Valve Corporation owns and operates Steam. Gabe Newell is Valve’s co-founder and president, and is widely identified as its leading owner, but Valve does not publish a current, complete breakdown of its private shareholders. Available evidence does not show that Tencent or Microsoft owns Steam. Separately, buying a game on Steam generally gives you a license to use it—not unrestricted ownership of the game.
What Steam is—and how it relates to Valve
Steam is Valve’s digital distribution and services platform. It sells and delivers PC games and software, and provides account, update, multiplayer, cloud, community, workshop and marketplace features. Valve also makes hardware, including Steam Deck and Valve Index. Valve describes its work as making “games, Steam, and hardware” on its About page.
In short, Steam is a platform and service; Valve Corporation is the company behind it. Steam is not generally presented as a separate, publicly traded company unrelated to Valve. Steam’s Subscriber Agreement identifies Valve Corporation as the provider of Steam and a contracting party for Steam transactions.

Valve is privately held, so there is no public stock ticker or routine public-company filing that gives readers a complete, current shareholder table. Gabe Newell is Valve’s co-founder and president and is widely reported as its largest or controlling shareholder. However, public information does not establish a verified current percentage for his stake—or establish that he owns all of Valve.

Valve’s employee handbook offers background on the company, but it is not a shareholder register. Treat exact ownership percentages repeated without a dated, authoritative source as unverified. The careful description is that Newell is the key owner and executive associated with Valve, while the precise private ownership breakdown is not publicly disclosed.
Does Tencent or Microsoft own Steam?
No current evidence shows that Tencent owns Steam or Valve. Tencent invests in and owns stakes in various game companies, but activity elsewhere in the industry is not evidence of a stake in Valve. Steam’s agreement names Valve Corporation as the service provider and contracting party; it does not identify Tencent as Steam’s owner. Tencent’s investor relations page identifies Tencent as a separate company, not as Valve’s owner. Because Valve’s full shareholder register is not public, it would be too strong to claim knowledge of every possible private holding.

There is likewise no evidence in the cited company information that Microsoft owns Valve or Steam. Valve founders’ past employment at Microsoft does not make Microsoft an owner.

Do you own games you buy on Steam?
Not in the same sense as owning unrestricted rights to a physical copy. Under Steam’s Subscriber Agreement, Content and Services are licensed, not sold. The agreement describes a generally non-exclusive license for personal, non-commercial use unless otherwise permitted, and says the license does not confer title or ownership. Access is tied to the applicable license and may depend on a Steam account, client or internet connection in some circumstances. Consumer-protection laws differ by jurisdiction, so the agreement is not a complete account of every local legal right.

This platform license is separate from copyright ownership. Valve owns Steam and its own games and technology; third-party developers or publishers generally own or control the rights to their games and make them available through commercial arrangements. Buying a third-party title on Steam does not transfer that game’s copyright to Valve or to the purchaser. A game may also have separate terms, DRM, another launcher or an account requirement.
Who processes a Steam purchase?
Valve’s agreement says that, depending on payment method and location, payments may be processed by Valve Corporation or by Valve GmbH, which it describes as Valve’s fully owned subsidiary. Regional legal requirements and payment arrangements can affect which entity handles a transaction. A bank, card network or other payment processor facilitating payment does not thereby own Steam or the game being purchased.

Valve distributes third-party games, but it does not necessarily own them. The specific publisher or developer, the license terms, and the payment arrangement are distinct parts of a transaction.
What if Valve is sold or Steam shuts down?
There is no basis here to predict a sale or shutdown, and Valve’s agreement is not a blanket promise that every game will remain available or playable forever. A change in ownership could affect corporate assets, contracts, service terms, privacy or refund policies, but the outcome would depend on the transaction and any revised terms. The agreement allows terms to be amended and makes access subject to licenses and subscriptions; it does not promise automatic refunds if ownership changes.

If Steam ever ceased operating, the effect on an individual game would depend on its technical and contractual dependencies. Some games may run from local files offline; others rely on Steam authentication, third-party DRM or launchers, publisher accounts, cloud services, or publisher-run multiplayer servers. A title disappearing from sale is not automatically the same as losing it from an existing library, but continued access is not guaranteed in every case.
For a particular game, check its store-page and publisher information for DRM, launcher and account requirements, offline support, server dependencies, cloud-save reliance, and any delisting or licensing limits. These checks clarify current dependencies; they cannot guarantee future access.
