VoIP (Voice over Internet Protocol) carries phone-call audio over an IP network instead of sending it over the traditional circuit-switched phone network. A call is turned into digital audio, sent in packets across the network, and reconstructed as sound at the other end. VoIP can run through a dedicated phone, an app, or an adapter for an ordinary telephone; it does not always mean plugging a special desk phone straight into a modem.

What is VoIP?

VoIP is a way to carry voice using Internet Protocol (IP), the same basic networking method used to move other digital data. The voice still behaves like a phone conversation, but its path through the network is different from a traditional local telephone connection.

The Federal Communications Commission (FCC) uses a narrower regulatory category called interconnected VoIP. To meet that definition, a service must provide real-time, two-way voice, use broadband at the customer’s location and IP-compatible equipment, and generally allow calls both to and from the public switched telephone network (PSTN)—the network used for conventional telephone service. A voice or video app can use internet protocols without meeting all of those criteria. The FCC’s fixed voice definitions explain the distinction.

In an FCC comparison, traditional local exchange service carries voice using time-division multiplexing (TDM) between the customer’s ordinary wired or cordless phone and the telecommunications network. Interconnected VoIP uses IP packets between specialized customer equipment and the network. That describes the service connection, not necessarily every part of the underlying infrastructure: a legacy telephone network may use IP internally without changing how the retail service is classified.

Cable-company phone service or a phone service bundled with internet may use VoIP, but the label alone does not tell you how a particular service is delivered. Ask the provider if you need to know what technology or equipment your plan uses. The FTC’s consumer guidance on unwanted calls notes cable and bundled phone service as a clue that a service may be VoIP.

How does VoIP work?

Think of spoken words as a stream of tiny digital parcels. The calling device prepares the sound, divides it into packets for transport over a data network, and the receiving device puts the incoming audio back together. The main stages are:

  1. Capture and digitize: A microphone or phone endpoint captures speech and converts it to digital audio. A codec encodes that audio and may compress it.
  2. Package the call: The endpoint or a gateway divides the audio into network packets. Call signaling and audio transport have different jobs: in documented Cisco architectures, SIP can set up and manage a session, while RTP is one example of a protocol used to carry real-time media. Providers may use different architectures and protocols. Cisco’s Unified Communications architecture overview describes these roles.
  3. Send packets across an IP network: The packets travel through the local network and broadband connection to the VoIP service and/or the other call endpoint. If the other person is using an ordinary telephone network, a gateway can bridge the IP call to the PSTN.
  4. Reconstruct the sound: The receiving endpoint turns the incoming digital stream into audio that can be heard. In a gateway-to-gateway example, the destination gateway decodes, decompresses, and reassembles the call. Cisco’s ATA guide shows how an analog adapter can fit into such a setup.

Because voice must arrive in a usable, timely stream, network performance matters to call quality. Broadband access by itself does not guarantee good calls, and there is no single speed threshold established here for every provider, codec, and setup.

What equipment do I need for VoIP?

The endpoint—the device you speak into and listen through—depends on the service. Interconnected VoIP requires broadband and compatible IP equipment, but not every service requires you to buy a standalone phone. Some providers supply broadband; with over-the-top service, you buy the VoIP subscription separately from the connection carrying it.

Equipment or connection What it does When you might use it
IP or VoIP phone A dedicated phone designed to connect to an IP telephony service. If you want a physical phone and your provider supports the model or type.
Softphone app Uses a computer or mobile device as the phone endpoint. If your service supports an app and you want to call through that device.
Analog telephone adapter (ATA) or analog gateway Connects an existing analog telephone to a compatible VoIP service. If you want to reuse an ordinary phone and the provider supports the adapter and configuration.
Broadband connection and local network Carry the IP traffic between the endpoint and the service. Required for interconnected VoIP; whether the connection is included depends on the provider and service arrangement.

An adapter is not a universal converter: check the provider’s supported equipment and setup requirements before buying one. Cisco’s ATA 191 and ATA 192 guide is one example of an analog adapter’s role, not a promise that those devices work with every service.

Can I use my regular phone with VoIP?

Often, yes—if your VoIP provider supports an ATA or analog gateway that connects your phone to its service. The adapter sits between the analog phone and the IP network. Confirm the exact supported adapter and configuration with the provider; an ordinary phone generally cannot connect directly to a VoIP service without compatible equipment.

How is VoIP different from over-the-top VoIP?

“Over-the-top” (OTT) describes how a subscription relates to the broadband connection, not a separate way of encoding speech. The FCC’s Broadband Data Collection guidance distinguishes an OTT VoIP subscription, where the VoIP provider does not also sell the high-capacity connection carrying the service, from a subscription provided over facilities supplied by that provider. Either arrangement still depends on a suitable connection. The FCC’s VoIP subscription allocation guide sets out this classification.

Does VoIP work if the internet goes out?

Interconnected VoIP depends on broadband, so a broadband interruption can affect access to the service. A power interruption may affect the modem, router, adapter, or phone as well; the result depends on the provider, local network, equipment, and any backup power. Ask your provider what happens during outages and what emergency-call instructions apply to your setup.

Does VoIP support 911?

For interconnected VoIP, FCC materials describe E911 requirements and call routing based on the customer’s registered location. If you move a portable device or use the service at another address, do not assume it will automatically report your new location. Ask the provider how to register or update the service address and how emergency calls are handled during broadband or power outages. FCC 18-32 and FCC 19-76 provide regulatory context.

Can I keep my number if I switch to VoIP?

You may be able to keep your existing number when changing providers if you remain in the same geographic area. Number porting can apply when moving between wireline, IP, and wireless providers, but eligibility and timing depend on the number and providers involved. Check with the provider you are moving to before cancelling your existing service; do not assume a port is guaranteed or immediate. The FCC’s number-porting guide explains the general process.

What should I check before choosing a VoIP service?

Compare the details that affect whether a service will work for your home or office, rather than assuming all VoIP plans use the same equipment or include the same connection.

  • Endpoint support: Confirm whether the provider supports the IP phone, softphone, or ATA you intend to use.
  • Broadband arrangement: Find out whether internet access is bundled with the phone service or purchased separately.
  • 911 and location updates: Ask how to register or update the service address and what happens during an outage.
  • Number porting: If keeping your number matters, ask the receiving provider to check eligibility and explain the expected process and timing.
