Modulate’s ToxMod is a business-to-business voice-moderation system that game studios can integrate into multiplayer games and social-audio services. It analyzes voice chat for potentially harmful behavior, then sends moderation signals and supporting evidence into the publisher’s workflow. It does not, by itself, set a game’s rules or impose the same punishment across every game.
Why game voice chat is difficult to moderate
Text filters can scan typed messages for words or phrases. Voice is more complicated: meaning can depend on tone, timing, who is speaking to whom, whether a conflict is escalating, and what was said earlier. Player reports also capture only incidents someone chooses and manages to report. ToxMod is designed to analyze voice conversations and help studios identify possible violations beyond those reports.
“Scan” here means automated audio analysis, not necessarily that a human moderator listens to every conversation. The scope of monitoring, what gets retained, and whether private-party chat is included depend on the game’s implementation and disclosures.

What ToxMod is—and what it is not
ToxMod is Modulate’s moderation product and workflow. Modulate describes ToxMod as part of a broader voice-intelligence platform, with its underlying technology called Velma, an “Ensemble Listening Model.” Game studios integrate the system using software development kits (SDKs) that take in voice audio and connect moderation events to studio tools.

- SDKs: Integration components that let a game provide voice audio and, where configured, context such as game state or player reports.
- Publisher enforcement: The game operator’s own code of conduct, review practices, warnings, mutes, suspensions, and appeals.
Modulate presents ToxMod as more than a speech-to-text or profanity filter. The company says its models assess characteristics such as tone, intensity, interaction dynamics, and context. These are vendor-described capabilities; public materials do not establish a universal, independently audited accuracy score for them.
How ToxMod analyzes voice chat
The exact architecture depends on how a studio runs voice chat. Modulate documents both client-side and server-side integrations. Its client SDK documentation describes voice-activity detection, initial on-device triage, and escalation of potentially disruptive speech to a cloud environment for deeper analysis. Its SDK overview says client integrations can consume raw audio buffers, while server integrations can consume Opus voice packets for studios operating their own voice infrastructure.
- Capture: A game’s client or voice server supplies audio to the integrated SDK.
- Initial triage: In the documented client-side design, voice activity and potential issues can be assessed locally before escalation.
- Deeper analysis: Relevant audio and permitted contextual information can be sent to Modulate’s cloud service for further processing.
- Moderation event: The system can provide a category, timestamps, audio clips, and contextual information to the studio’s moderation tools.
- Response: The publisher’s workflow may route the event to a human moderator, issue an intervention, or take an automated action if configured.
These steps describe documented product capabilities, not a guarantee that every deployment uses identical settings or sends only flagged clips. Modulate’s SDK materials describe escalation, but the game operator’s current retention, access, and review rules matter for any particular title. What kinds of behavior it is designed to detect
Modulate’s product materials list a broad set of potential categories, including harassment, hate speech, threats, bullying, grooming or exploitation indicators, doxxing attempts, distress, and escalating or repeated toxic behavior. The company also describes contextual patterns such as sarcasm, baiting, and coordinated abuse, as well as violent-radicalization language.
Modulate announced support for 18 languages in March 2023 and its current product materials continue to advertise that number. That does not establish that every detection category performs identically in every language, region, accent, or conversational setting. A studio should check language and category coverage for its actual deployment. The company’s language announcement and violent-radicalization announcement describe those capabilities.

Context-aware moderation also faces hard cases: playful insults versus targeted harassment, quoted slurs versus directed abuse, role-play, reclaimed language, code-switching, sarcasm, overlapping speakers, noisy microphones, and threats whose meaning depends on a game situation. Context can help distinguish some of these cases, but it cannot remove ambiguity. The publisher still needs clear rules and a way to handle disputed decisions.
Does ToxMod punish players automatically?
Not universally. Detection, review, and enforcement are separate stages. Modulate says ToxMod can support real-time warnings, automated actions, and human-in-the-loop moderation; a publisher chooses which actions to enable and how they relate to its code of conduct. High-impact penalties raise a particular need for review, clear evidence, and a usable appeal route.

In Call of Duty, Activision says its voice-chat moderation is operated by Activision and uses Modulate’s ToxMod model. Activision’s support material describes voice-chat penalties that can include muting when language violates the Call of Duty Code of Conduct. That is a publisher-specific deployment, not proof that ToxMod automatically bans people in every game. The Activision FAQ explains its system and enforcement context.
What the Call of Duty deployment shows
Activision and Modulate announced the Call of Duty integration on August 30, 2023, with deployment tied to Call of Duty: Modern Warfare III. Activision says ToxMod supplements player reports by identifying additional potentially harmful voice-chat behavior. Activision remains responsible for operating the moderation system and applying its rules. The announcement is available from Modulate.
A Modulate-published case study reports a 25% decrease in toxicity exposure in Modern Warfare II and Warzone, an 8% month-over-month decrease in repeat offenders in Modern Warfare III, and approximately 50% lower toxicity exposure in the reported Modern Warfare III analysis. It also says moderation action was taken against up to 2 million accounts for disruptive voice chat and that about 23% of player-generated reports contained actionable evidence of a Code of Conduct violation. These are figures reported by Modulate about its Activision work, not an independent audit of model precision, recall, or false positives. The published case study provides the company’s account.

Research using Call of Duty voice-chat data has examined how toxicity affects player engagement and spreads between players; a separate 2025 Activision paper evaluates contextual-bandit approaches to intervention decisions against rule-based baselines. These studies add evidence about moderation outcomes and intervention strategies in a particular platform context, but they do not establish a single ToxMod accuracy rate that transfers to other games, languages, or communities. Voice moderation requires analysis of player speech. Modulate’s original product explanation described local processing intended to send suspected toxic material to secure servers for further validation, and its client SDK documentation describes on-device triage followed by escalation to a cloud environment. That architecture can limit unnecessary transmission, but it does not mean that no voice data is ever sent off-device.
Before relying on a voice-moderation system, a studio should be able to explain in plain language:
- When monitoring starts and whether private-party or friend-only chat is included.
- What audio and contextual data are transmitted, retained, and deleted, and for how long.
- Who can access clips and whether human reviewers may listen to them.
- Whether customer audio is used to train models.
- How minors, regional consent rules, and deletion requests are handled.
- How players learn that moderation is active and how they can challenge a mistaken action.
The original ToxMod announcement and current client SDK documentation describe Modulate’s stated architecture; they do not answer every game-specific retention or consent question. Players should consult the relevant game’s current privacy notice and voice-chat policy for those details.

Modulate says ToxMod works with major VoIP providers and gaming platforms, and announced compatibility with Discord Social SDK in June 2025. These are vendor compatibility claims; actual support can depend on SDK, platform, region, and contract. The Discord announcement says developers can send player audio through that integration for detection of categories including hate speech, harassment, threats, doxxing attempts, and emotional escalation. ToxMod is primarily an enterprise service for game and social-platform operators, not a consumer app players install themselves. Its public pricing page displays voice-hour tiers, including a free Starter tier with a one-time allowance and paid monthly tiers. The exact terms and rates can change, and a displayed tier is not a binding quote. Studios should confirm usage definitions, overages, language coverage, retention, hosting region, support, and implementation costs directly with Modulate. See the ToxMod pricing page.
When ToxMod may—or may not—fit
A studio is more likely to benefit when it has substantial voice traffic, recurring abuse, too few reports to understand the problem, and moderators or systems ready to act on evidence. It also needs compatible voice infrastructure, a clear policy, privacy governance, and an appeals process. A studio with no moderation operations may collect signals it cannot responsibly review or enforce.
For a small game, a project with little voice traffic, or a community whose members expect private conversations, integration and governance work may outweigh the value. ToxMod is also not a substitute for a policy: a publisher must decide which behaviors violate its rules, what evidence is sufficient, and which consequences are proportionate.
The central trade-off is coverage versus privacy, and automation versus explainability. Monitoring more voice can reveal abuse that reports miss, while processing more speech increases privacy obligations. Fast automated interventions can reduce delay, but mistakes can silence innocent players. Studios should measure false positives and false negatives, review outcomes across languages and user groups, and watch for abuse moving to unmonitored channels. Public outcome figures alone cannot show whether the system catches every violation or treats every speaker fairly.
