If a web page will not scroll, first work out whether the problem is limited to one site, one browser, or your mouse or touchpad across apps. Try the page’s scrollbar and keyboard as well as the wheel. Then compare another page, a private window, and another browser before changing settings or clearing site data. Those checks narrow the cause without assuming one fix works for every case.
First identify what is not scrolling
Open another page in the same browser, then try scrolling in another application. This separates a page problem from a browser-wide or device-wide input problem. Google Chrome Help recommends checking whether an issue affects one or multiple websites; for scrolling, use that as a diagnostic prompt, not proof that the internet connection is at fault. Chrome describes connection and loading errors generally as potentially involving device settings or software, the network, the browser, or the website (Google Chrome Help).

These patterns help choose a test; none proves a particular cause by itself. A Mozilla Support report, for example, describes a wheel failing while the visible scrollbar still worked (Mozilla Support forum: “No Scrolling Within Webpages”).
Try a different way to scroll
Use the vertical scrollbar, keyboard navigation, and wheel or touchpad separately. If one method works and another does not, that distinction is useful: the page may be scrollable even when a particular input method is not.

- Scrollbar: Drag the vertical scrollbar, or click within its track where your system supports it.
- Keyboard: Click the page content and try the arrow keys, Page Up, Page Down, Home, or End. The exact behavior can vary with focus and page layout.
- Chrome Caret Browsing: On supported desktop setups, Chrome Help documents F7 as a way to turn on Caret Browsing, which lets you move through webpage content with the keyboard. See Use Chrome with accessibility extensions.
- Firefox autoscroll: Firefox has a separate middle-click autoscroll feature. It works only when “Use autoscrolling” is enabled in Firefox settings; it is not the same as ordinary wheel scrolling. See Use mouse shortcuts to perform common tasks in Firefox.
When only one website will not scroll
Compare the same page in another browser
Open the affected URL in a second browser. If it scrolls there, the issue may be specific to the first browser or its profile. If it fails in both while other sites work, the site itself or its page behavior is a stronger suspect. Google recommends using another browser to help determine whether a page problem is specific to Chrome; Mozilla also recommends this comparison when a site looks or behaves incorrectly (Google Chrome Help; Mozilla Support, last updated June 27, 2026).
Check whether the page is still loading
A page that has not finished rendering or is displaying an error may not behave normally. Reload once, wait for visible content to finish loading, and test another page. If the problem persists only on that site, avoid repeatedly changing browser settings: capture the exact URL and note whether the scrollbar, keyboard, and wheel each work.
Report a site-specific problem with useful details
If other pages and browsers work, report the issue to the site owner or browser support. Include the site address, browser and version, operating system, input device, and which scroll methods you tested. Chrome Help recommends reporting a page problem when it appears site-specific.

When many pages fail in one browser
Test a private or Incognito window
Open the affected page in a private session: in Chrome, use New Incognito window from the menu. If scrolling works there, the difference points toward something in the regular browser profile, such as an extension or stored site state. Private windows can handle extensions and site data differently, so this is a clue, not a final diagnosis. Chrome’s troubleshooting guidance recommends Incognito and extension checks for browser problems (Google Chrome Help).

Disable extensions, then restore them one at a time
If the private-window test changes the behavior, turn extensions off in the normal window and reload the page. Re-enable them individually, testing after each change, until the problem returns. This reversible process helps identify a conflict without leaving every extension disabled.
Update and restart before more disruptive changes
Save work, update the browser through its normal menu, and restart it. Close unused tabs and apps if the browser is under memory pressure. Chrome Help includes updating/restarting and freeing memory among its troubleshooting steps. If the problem remains, compare another browser; Chrome’s guidance also lists checking extensions and, conditionally, hardware acceleration. Hardware acceleration is one possible browser troubleshooting check, not an established common cause of scrolling failures.

Clear browsing data only after simpler tests
Clearing browsing data can remove cookies and other stored site state, so sites may sign you out or behave differently afterward. Use it as a later diagnostic step, not the first reflex. Chrome Help documents clearing browsing data; Mozilla’s site troubleshooting guidance also identifies cached data, extensions, settings, and blocked content as possible contributors to pages that look or work incorrectly.
Reset browser settings only as a last resort
Chrome Help includes resetting settings after other troubleshooting. Because a reset changes browser configuration, try the less disruptive checks first and review what the reset affects before proceeding. If the issue remains after a reset and occurs only in one browser, provide the browser support team with the pattern and tests you observed.

Test the same wheel or gesture in a different application. If it fails there too, browser-specific fixes are unlikely to address the whole problem. Check that a wireless mouse is connected and powered, review system settings related to scrolling, and restart or check the device software if appropriate. If you can borrow another mouse, try it before buying anything; a Mozilla Support forum answer suggests this as a diagnostic test, not a guaranteed fix (Mozilla Support forum, mouse-wheel troubleshooting).

Input utilities can also interact with browser input, but version-specific reports should not be generalized. A February 2023 Mozilla Support thread described an interaction involving Firefox 110 and X-Mouse Button Control, followed by a utility update. That historical report does not establish a widespread current Firefox problem (Mozilla Support forum, February 2023).
