The steps below start with quick, reversible checks and then narrow the cause to one worksheet, one workbook, or Excel itself.
Choose the fix that matches what you see

Turn a missing vertical scrollbar back on
In supported desktop versions listed by Microsoft—Microsoft 365, Excel 2024, and Excel 2021—the scrollbar visibility setting is stored per workbook. That is why one file can lack a scrollbar while another displays it normally. Open the affected workbook and follow this path:
- Select File > Options > Advanced.
- Under Display options for this workbook, select Show vertical scroll bar.
- Select OK and check the worksheet again.
The same options section controls the horizontal scrollbar. Microsoft’s instructions are at Hide or display scroll bars in a workbook.
If the bar moves but the worksheet does not
Unfreeze panes as a test
Frozen rows or columns are designed to stay visible while the rest of the worksheet scrolls. In some workbooks, pane state can also make scrolling appear stuck. On the affected sheet, select View > Freeze Panes > Unfreeze Panes, then test scrolling. Microsoft documents that Freeze Panes keeps rows above and columns to the left of the selected cell visible; a Microsoft Q&A report describes the thumb-moving/content-stationary symptom and an Unfreeze Panes resolution, but that report does not establish a universal defect.

If scrolling works and you want headings fixed again, select the cell immediately below and to the right of the area to keep visible, then choose View > Freeze Panes > Freeze Panes. See Microsoft’s Freeze Panes instructions and the community report.
Remove Split view
A split window has separate scrolling areas. You may be moving the scrollbar for one pane while watching another. Select View > Split to turn an active split off, then test again. The Split control’s placement can vary with Excel version and window width. Split is not automatically a fault; it can simply make the wrong area appear stationary.

Separate keyboard, scrollbar, and mouse-wheel problems
Scroll Lock affects arrow keys
Scroll Lock changes arrow-key behavior: with it on, the arrow keys scroll the worksheet instead of moving the active-cell selection. It is not a general fix for a mouse-driven scrollbar that will not work. If arrow keys behave this way, check Excel’s status bar for Scroll Lock, then press the keyboard’s ScrLk key. If there is no such key, open Windows On-Screen Keyboard, select ScrLk, and close it.
Test the mouse wheel separately
- Click an ordinary cell in the worksheet so Excel has focus.
- Try the scrollbar arrows, drag the scrollbar thumb, and press Page Up or Page Down.
- Try the mouse wheel in another application, then try another mouse or the touchpad in Excel.
- If the wheel fails outside Excel too, check Windows mouse or touchpad settings; reconnect a wireless mouse and temporarily close mouse-management software if applicable.

If the selected cell moves but the view does not follow
Watch the name box or formula bar while navigating. If the cell reference changes but the selection moves off-screen without the view following, Excel is receiving the input; investigate the worksheet view or workbook rather than assuming the mouse is dead.
- Press Ctrl+Home to return to the start of the worksheet.
- Test View > Freeze Panes > Unfreeze Panes and turn off View > Split if active.
- Switch to another sheet and back. Restore the Excel window from maximized mode, then maximize it again.
- Close and reopen the workbook. If practical, test a copy or move the relevant data to a new workbook as a diagnostic comparison.
When scrolling stops at a particular row
A scrollbar’s thumb represents the visible portion of the worksheet’s used area; its size and apparent movement depend on that area. Filters and hidden rows can make the sheet appear to skip or stop without disabling the scrollbar.
- Clear filters temporarily and compare the row numbers around the apparent stopping point.
- Check whether rows are hidden or grouped. Select the row headings around the gap, right-click, and choose Unhide where available.
- Press Ctrl+End. If Excel jumps far beyond the real data, the used area may extend because of distant content, formatting, or objects.
Before deleting distant rows, columns, formatting, or objects, make a backup: cleanup can remove intentional workbook features. After correcting an accidental used-range extension, save, close, and reopen the file. - Try another worksheet in the same workbook.
- Try a new blank workbook.
- If available, test the affected file on another computer or in Excel for the web.
Use the comparison to narrow the investigation:
- One sheet only: inspect that sheet’s panes, filters, hidden rows, and view state.
- One workbook only: check its scrollbar display option and test a backup or clean copy; file-specific view state or damage is possible.
- Every workbook: look beyond the file at Excel add-ins, Office, the input device, graphics, or Windows.
This is a practical diagnostic inference, not a formal Microsoft diagnostic rule. Rebuilding a workbook can lose names, macros, links, formatting, or validation rules, so preserve a copy before moving data.

If Excel is slow or stops responding
When clicks and keyboard input stop working, the problem may be Excel handling a calculation, refresh, save, or another task rather than a scrollbar fault. Wait briefly and check the status bar for activity. If Excel remains sluggish across files, test whether add-ins or the workbook environment are involved.
- Close unnecessary workbooks and restart Excel.
- On Windows 10 or 11, press Win+R, type
Excel /safe, and press Enter. Safe Mode bypasses settings and most add-ins. - If scrolling works in Safe Mode, disable Excel and COM add-ins one at a time, restarting normally between tests, to identify a likely cause.
- Install available Office updates. If the problem is limited to a file stored on a network drive, SharePoint, a web folder, or a virtualized environment, test a local copy.
- If the issue affects multiple workbooks, consider repairing Microsoft 365 or Office.
Microsoft lists add-ins, complex workbook contents, network locations, antivirus integrations, printers, and video drivers among possible contributors to Excel hangs or performance problems. Its troubleshooting guidance also describes version-specific improvements: the page accessed August 18, 2026, references fixes beginning with Microsoft 365 Current Channel version 2503 and a separate responsiveness improvement for certain profile-card activities in version 2601 or later. Those notes do not show that an update caused every scrolling issue, and they may not apply to perpetual-license editions. See Excel not responding, hangs, freezes, or stops working.
Do not disable antivirus protection casually; changing security software can increase risk. If you suspect it is involved, use your organization’s support process or Microsoft’s guidance rather than leaving protection off.
When to escalate beyond these checks
If the failure continues in a new workbook and Safe Mode, after checking the input device and applying available Office updates, use Microsoft’s Excel or Office repair options and support channels. If it occurs only in one workbook, retain an untouched backup and a test copy before attempting any rebuild or removing distant workbook content.
