Short answer: Former Amazon Web Services employee Charles Forrest alleged in 2024 employment-tribunal proceedings that Amazon’s Rekognition facial-recognition technology was made available to Russian company VisionLabs, potentially through a Dutch intermediary, and may have reached Russian authorities. Amazon denied selling Rekognition services to VisionLabs, while VisionLabs was reported to have denied any contractual relationship with Amazon.
Forrest’s related employment claims were ultimately dismissed by an Employment Tribunal in a liability judgment sent to the parties on October 9, 2025. That outcome does not, by itself, establish that the alleged transaction never happened, nor does it constitute a separate UK sanctions ruling. The sources reviewed do not establish the alleged sale or a sanctions violation as fact.
What did the whistleblower allege?
According to contemporaneous reporting, Forrest alleged that Amazon entered into an arrangement involving Amazon Rekognition and VisionLabs in 2020. He claimed access was routed through a Netherlands-based company that he characterized as appearing to be a shell or intermediary.

He said the arrangement continued or had consequences after Russia’s full-scale invasion of Ukraine in February 2022 and the introduction of additional UK sanctions relating to Russia.

Those are allegations made in an employment dispute, not established findings. The public reporting reviewed here does not independently verify the alleged contract, intermediary, invoices, technical logs, or the identity of any government users.
Forrest also raised separate concerns about law-enforcement use of facial-recognition technology and Amazon’s internal restrictions on police use. Those issues should not automatically be treated as proof of the separate Russia allegation.
Who was Charles Forrest?
Forrest was a former AWS employee who, according to reporting summarized by the Business & Human Rights Resource Centre, worked for AWS from approximately 2019 until May 2023.

What is Amazon Rekognition?
Rekognition is Amazon’s cloud-based image- and video-analysis service. Its capabilities have included face detection, facial comparison, object and scene analysis and other visual-recognition functions.
The distinction matters. A claim that a company obtained access to Rekognition does not necessarily mean Amazon transferred source code, sold physical equipment or licensed an entire facial-recognition platform. It could refer to access to a hosted service, an application programming interface, or technology integrated into another company’s product.
Likewise, the fact that VisionLabs developed or deployed facial-recognition systems in Russia would not, on its own, prove that those systems used Rekognition. That technical and commercial connection was part of Forrest’s allegation and was denied.

VisionLabs is a computer-vision and facial-recognition company associated in the reporting with Russia and telecommunications company MTS. Its existence, Russian operations or deployment of facial-recognition products does not prove that it purchased or used Amazon’s software.

VisionLabs was reported as saying that it had never been involved in a contractual relationship with Amazon. That statement directly contests the alleged Amazon–VisionLabs transaction, although it does not resolve every hypothetical form of third-party technical interoperability or indirect supply.
Why were UK sanctions involved?
Forrest claimed that the alleged conduct breached UK sanctions relating to Russia. Whether that legal theory could succeed would depend on facts and legal questions that were not established by the reporting alone:
- whether AWS or another Amazon entity supplied the service;
- who the actual counterparty was;
- when the relevant service or transaction took place;
- whether the service fell within the applicable Russia sanctions restrictions;
- whether Russian state or security agencies were involved; and
- whether an intermediary, licence, territorial rule or other exception affected the analysis.
The relevant rules can change and depend on the precise transaction. Readers should consult the UK government’s Russia sanctions guidance for the legal framework.
There is an important difference between alleging a sanctions breach and proving one in a regulatory, criminal or civil enforcement proceeding. The sources reviewed for this article do not identify a sanctions-enforcement ruling establishing that Amazon violated UK sanctions.

How did Amazon respond?
Amazon said the allegations lacked merit. It stated that its available evidence and billing records did not show that AWS had sold Amazon Rekognition services to VisionLabs.
Amazon also disputed Forrest’s account of his employment and said he had been dismissed for serious misconduct. On the separate police-use allegations, Amazon reportedly argued that its self-imposed restrictions were not themselves a legal obligation and that it had not knowingly provided facial-recognition technology to police agencies.
Amazon’s 2024 proxy statement says AWS implemented a global moratorium on police use of Rekognition in June 2020. That policy context is relevant, but an internal moratorium is not automatically a statutory ban and does not by itself resolve the alleged Russia transaction.

The Employment Appeal Tribunal judgment concerned the earlier strike-out and case-management process. The later Employment Tribunal written reasons confirm the dismissal of the employment complaints.

What did the court actually decide?
The final tribunal outcome means Forrest did not succeed in the employment claims covered by the liability judgment. It does not automatically mean that:
- the alleged Amazon–VisionLabs arrangement never existed;
- no Russian entity ever used Rekognition;
- every allegation was tested in a dedicated sanctions-enforcement case; or
- a UK regulator or criminal court cleared Amazon on sanctions grounds.
Conversely, the EAT’s decision was not a merits victory confirming Forrest’s allegations. It restored the claims after finding that the earlier procedural strike-out had been handled incorrectly. The two rulings must not be merged into a single finding about the technology’s destination.
Why this case matters beyond Amazon
The dispute illustrates why cloud services can create difficult export-control and human-rights questions. A provider may sell access to a general-purpose API rather than ship hardware or transfer source code. A customer may then embed that capability in a product, use a distributor, or provide services to a downstream authority. Each link can matter to sanctions compliance and accountability.

Biometric systems add another layer of risk. Facial recognition can affect access to public spaces, policing, immigration and security operations. Determining responsibility requires more than identifying where a system was deployed: investigators may need contracts, billing records, account ownership, API logs, technical documentation and evidence of downstream use.
The case also shows the limits of employment litigation as a route for testing allegations about international trade or sanctions. An employment tribunal can decide whether the pleaded employment complaints succeed, but its judgment should not be described as a government enforcement decision unless it expressly makes that finding.
The careful conclusion
The accurate description is that a former AWS employee alleged in 2024 that Amazon enabled a Russian facial-recognition company to access Rekognition in circumstances that could have implicated UK sanctions. Amazon denied selling Rekognition to VisionLabs, and VisionLabs was reported to have denied any contractual relationship with Amazon.
Forrest’s employment claims were dismissed in October 2025. The available record reviewed here does not establish the alleged sale, prove that Russian authorities used Rekognition, or identify a separate sanctions ruling confirming or rejecting the accusation.
