
If you want to review the agreement, focus on the sections covering data and content, acceptable use, service changes, termination, regional provisions, and paid-service conditions. The current text is available in Apple’s iCloud Legal Terms.
Apple’s terms do not establish that every user will be permanently locked out of every Apple service unless they accept one specific clause. The defensible conclusion is narrower: Apple may require acceptance for continued access to iCloud or particular iCloud-related features, with the practical impact varying by account, device, software, country, and service.
Bottom line
A terms prompt inside your device’s Settings is likely a legitimate iCloud agreement update, not proof of a new fee. Accepting it is separate from buying iCloud+ or another subscription. If acceptance fails, update to the latest compatible iOS, iPadOS, or visionOS version first. Do not trust unsolicited links, delete your Apple Account, or sign out before confirming what data is synchronized.
