Short answer: Visa is building infrastructure that lets AI agents shop and pay on a user’s behalf. But Visa’s announced design is intended to use agent-specific, tokenized payment credentials—not simply give a chatbot the user’s unprotected credit-card number. The system is being developed through partners and implementations, so it does not mean every Visa cardholder can currently enable unrestricted AI shopping.

What Visa announced

On April 30, 2025, Visa announced Visa Intelligent Commerce, a portfolio of APIs, payment tools and partner integrations designed for AI-driven shopping.

In this model, an AI agent could interpret a request, search stores, compare products or services, select an option, initiate checkout and complete a payment. Visa announced partnerships or planned integrations involving companies including Anthropic, Microsoft, OpenAI, Perplexity, Mistral, IBM, Samsung and Stripe.

Visa describes the product as infrastructure for AI platforms, banks, merchants and developers—not as a universal consumer app. Its stated goals include tokenized credentials, consumer controls, agent authentication, fraud monitoring and payment data that can be shared with an agent only with user consent.

Visa’s product page currently presents Intelligent Commerce as an enterprise and developer solution. Visa attributes approximately 4.8 billion payment credentials, more than 175 million merchant locations and more than 300 billion annual transactions to its network; those figures are Visa’s own claims, not independent market measurements.

What an AI agent would actually do

An ordinary chatbot answers questions or recommends products. An agent can take actions under rules supplied by the user. For example:

  • “Find noise-canceling headphones under $250 and buy them if they arrive by Friday.”
  • “Reorder my usual household supplies, but do not spend more than $100.”
  • “Book the cheapest refundable flight within these dates.”

Depending on the implementation, the agent may search merchants, compare price and delivery information, ask for clarification, request approval, submit a payment, and report the result. Visa’s developer documentation describes an agent obtaining a payment credential from Visa’s platform and using it at a merchant.

The agent’s authority will depend on the controls implemented by the AI platform, card issuer, merchant and user. “User-authorized” does not necessarily mean the user approves every transaction individually; a user might instead authorize a budget, merchant, category or recurring task in advance.

Is Visa giving AI systems your actual card number?

According to Visa’s announced architecture, generally no. Visa says the system can replace the underlying card details with an agent-specific tokenized digital credential. A token is a substitute credential that can be associated with a particular agent, merchant, transaction, amount or use case.

Visa says tokenization is intended to protect the underlying card information if the token is compromised. Its explanation of the system is available in this overview and its developer documentation.

That is safer than placing a raw card number into a chatbot’s memory or prompt, but it is not risk-free. A token can still authorize real spending. A compromised AI account, malicious website, prompt injection, defective shopping logic or overly broad spending rule could still result in an unwanted purchase.

Tokenization protects payment credentials. It does not guarantee that an agent will choose the right product, obey the user’s intent, avoid a scam or handle a return correctly.

How the proposed payment flow works

  1. Enrollment: The user links a card or payment method through a participating AI platform, bank, wallet or commerce service.
  2. Credential request: The platform requests an agent-specific payment credential from Visa’s infrastructure.
  3. Token creation: Visa supplies a tokenized credential instead of exposing the underlying card number to the agent.
  4. Permission setting: The user defines rules such as spending limits, merchant restrictions, product criteria or approval requirements.
  5. Agent selection: The agent searches merchants and selects a product or service based on the user’s instructions.
  6. Payment: The agent submits the transaction using the token.
  7. Checks: Visa and participating partners perform authorization, authentication and fraud checks.
  8. Completion: The merchant processes the payment and the user receives transaction information.

There is no single universal checkout flow documented for every Visa Intelligent Commerce implementation. Prompts, token duration, approval screens, spending controls, refunds and disputes may differ by country, issuer, AI platform, merchant and product.

What information could the agent see?

The answer depends on the consent flow and implementation. Potential data falls into several categories:

  • Payment credential: A tokenized credential intended for the agent or transaction, rather than necessarily the raw card number.
  • Transaction details: Merchant, amount, time, status and information needed for authorization, receipts, fraud detection and account management.
  • Purchase insights: Visa says users may consent to sharing basic spending or purchase insights to improve recommendations and personalization.

Visa’s announcements do not establish that every AI company automatically receives unrestricted access to a cardholder’s complete transaction history. The scope depends on the user’s consent, the platform’s privacy policy, the issuer and the technical implementation.

Why Visa wants AI agents handling payments

If shopping moves from retailer websites and search engines into AI interfaces, Visa wants its network credentials to remain part of the checkout process. Visa can provide tokenization, authorization, fraud monitoring and connections among issuers, merchants and payment processors.

Merchants also need a way to distinguish legitimate shopping agents from malicious bots. Banks need visibility and controls when software—not a person directly clicking through a checkout page—initiates a transaction. Visa later announced the Trusted Agent Protocol to help merchants identify trusted agents and block malicious ones.

What changed after the original 2025 announcement?

  • April 30, 2025: Visa announced Intelligent Commerce and AI-ready cards using tokenized credentials. Visa announcement

Can ordinary consumers use it now?

There is no responsible universal yes-or-no answer. As of September 15, 2026, the public evidence shows active infrastructure, partner integrations, testing and expanding use cases. It does not show that every Visa cardholder can give an AI agent unrestricted purchasing authority.

Availability may depend on:

  • Whether the AI platform has launched a relevant shopping or checkout feature.
  • Whether the user’s bank or card issuer participates.
  • Whether the merchant supports the required integration.
  • The user’s country, account type and product eligibility.
  • Whether the feature requires approval for each transaction or supports preauthorized purchases.

“Visa card” also does not mean “every Visa card.” Visa is usually the payment network, while the issuing bank controls important matters such as account settings, alerts, liability policies and dispute handling. Visa’s public materials direct prospective users toward developer and business channels rather than a universal consumer enrollment button.

The main risks

Wrong purchases

An agent could misunderstand “best,” choose the wrong size, overlook shipping or taxes, select an inferior substitute or buy an item that only superficially matches the request.

Excessive authority

A broad instruction such as “keep my home stocked” may give an agent more discretion than the user intended. A small mistake can repeat if the instruction covers recurring orders.

Prompt injection and malicious websites

A product page, email or embedded instruction could try to manipulate the agent into changing its task, revealing information or purchasing something unrelated. Payment tokenization does not solve problems in the agent’s reasoning environment.

Account takeover

The critical security boundary may be the AI account, email account, device, browser session or authentication system. Someone who takes over the AI account could potentially misuse the agent’s payment permissions even if the card number itself remains protected.

Fraud and disputes

Responsibility can become complicated when an agent was authorized but made a mistake, or when an attacker compromised the agent. Visa has identified authorization, identity, fraud and dispute handling as important parts of agentic commerce. The issuer, merchant, AI platform and payment network may each control different parts of the process.

Privacy and profiling

Purchase history can reveal health conditions, household composition, income, travel patterns and lifestyle or political preferences. Consent should be specific, understandable, revocable and limited to the task. Do not assume that agreeing to personalized recommendations grants an AI platform unlimited access to all spending data.

High-value and sensitive transactions

Automatic grocery reorders are different from airline tickets, hotel deposits, car rentals, subscriptions, prescription products, financial services and age-restricted goods. Dynamic pricing, foreign-exchange charges, tips, deposits, substitutions and partial refunds create additional failure points.

Controls consumers should demand

Before allowing any AI system to spend money, look for these safeguards:

  • Per-transaction approval for expensive or unusual purchases.
  • Hard limits by transaction, day, week, merchant and category.
  • Short-lived or single-use credentials where possible.
  • A separate card or virtual card for AI shopping.
  • Real-time alerts for every agent-initiated transaction.
  • A clear activity log showing the instruction, agent action, merchant, amount and authorization result.
  • An immediate pause or revoke button.
  • Clear receipts identifying agent-initiated payments.
  • Simple refund and dispute procedures.
  • No silent use of purchase history beyond what the user approved.
  • Human confirmation for travel, recurring payments, regulated goods and purchases above a chosen threshold.

These are recommended safeguards, not a claim that every Visa Intelligent Commerce implementation already provides all of them.

Visa versus Mastercard and business alternatives

Visa is not alone. Mastercard launched Agent Pay in April 2025, emphasizing agentic tokens and user-intent controls. In June 2026, Mastercard announced Agent Pay for Machines, focused on permissioned, high-frequency transactions involving machines and agents.

For businesses, Ramp Agent Cards and its documentation describe controlled access to cards, transfers, bank accounts and spending information. That is a business-oriented finance and procurement tool, not a simple personal Visa-card toggle. Businesses evaluating these products should compare spending limits, merchant and category restrictions, approval workflows, audit logs, token revocation, accounting integrations and refund handling.

The wider competition is among card networks, AI platforms, banks, merchants, payment processors and virtual-card providers. The goal is to become the trust and transaction layer for software-directed commerce.

Questions Visa and its partners still need to answer

  • Which users, cards and issuing banks are eligible?
  • Is approval required for every purchase?
  • What are the default and maximum spending limits?
  • Can users restrict a token to one merchant, category or time period?
  • Who pays when an agent misinterprets an instruction?
  • How are returns, substitutions, duplicate orders and partial refunds handled?
  • What purchase-history data is retained or shared?
  • Can users revoke access instantly?
  • How are agent-initiated transactions labeled in banking apps and statements?
  • Which merchants and countries support each implementation?

Bottom line

The important development is not that Visa plans to hand raw credit-card numbers to chatbots. Visa is trying to make delegated, machine-initiated spending a normal part of commerce through tokenized credentials, user permissions, merchant controls and network-level authorization.

That can reduce exposure of the underlying card number, but it cannot guarantee that an AI agent will make the right decision or prevent every unauthorized purchase. Treat an agent with payment access like a person with spending authority: give it the narrowest possible permissions, use a separate credential, require confirmation for high-risk purchases and verify exactly how your issuer handles mistakes, fraud, refunds and disputes.
