IP geolocation can help a fraud team spot transactions that differ from a customer’s usual or expected pattern, but it cannot prove where a person is or whether an order is fraudulent. Treat the returned location as an estimate, compare it with other transaction evidence, and route uncertain cases to proportionate review rather than automatically rejecting them.

What IP geolocation tells a fraud team

IP geolocation estimates the network location associated with an IP address. In a transaction workflow, a service can enrich the observed IP with a geographic estimate, which a team can compare with account history, billing details, shipping destination, and other transaction attributes.

The signal is about a network address, not a verified person or device location. A returned city, region, country, latitude, or longitude should not be treated as an address or as proof that a customer is physically present there. MaxMind describes IP geolocation data as inherently imprecise and cautions against using it to locate individuals or specific households.

Why a mismatch can matter without proving fraud

A difference between transaction IP location and billing or delivery details may be worth investigating because it adds context to a transaction. PayPal’s Geo-Location Failure Filter compares transaction IP location with billing and shipping information, but explicitly says to treat a mismatch as an indicator of suspicious activity, not a definitive result.

There are ordinary explanations for a mismatch. A customer may be traveling; an internet service provider may assign an IP whose apparent location is far from the user; the user may be using a proxy; or the customer may be sending a gift to someone at another address. The useful question is not simply “Do these locations match?” but “Is this difference plausible given the rest of this customer’s activity and this order?”

How accurate is IP geolocation for fraud detection?

There is no single accuracy figure that applies to every IP, location database, geographic level, or use case. MaxMind documents accuracy-radius outputs ranging from 5 km to hundreds of kilometers. That is the range of possible radii stated for its data, not a universal accuracy guarantee. Where a provider supplies an accuracy radius, treat latitude and longitude as the center of an uncertainty area, not as a precise point.

Confidence can differ by geographic level. A country estimate may be more useful than a city estimate for a particular IP, while a city-level result may carry substantial uncertainty. Do not convert a coordinate or city result into a street address, and do not treat a vendor’s confidence field as a general statistical probability that a person is at a particular location.

VPNs, anonymizers, and other proxies can further weaken the inference. MaxMind warns that it cannot accurately locate the initiating end user when that user connects through an anonymizer or other proxy. The apparent location may describe the proxy’s network rather than the customer’s location. A proxy signal can itself be relevant context, but it does not establish malicious intent.

A practical layered workflow

1. Enrich the transaction IP

At the time of a transaction, obtain the observed IP and, if your system uses a geolocation provider, its location estimate and any available uncertainty or confidence information. Preserve the distinction between the raw observation and the provider’s interpretation. Record the transaction-time context needed to assess the result rather than assuming it represents the customer’s normal location.

2. Compare related evidence

Compare the estimate with relevant transaction information: billing and shipping details, account history, prior transaction patterns, and other risk features available to your process. The comparison is contextual, not a rule that every address must match. For example, a shipping address different from billing may be consistent with a gift, while an unusual IP location may be less concerning for a customer with a history of travel.

NIST describes transaction analytics that may use IP addresses, geolocations, and velocity as indicators. AWS’s transaction-fraud documentation likewise describes enriching IP information and using it alongside other event and entity information in a supervised fraud model. Both examples reinforce the value of combining features rather than making a decision from geolocation alone.

3. Apply proportionate controls

Use a risk threshold suited to the consequences of the decision. A low-concern discrepancy may require no additional action; a more concerning combination of signals may justify a step-up check or manual review. Avoid blocking or accusing a customer solely because a country, city, or distance does not match. A review route is especially important when the location result itself is uncertain or proxy-affected.

4. Monitor the result over time

Track how geolocation contributes to decisions, including outcomes from review, customer challenges, and legitimate transactions that were delayed or rejected. NIST calls for ongoing monitoring of fraud checks in the identity-proofing context it covers. If a location rule generates repeated false alarms or stops adding useful information, adjust or remove it rather than preserving it just because it is easy to compute.

5. Give legitimate users a way to recover

Make it possible for a customer to resolve a challenged transaction through an appropriate alternative route. Document what happens when checks fail, who can review a case, and how a decision can be corrected. NIST SP 800-63-4 specifically requires covered identity-service providers to assess privacy risks for fraud checks and establish redress procedures for applicants who fail checks. Those requirements apply to that identity-proofing setting; they should not be presented as a universal legal rule for every merchant or fraud program.

Choosing a geolocation data source or implementation

Compare implementations against the job you need the signal to do, rather than choosing on the promise of a precise map pin. Useful questions include:

  • Geographic detail: Which levels does it return, and which level is appropriate for your decision?
  • Uncertainty: Does it provide confidence or an accuracy radius, and how should your system interpret those fields?
  • Proxy handling: What does it say about VPNs, anonymizers, and other proxies? Can it distinguish an apparent network location from a reliably inferred end-user location?
  • Freshness: How is the data updated, and how will you understand the limits of its currency?
  • Integration and latency: Can it fit the transaction path and response-time needs of your system?
  • Additional risk context: Does your implementation combine location with relevant transaction, event, or entity features instead of treating location as a standalone verdict?
  • Operations and governance: Can reviewers see why a transaction was flagged, and do your retention, access, and vendor-processing practices fit your privacy assessment and applicable requirements?

Available documentation establishes that confidence and accuracy-radius outputs can be useful, but it does not establish a comparative vendor benchmark. Test a candidate in your own decision context and evaluate the resulting review burden and customer impact; do not infer a universal fraud-prevention lift from a provider’s location fields.

Privacy and governance considerations

IP location can be sensitive transaction context. Decide why you need it, who can access it, how long it is retained, and what information is sent to a provider. Assess vendor processing and applicable privacy requirements for your jurisdiction and use case instead of assuming one standard applies everywhere.

NIST SP 800-63-4, published July 31, 2025, addresses privacy assessment, monitoring, and redress for fraud checks in covered identity proofing and enrollment services. It states that covered credential service providers must conduct a privacy risk assessment of fraud checks and mitigation technologies before implementation. This is guidance for the identity-service context described by NIST, not a substitute for assessing the rules that apply to a merchant or another organization.

When weighing location evidence, keep the question narrow: where did the transaction’s network appear to be at that time, and how relevant is that fact to the decision? HMRC’s user-location examples, in a tax-location context rather than as a fraud rule, illustrate that a person’s normal location and transaction-time location can differ and that other evidence may be more reliable in context.

Using screenshots in a fraud-review workflow

A screenshot can preserve what a checkout or review interface displayed for an authorized manual investigation, but it does not geolocate an IP, verify a customer’s physical location, or determine whether a transaction is fraudulent. Keep visual records within your access and retention policy, and use transaction evidence—not a screenshot—as the basis for a fraud decision.

Common mistakes and how to avoid them

  • Blocking on a country or city mismatch: Treat the mismatch as a prompt to examine the transaction, not a verdict. Consider uncertainty and other evidence before escalating.
  • Reading coordinates as an exact address: Use the accuracy radius or confidence information supplied, if available, and do not infer a household or precise device position.
  • Assuming the apparent location is the customer: A proxy or anonymizer can make the visible IP location differ from the initiating user’s location.
  • Comparing unlike locations as if they should always agree: Billing, transaction, and delivery locations answer different questions. A gift or travel can explain differences.
  • Deploying a rule without a recovery path: Define review and correction procedures before using a location signal to delay, challenge, or decline a transaction.
  • Keeping a signal without checking its contribution: Monitor decisions and outcomes; adjust a rule if it creates avoidable friction without useful discrimination.

Should a customer’s IP location match their billing or shipping address?

Not necessarily. The addresses describe different parts of a transaction, and travel, ISP routing, proxies, or gift deliveries can create legitimate differences.

Can a VPN or proxy make an IP address look like it is in another country?

Yes. A location service may return the apparent network location of a proxy rather than the initiating user’s location, so the result does not by itself establish where the customer is.

Does IP geolocation show where an individual lives?

No. It estimates the location associated with a network address, with uncertainty that can range widely. It should not be used to identify a specific household or person’s precise location.
