Make a website usable by AI agents by keeping its pages and APIs clear, publishing accurate crawler policies and capability information, and enforcing authentication and authorization on the server. Use MCP when an AI model or client needs tools and resources; use A2A when independent agents need to collaborate. No declaration file or protocol replaces access control.

How do AI agents access websites?

There is no single “AI agent” access path. An agent may retrieve a public page as a crawler, use a structured API through a tool, or ask another agent to perform work. Treat those as different interactions, with different discovery and security needs.

Interaction What connects What to provide
Crawler to website An automated client fetches pages. Stable, semantically structured HTML, a sitemap, and crawler rules that express your preferences.
Model/client to tools or resources An AI client invokes capabilities exposed by a server. For an MCP integration, clearly scoped tools, resources or prompts, plus server-side identity and authorization.
Agent to agent One independent agent discovers or delegates work to another. For A2A, an agent description and the communication and task handling it actually supports.

Start with the ordinary website and API surface. A special manifest may help a compatible client discover an interface, but it cannot make a poorly structured page understandable or an unsafe operation secure.

How do I make my website usable by AI agents?

  1. Keep the public web surface understandable. Use stable URLs and semantic HTML, and maintain an accurate sitemap. For operations that need structured inputs and outputs, expose a documented API rather than expecting a client to infer a workflow from page layout.
  2. Decide which automated access you want. Identify the crawlers and agent clients that matter to your goals. Publish crawler preferences for each relevant crawler identity, and verify identities using the vendor’s current documentation where available.
  3. Choose an interface for actions. Use a narrowly scoped API or MCP tools when a model needs to perform operations. Use A2A when an independent agent needs to discover or delegate work to another agent.
  4. Publish discovery information only when it is accurate. Advertise endpoints, supported protocols, authentication expectations and capabilities only if they are live and maintained.
  5. Enforce security in the service. Authenticate callers, authorize each operation, validate inputs on the server, limit request rates as appropriate, and log sensitive actions.
  6. Test the actual client path. A protocol’s existence or a manifest’s presence does not mean the AI clients your users choose support it. Check client compatibility and protocol-version expectations before relying on the integration.

Does robots.txt control AI agents?

No. RFC 9309 standardizes the Robots Exclusion Protocol as crawler rules that crawlers are requested to honor. It explicitly says: “These rules are not a form of access authorization.” A disallow rule is not a password, a technical guarantee that a client will stop, or a safe way to conceal a private endpoint.

Use robots.txt to state crawler preferences, not to protect data or actions. For private or consequential operations, use application-side authentication, scoped authorization and normal server-side access controls. A client that does not follow crawler rules still needs to be denied by the service itself.

Distinguish crawler purposes

Do not assume that every AI-related user agent has the same purpose. OpenAI’s crawler documentation distinguishes:

  • OAI-SearchBot: used to surface sites in ChatGPT search.
  • GPTBot: crawls content that may be used to improve foundation models.
  • ChatGPT-User: may visit pages when a person asks a question or interacts with a custom GPT; OpenAI describes it as not being an automatic web crawler and notes that robots.txt may not apply to these user-triggered visits.

Choose policy by purpose, not by the vague category “AI bot.” Recheck each vendor’s user-agent and IP-verification documentation as it changes. A robots.txt policy remains a request about crawling, not a technical block on a client that ignores it.

Should my website publish agents.txt?

It may help advertise a supported agent interface, but it is an evolving discovery approach—not a universal mechanism or a security boundary. The agents.txt project describes a protocol-agnostic root-level declaration, with an optional structured agents.json companion. Its example fields include protocol endpoints such as MCP and A2A, authentication modes, skills and payment protocols. The declaration is for discovery; it does not implement those protocols.

A separate June 2026 IETF Informational Internet-Draft proposes /.well-known/agents.txt and /.well-known/agents.json for declaring sanctioned capabilities, supported protocols, authentication expectations and advertised rate limits. It is a draft, not a finalized Internet Standard; the document warns that Internet-Drafts can be replaced or expire. Check its current status and version before choosing to implement it.

Whichever discovery convention you choose, keep it small and synchronized with the live service. Document versioning and deprecation, and do not advertise an endpoint or capability that is unavailable. A discovery document tells a client where to look; your service still decides whether that client may act.

What is the difference between MCP and A2A?

MCP and A2A solve different connection problems. MCP connects an AI model or client to tools, prompts and resources offered by servers. A2A supports collaboration between independent agents, including discovery, task management and exchange of context or results. They can be composed rather than treated as competing ways to expose the same thing.

Question MCP A2A
Primary boundary Model/client to tools, APIs, data sources or other resources. One independent agent to another agent.
What a service can describe Server-provided tools, prompts and resources. An agent’s identity, capabilities, skills, communication methods and security requirements through an AgentCard.
Task pattern A client invokes a server capability. An agent may delegate work and receive results; tasks may be asynchronous, with polling, streaming or push notifications according to declared capabilities.
Use it when A model needs a defined way to access your service’s tools or resources. An agent needs to discover, delegate to or collaborate with another agent.

The MCP specification and the A2A specification describe this distinction. For example, one agent could delegate a larger task over A2A, while the receiving agent uses MCP-connected tools to do its work. Pick the protocol based on the interaction boundary you need.

How can I safely let an AI agent use my API?

Treat every tool invocation as a request to your service, with consequences that must be controlled there. MCP’s security guidance warns that the protocol can enable arbitrary data access and code-execution paths; it also says the protocol cannot enforce every security principle at the protocol level. The specification calls for attention to user consent, privacy and tool safety.

  • Separate permissions by consequence. Keep read-only operations distinct from writes, purchases and administrative actions. Give each caller only the privileges it needs.
  • Authenticate and authorize on the server. Verify the caller and its permitted scope for each operation. A tool description, manifest or AgentCard is not proof of identity or authority.
  • Validate every argument. Treat inputs from tools and agents as untrusted, and apply the same server-side validation you would to other API clients.
  • Make consequential actions reviewable. Require human confirmation where the effect warrants it; log sensitive operations so they can be investigated.
  • Protect data and consent. Limit what a tool can access, make the data flow understandable to users, and avoid treating protocol support as a substitute for privacy controls.
  • Do not trust capability text by itself. MCP’s security material says tool behavior descriptions and annotations should be treated as untrusted unless they come from a trusted server.

For A2A, an AgentCard describes an agent; it does not establish that the agent is trustworthy. Apply authentication, authorization and policy checks at the service boundary even when discovery and task exchange work as specified.

How mature and widely supported are these approaches?

Protocol capability is not the same as deployment coverage. The 2025 AI Agent Index dataset/report, published in 2026, surveyed a sample of 30 agents. Its counts are a snapshot of that sample, not a census or current market share:

Finding in the report’s sample Count How to interpret it
Agents reporting MCP support 20 of 30 Reported support in the surveyed sample, not all agents.
Agents reporting A2A support 6 of 30 Reported support in the surveyed sample, not all agents.
Agents publishing stable user-agent strings and IP address ranges 7 of 30 Published identifiers were not consistent across the sample.
Agents explicitly stating their crawler bots respect robots.txt 6 of 30 Do not assume uniform crawler-policy compliance.

These figures come from the MIT AI Agent Index report. They reinforce a practical rule: build for the clients your audience actually uses, and verify their declared support, identity and behavior rather than assuming interoperability from a protocol name alone.

How should I choose and operate an agent interface?

Compare options on deployment fit, not just feature lists. An established crawler convention, a versioned protocol specification, a community discovery proposal and an informational IETF draft do not have the same status or adoption. Check whether the client supports the discovery route you intend to publish.

  • Interaction target: crawler-to-page, model-to-tool/resource, or agent-to-agent delegation.
  • Maturity and governance: is the mechanism a standards-track RFC, a protocol specification, a community project or an informational draft?
  • Discovery and compatibility: how will a client find the endpoint, and do target clients implement that path and protocol version?
  • Security boundary: where are authentication, scopes, authorization, consent, validation and action confirmations enforced?
  • Operational behavior: account for synchronous versus asynchronous work, streaming or push support, rate limits, observability, versioning and deprecation.
  • Actual interoperability: test the client implementations and versions that matter to your users, rather than relying on declared capability alone.

Maintain the interface as a service: keep endpoint declarations accurate, monitor failures and sensitive actions, and communicate changes or deprecations. Discovery without operational ownership quickly becomes misleading.

How can I inspect the page an agent is meant to use?

Before integrating a crawler or tool, inspect the ordinary rendered page and the API response it relies on. A practical DIY check is to open the target page in a browser, inspect its rendered content and network requests, then verify that your documented API returns the structured data and errors your integration expects. Check pages with banners, popups or delayed content as well as a clean landing page; a screenshot can help capture the visual state, but it does not replace an API contract or authorization test.

Or skip the browser setup

For visual checks, ScreenshotNeo is a website screenshot API and MCP server for developers. It returns a screenshot or PDF from one GET request. Consent banners are accepted and removed along with 60+ known consent platforms, newsletter popups and chat widgets before capture; each step can be turned off. Bot checks/CAPTCHAs, blank pages, timeouts, failed loads and cache hits cost nothing, and response headers report the page verdict and billing status. Its MCP server provides take_screenshot, get_page_info and capture_pdf for AI agents. The free plan includes 1,000 screenshots a month without a card; paid plans start at $5 for 3,000.
