An MCP server is a program that exposes tools, data, or reusable prompts to an AI application through the open Model Context Protocol (MCP). The server does not decide how the AI uses the returned information, and MCP does not make an operation safe by itself. It standardizes discovery, message formats, and invocation so an AI host can connect to many different services in a consistent way.

The three roles in an MCP connection

MCP separates responsibilities that are often confused:

  • Host: the AI application coordinating the conversation and deciding when model output should use an external capability.
  • Client: a protocol component inside the host that maintains MCP communication with a server. One host can create several clients for several servers.
  • Server: the program that publishes capabilities and performs requested work, such as querying a database, reading a document, or calling an API.

This architecture means an MCP server is not a special model and is not the same thing as the application where you chat. It is an integration endpoint. The host remains responsible for presenting results, asking for confirmation where appropriate, and deciding what context to send back to the model.

What an MCP server can expose

Tools

A tool is an executable operation. Examples include running a database query, creating a ticket, looking up an account, or taking a screenshot. A server publishes the tool name, description, and input schema. The client can then send structured arguments; the server validates them, performs the operation, and returns content or an error.

Tool metadata helps a model choose an operation, but the model is not granted unlimited authority. The host and client mediate calls, and your server must enforce authentication, authorization, validation, rate limits, and any confirmation policy your application requires.

Resources

A resource is data or other content that a client can read. A database schema, a documentation page, or a generated report could be represented as a resource. Resources let the client retrieve information without treating every read as an executable action.

Prompts

A prompt is a reusable template for a task. A server might provide a template that explains how to inspect a schema before writing a query, or how to summarize a particular type of record. Prompts standardize useful instructions; they do not replace the host’s conversation and policy controls.

These three primitives can be combined. The database example in the architecture documentation uses a query tool, a schema resource, and a prompt containing examples for using the query operation. Tool results may contain structured data or supported multimodal content, depending on what the client and server declare.

How MCP servers work

  1. Connection: the host’s MCP client starts a local server process or reaches a remote endpoint using a supported transport.
  2. Discovery: the client learns the server’s protocol information, capabilities, identity, and available tools, resources, and prompts, including schemas.
  3. Selection: the host makes those descriptions available to the application or model. The application decides whether a proposed call is permitted.
  4. Invocation: the client sends a JSON-RPC request naming a primitive and supplying structured arguments.
  5. Execution and validation: the server checks the request, performs its operation, and returns a result or a structured error.
  6. Use of the result: the host decides how returned text, data, or media becomes context for the model or is shown to the user.

MCP therefore standardizes the connection and message exchange, not the AI’s reasoning, user interface, or business permissions. A server can still be dangerous if its implementation exposes sensitive files or unrestricted write operations.

The data layer uses JSON-RPC messages. A separate transport layer determines how those messages are framed and delivered. The 2026-07-28 specification overview defines the protocol model.

Transports: stdio or Streamable HTTP

Transport Deployment Message delivery Operational considerations
stdio A client launches a local subprocess. Newline-delimited JSON-RPC over the process’s standard input and output. Useful for local tools. Credentials normally come from the environment; the HTTP authorization framework is not applied to the stdio process.
Streamable HTTP A server runs at a remote HTTPS endpoint. HTTP POST requests with either a JSON response or a request-scoped Server-Sent Events (SSE) stream. Requires endpoint hosting, HTTPS, and authorization when private data or user actions are involved.

Both transports carry the same MCP semantics; choosing one does not change what a tool or resource means. The transport specification documents framing and delivery details. For production remote deployments, OpenAI’s MCP server guidance recommends a stable HTTPS endpoint using Streamable HTTP.

What changed in the 2026-07-28 revision

The current official documentation is for revision 2026-07-28. In this revision, request processing is stateless and independent: a server must not infer a client’s capabilities, protocol version, identity, or conversational continuity from an earlier request or merely from the connection. If work must continue across requests, pass an explicit identifier in each request.

This differs from older examples that used a connection-scoped session and an initialize handshake. Do not combine those older assumptions with current examples. The project announcement for this revision also describes multi-round-trip requests, cache hints on list results, and an extensions framework that includes Tasks, MCP Apps, and Enterprise-Managed Authorization. Those are features of the announced revision and extensions, not a promise that every client implements every extension.

The maintainers reported in July 2026 that Tier 1 SDKs were approaching half a billion downloads per month, with TypeScript and Python SDKs each exceeding one billion total downloads. That is a maintainer-reported download count, not an independently verified measure of active developers. David Soria Parra called the release “MCP’s most important since remote MCP first launched over a year ago”; that is his assessment, not a performance metric.

Security and permissions

Inspect every server before installing or connecting it. A tool may call external APIs, read files, modify records, or trigger other real-world effects. Keep credentials scoped to the minimum required, validate every argument on the server, and separate read and write permissions where possible.

For remote servers handling private information or acting for users, implement the authorization flow defined by the MCP specification and operate behind a stable HTTPS endpoint. Local stdio servers should obtain credentials from the environment rather than trying to apply the HTTP authorization framework. MCP itself does not guarantee safety, and clients do not necessarily offer identical consent or confirmation controls.

Practical review checklist

  • List every tool, resource, and prompt the server advertises.
  • Check which files, network destinations, databases, and environment variables it can access.
  • Confirm whether write operations require an explicit user approval in your host.
  • Use separate service accounts and short-lived credentials where your infrastructure supports them.
  • Log calls and failures without recording secrets or unnecessary personal data.

Building and operating an MCP server

Choose the boundary first

Decide whether the capability belongs in a local process or a remote service. Local stdio is a straightforward fit for a developer workstation or a private utility. A remote server is appropriate when many hosts need the same capability, but it adds HTTPS hosting, authentication, observability, scaling, and outage handling.

Design narrow primitives

Expose task-focused tools rather than one unrestricted “run anything” operation. Give each input a precise schema, reject unknown or unsafe values, and return machine-readable fields when clients need to make follow-up decisions. Use resources for durable data and prompts for repeatable guidance instead of overloading a tool with all three jobs.

Make state explicit

Because current requests are independent, do not rely on an implicit connection session. Create a job, conversation, or pagination identifier and require the client to send it on every subsequent request. Store that state in a controlled data store with an expiration policy.

Test discovery and failure paths

Test what a client sees before testing the happy-path action: capability listing, schemas, malformed arguments, authorization failures, timeouts, partial results, and server restarts. Verify that errors are useful to the host without leaking stack traces, tokens, or private records.

Common problems and fixes

The client cannot start a stdio server

Check the executable path, working directory, permissions, runtime version, and environment variables. Keep protocol messages on standard output; send diagnostic logs to standard error so newline-delimited JSON-RPC is not corrupted.

A remote endpoint returns an HTTP error

Verify the exact HTTPS URL, POST method, content type, TLS certificate, and authorization flow. A server handling private data should reject unauthenticated requests rather than silently downgrade access.

The model never calls a tool

Confirm that discovery lists the tool and its input schema, that the host enabled tool use, and that the description states when the operation is appropriate. If the host requires approval, look for a pending confirmation instead of assuming discovery failed.

Calls fail after an older tutorial worked

Check the protocol revision used by both sides. Session-oriented initialization examples from older revisions may not match the stateless request processing specified on 2026-07-28. Use explicit identifiers for any state that spans requests.

Results are too large or slow

Return bounded pages, expose a resource for bulk content, and let the caller request only the fields it needs. Cache stable list results where the client supports the revision’s cache hints, and set clear timeouts around external services.

Why MCP matters to developers

MCP gives hosts a common contract for capabilities that would otherwise require a custom adapter for every AI application. You can change a server implementation without redesigning the host’s tool-discovery logic, or connect one host to several specialized servers. The trade-off is that protocol compatibility does not remove the engineering work: you still own authentication, permission boundaries, validation, availability, data handling, and the quality of descriptions and schemas.

Is an MCP server the same as an API?

It can wrap an API, database, filesystem, or another service, but it adds MCP discovery, schemas, and JSON-RPC interaction so compatible AI hosts can use the capability consistently.

Can one AI application use multiple MCP servers?

Yes. A host can create multiple MCP clients, each connected to a different server and its advertised capabilities.

Which transport should I choose?

Use stdio for a client-launched local process. Use Streamable HTTP for a hosted service that needs remote access, with HTTPS and authorization for private data or user actions.

Does MCP guarantee that a tool is safe?

No. The server operator and host must enforce authentication, authorization, validation, and user-approval policies.
