The Jio IUC pack was a temporary 2019 top-up for outgoing calls from Jio to mobile numbers on other networks. Jio charged 6 paise per minute for those calls and sold vouchers that included call minutes plus extra data. Customers objected because Jio had become known for free voice calls, while some critics also saw the move as pressure on the telecom regulator. The charge ended on January 1, 2021, when domestic mobile interconnection charges moved to a Bill-and-Keep regime.
What did IUC mean?
IUC stood for Interconnect Usage Charge: a wholesale fee one telecom operator paid another when a call crossed between their networks. For example, if a Jio customer called an Airtel mobile, the call began on Jio but terminated on Airtel. That was an off-net call, and Jio paid the regulated termination charge to Airtel. A call between two Jio mobiles was on-net.
That wholesale payment was not a fee Airtel or Vodafone Idea billed directly to Jio customers. In October 2019, Jio chose to recover its interconnection cost from customers through a retail charge and IUC top-up vouchers. TRAI set the inter-operator rate; Jio set the customer-facing mechanism.

What exactly did Jio’s IUC vouchers provide?
Announced on October 9, 2019, the charge was 6 paise per minute for outgoing calls from Jio to mobile numbers on other networks. Jio said call time was rounded up to the nearest minute. The vouchers paired a stated allowance for non-Jio mobile calls with additional data:

The stated allowances reflected the 6-paise rate as well as call-duration rounding, GST and processing charges. Jio presented the extra data as equivalent value, but that was its framing: a customer who mainly needed voice calls—or already had more data than they used—might not regard data as a useful substitute.
The charge applied to outgoing Jio-to-other-operator mobile calls. Jio said it did not apply to Jio-to-Jio calls, incoming calls, Jio-to-landline calls, or calls made through internet apps such as WhatsApp and FaceTime. App calls use an internet connection rather than the ordinary mobile interconnection route, so they were outside this particular charge.

In practice, a customer could find the system confusing. Number portability meant a number’s current operator was not always obvious, and calls to a non-Jio mobile could use voucher minutes even if the customer thought of their plan as including unlimited voice.
Why did Jio introduce the charge?
The regulatory background explains why Jio called the vouchers temporary. TRAI had reduced mobile IUC from 14 paise to 6 paise per minute effective October 1, 2017, and the framework then envisaged moving to zero charges under Bill-and-Keep from January 1, 2020. In 2019, TRAI reconsidered the timing of that transition amid industry conditions and differences in traffic between networks. Jio said it had to recover the continuing charge from customers until IUC was abolished.

Jio also argued that its traffic pattern meant it was paying other operators more than it received. In its announcement, the company said it had paid nearly ₹13,500 crore in net IUC over the preceding three years. It attributed part of the imbalance to missed calls from customers on older 2G networks, who, Jio said, would call back Jio users because Jio-to-Jio voice was free. Those figures and explanations were Jio’s claims in a regulatory and commercial dispute, not independent findings established by the announcement.
Jio’s argument was that keeping IUC in place could preserve incentives for networks to maintain older arrangements and delay a move toward all-IP networks. Operators receiving more termination traffic had a different economic interest: IUC could provide revenue, particularly where traffic flows were asymmetric. Neither side’s commercial case, by itself, proves that its preferred policy was best for consumers or the industry.

Why did some customers want to boycott Jio?
The immediate grievance was simple: many customers associated Jio with free voice calls. Jio’s launch-era pricing had helped build that expectation, so the October 2019 change felt to some like a broken promise—even though Jio described the new charge as a temporary response to regulation. It is more precise to say that customers perceived a breach of the spirit of “free voice” than to claim there was a proven, legally permanent guarantee that no call could ever carry a charge.

The amount per minute was small, but the change also introduced friction. Customers had to understand which calls were off-net, buy a separate voucher, and keep track of minutes. Extra data did not solve the problem for everyone. Some users were also unhappy that Jio’s retail charge translated a wholesale regulatory cost into a separate customer purchase.

A further criticism was that Jio was using the announcement to influence public opinion and put pressure on TRAI to abolish IUC. Jio explicitly connected the charge to the continuation of the regulated fee and said it would stop charging when the fee ended. That made the policy both a billing change and part of a wider argument over how telecom networks should pay one another.
The hashtag #BoycottJio also drew on concerns beyond IUC. Some critics worried that Jio’s aggressive price disruption and financial backing could weaken rivals, while supporters credited the company with pushing competitors to cut prices and accelerating 4G adoption. Online boycott messages sometimes broadened into opposition to Mukesh Ambani or Reliance Industries for political, corporate or market-concentration reasons. Those wider objections should not be mistaken for a single, representative view of Indian consumers: a visible social-media trend is not a poll.

Airtel and Vodafone Idea rejected Jio’s implication that continued IUC necessarily encouraged them to retain 2G customers or exploit the charge. Their response was that customers could switch providers and that Jio’s account simplified a more complicated competitive and regulatory issue. The operators had commercial interests in the dispute, so their rebuttals, like Jio’s claims, should be understood as arguments from interested parties rather than neutral proof.

Did the boycott make Jio end the charge?
The backlash created reputational pressure and prompted public debate, but there is no basis here for crediting the boycott alone with the reversal. The documented change was regulatory: domestic mobile IUC ended under the Bill-and-Keep regime on January 1, 2021. Jio then said it had restored free domestic calls to all networks, describing the move as keeping its promise that the charge would last only until IUC was abolished.
Does the Jio IUC pack exist today?
No—not as the 2019 charge and voucher. Jio’s current prepaid information says domestic voice calls to any Indian operator are free across recharge plans. Present-day voice-only plans, data boosters, ordinary talk-time top-ups, and ISD or international-roaming packs are different products; they are not the historical IUC voucher.
