A virtual private network (VPN) routes some or all of your device’s internet traffic through a VPN server. If the VPN connection is configured to encrypt that traffic, it can help protect it between your device and the server, including from observers on the local network. Websites receiving routed traffic see the VPN server’s network address as its apparent source. A VPN does not make you anonymous: it changes who handles your traffic, and websites may still recognize you through your account, cookies, or information you provide.
What a VPN is
A VPN is a virtual network built over existing physical networks, such as the internet; it is not a separate physical connection to the internet. NIST describes VPNs as a way to provide secure communications between networks or devices, often using encryption and tunneling. The details vary by implementation: the app, protocol, and configuration determine which traffic is routed and whether it is encrypted. NIST VPN glossary and NIST SP 800-77 Rev. 1.
How a VPN connection works
- You start a VPN app or connect your device to a VPN gateway.
- Your device establishes a connection to a server run by a VPN provider or an organization.
- The VPN software routes selected traffic through that connection. Encryption depends on the app, protocol, and setup; not every VPN encrypts every packet.
- The VPN server forwards routed traffic to its destination. The destination generally sees the server’s network address as the apparent source for that connection.
- Replies travel back through the VPN path to your device.
For a consumer VPN, this means the provider’s server sits between your device and the destination for routed traffic. The provider may be able to receive or handle that traffic, so using a VPN shifts trust rather than eliminating it.

What a VPN can help with
Reducing exposure on a local network
When the VPN app encrypts the device-to-server connection, someone observing the same Wi-Fi network has a harder time reading the contents of that protected traffic. The Federal Trade Commission warns that not all VPN apps encrypt information. A VPN is therefore not a guarantee that everything you send is protected. FTC, “In the market for a VPN app?”

Changing the apparent network location
For traffic routed through the VPN, a website may see the VPN server’s network address instead of your ordinary public address. This can change the apparent network location, but it does not conceal information you submit, such as your name, or prevent a site from recognizing an account or using cookies and other signals.
Connecting to work resources
Organizations use remote-access VPNs to let authorized users connect to internal systems and resources. In this setting, a VPN gateway can combine encryption with access controls for devices or applications; the goal is controlled access to an organization’s network, not simply masking a personal browsing location. Consumer VPNs and work VPNs are not the same thing

These are broad categories, not promises about every product. Routing, encryption coverage, and access controls depend on the specific implementation.
What a VPN does not guarantee
It does not make you anonymous
The FTC puts the limit plainly: “A VPN app will typically obscure the content of your traffic from your internet service provider or public Wi-Fi provider, but it doesn’t render you anonymous.” A site can still identify you when you sign in or share identifying information, and it may use cookies or other signals.

It does not protect against every online threat
A VPN does not automatically make a malicious download safe, repair a compromised device, prevent phishing, or stop a website from recognizing a signed-in user. It addresses the network path covered by its configuration, not every risk to a device, account, or website visit.
It does not replace HTTPS
A VPN connection to its gateway and HTTPS between your browser and a website protect different parts of a connection. Keep HTTPS enabled: using a VPN is not a substitute for the browser-to-site encryption HTTPS provides.

It does not remove the need to trust a provider
With a consumer VPN, trust moves from the local network or internet provider to the VPN provider for traffic routed through its servers. A provider’s privacy claims should be weighed against its terms, privacy policy, app permissions, and credible outside information.
How to assess a VPN app
The FTC recommends checking the app and its developer rather than assuming that words such as “secure” or “private” prove how it works. Before relying on an app, review:

- Encryption: Does the provider explain whether and how the app encrypts information?
- Permissions: Are the permissions requested by the app appropriate for its stated function?
- Data sharing: Do the terms and privacy policy explain whether information is shared with third parties?
- Provider trust: Is there credible outside information that helps you assess the provider’s privacy promises?
For organizational VPN gateways, CISA’s guidance addresses infrastructure hardening, including limiting external exposure and using strong cryptography for key exchange, authentication, and encryption.
