Yes—geospatial mapping can help veterinary teams detect disease patterns, follow outbreaks, target surveillance and plan control measures. It is most useful when location is linked to reliable case definitions, dates, animal populations, movements and relevant environmental data. A map can guide investigation; it cannot diagnose infection or prove how it spread.
What geospatial mapping adds to animal-health surveillance
A disease list says which cases were reported. A geographic information system (GIS) connects those records to places, time and other data so teams can ask where cases are occurring, how the pattern is changing and which herds or routes may need attention. Geocoding converts a location description—such as a farm, village or market—into geographic coordinates. Spatial epidemiology studies how disease patterns vary across space and time.
Mapping is one part of a surveillance system, not a replacement for veterinary examination, laboratory testing, a consistent case definition or epidemiological investigation. A cluster on a map is a signal to examine, not proof of a source or transmission route.
Different maps answer different questions

Build the map around a decision
Start by stating what the map must help someone do: detect new outbreaks, monitor an endemic disease, trace contacts, prioritize testing, target vaccination, investigate wildlife interfaces or assess whether control measures are working. That objective determines the needed data, update frequency, geographic detail and analysis. USDA APHIS’s Outbreak Surveillance Toolbox likewise frames surveillance design around a defined objective.

Then make the information chain explicit: field observation, case classification, location and date validation, analysis, review and action. Without a named decision rule—such as when to sample nearby premises or notify a neighboring jurisdiction—a map is only a visualization.
Data to collect
A practical event table should have one row per event, or per premises–disease–date combination, with a stable event ID and premises ID. Record coordinates and their accuracy, location type (farm, village, market or centroid), disease, species, production type, susceptible population, cases, deaths, vaccination, case status, data source, test method, movement links, control measures and last-updated date.
Keep epidemiological dates distinct: symptom onset, farmer notification, veterinary inspection, sample collection, laboratory confirmation, official report, start of control measures and resolution. A report date is not an infection date; showing only report dates can make an outbreak appear to move later than it did.

Standardize disease and species names, administrative boundaries and control measures with documented vocabularies rather than unrestricted free text. Separate suspected, probable, confirmed, exposed and resolved events. Record negative surveillance findings where relevant. A suspected report and a laboratory-confirmed premises should never be visually indistinguishable.

Context layers
Depending on the disease and objective, useful layers can include livestock population and species distribution, herd size and production type, markets and slaughter facilities, roads and ports, rivers and wetlands, rainfall and temperature, land cover, vector habitat, wildlife ranges, laboratories and veterinary clinics, vaccination coverage, quarantine areas and reporting access. FAO’s livestock disease surveillance manual describes the value of viewing disease distribution alongside environmental layers such as rainfall, vegetation and rivers.
More layers do not automatically make a better map. Include only data relevant to a plausible transmission mechanism or an operational decision, and note when a layer is old, incomplete or measured at a different geographic scale.
From field report to operational map
- Define the objective and case definition. Specify what counts as suspected, probable or confirmed, and what response each status triggers.
- Collect a location and its precision. Prefer a verified premises coordinate for authorized operational use; otherwise record whether the location is a village, market or administrative centroid.
- Capture dates and source. Record onset, sample, confirmation and report dates separately, along with who supplied the report and how it was verified.
- Validate and deduplicate. Check repeated reports, spelling variants, missing fields, impossible dates and changes in premises identifiers.
- Check spatial data. Confirm latitude and longitude order, coordinate reference system, valid coordinate ranges and accuracy metadata. A village centroid must not be presented as an exact infected farm.
- Join boundaries and denominators. Add appropriate administrative areas and susceptible-animal or premises counts before comparing regions.
- Add relevant movement and environmental layers. Include origins, destinations and dates for movements where available; use environmental layers only where biologically justified.
- Choose an analysis that matches the question. Use counts for workload, rates for comparisons, network analysis for movement pathways, and validated models for estimated risk.
- Separate evidence categories visually. Use clear symbols for status, date range and location precision; do not make modelled risk look like confirmed disease.
- Review with domain experts and act. Decide whether to send a field team, collect samples, inspect a market, restrict movement, vaccinate or intensify reporting.
- Publish with caveats and governance. State data coverage, refresh date, spatial precision and missingness. Restrict or aggregate sensitive premises locations.
How to interpret patterns without being misled
Counts are not rates. A district with more reports may simply have more animals, more farms or more intensive testing. For comparisons, use an appropriate denominator—such as cases per susceptible animals, infected premises per premises, or positive tests per tests conducted. Incidence per animal-time may be appropriate when the population and observation period vary. State exactly what the numerator and denominator represent.

A concentration of reports can reflect disease, livestock density, veterinary access, testing intensity, awareness campaigns or differences in reporting rules. A risk surface estimates where infection may be more likely based on a model; it does not establish disease presence. Show uncertainty and validate models against suitable independent data.

Proximity is not causation. Farms near a wetland, road or market are not thereby proven exposed. Area-level associations do not establish what happened on an individual premises (the ecological fallacy). Results can also change when observations are grouped by village, county, grid cell or watershed—the modifiable areal unit problem. Nearby observations may be statistically dependent, so methods that assume independence can give overconfident results.
Buffers, distances, cluster detection, kernel density, space–time analysis and environmental suitability models can be useful, but each requires an epidemiological rationale. A generic radius around a case is not automatically a valid quarantine or vaccination zone. Use the distances and boundaries set by applicable veterinary guidance and authorities.
Movement-network analysis can be more informative than points when a disease plausibly spreads through animal trade or transport. It requires origin, destination, date and species information. Recorded movements are not necessarily complete: informal trade, shared equipment, people and wildlife contacts may be absent.
A hypothetical example: counts versus incidence
Imagine a surveillance team tracking weekly cattle disease reports across 50 premises. It maps confirmed and suspected premises separately, adds cattle populations, a market and roads, and records onset and confirmation dates. The district with the most confirmed premises may also have the largest cattle population. A raw-count map highlights response workload; a population-adjusted rate may help compare burden. Neither alone identifies the market as the source. Investigators would need movement records, contact tracing and evidence from field and laboratory work. Any quarantine radius should come from the responsible veterinary authority, not from visual distance on the map.

Field collection and software choices
KoboToolbox for structured field reports
KoboToolbox’s GPS documentation describes point, line and polygon questions: geopoint for a premises or observation, geotrace for a route, and geoshape for an area such as a grazing zone. A practical flow is to build a form with disease, species, case status, dates, sample and GPS fields; collect reports through web forms or KoboCollect; review submissions in the project’s DATA area and Map view; then export for GIS analysis.
Its map view supports geopoints, clustering, heatmaps and overlays. Treat these as exploratory review, not epidemiological conclusions. Preserve the source dataset: KoboToolbox notes that GeoJSON uses longitude–latitude coordinate order and that location accuracy is not retained in GeoJSON exports. Check the export and keep accuracy metadata separately before relying on it.
Choose tools by task, not by brand
- QGIS: A free, open-source desktop GIS suited to cleaning and joining tables, mapping, spatial analysis and producing maps. It is a practical option for a small veterinary program, research team or NGO; training and specialist support may still take time and money.
- ArcGIS: A commercial ecosystem for organizations needing managed web maps, dashboards, field tools, enterprise administration and support. It may be excessive for a one-off point map; pricing depends on products, user type, region and deployment.
- KoboToolbox: A field-data collection and basic map-review tool, not a complete disease-reporting, laboratory or advanced spatial-statistics system.
- Google Earth Engine: Better suited to large-scale satellite and environmental analysis—such as vegetation, rainfall, water or land cover—than basic outbreak-point mapping. Review data governance before uploading sensitive premises data; compute, storage and plan costs may apply and can change.
- Official surveillance platforms: Useful sources of validated or operational disease information, but not substitutes for a local GIS when teams need flexible analysis or field collection.
WOAH training materials use QGIS as an animal-health analysis example; the CDC Field Epidemiology Manual also describes GIS’s role in understanding where disease investigations are occurring. For a small project, a field form plus QGIS may be sufficient. A multi-agency national service may instead need a governed platform with role-based access, audit trails, alerts and standardized reporting.

- WOAH WAHIS: The World Organisation for Animal Health’s World Animal Health Information System publishes officially reported animal-health information and provides interactive mapping and data exploration. WOAH describes public data from 2005 onward, including terrestrial and aquatic disease reporting. Its disease-data information explains the reporting structure and map features. Displayed outbreak locations may be approximate rather than exact premises coordinates, and completeness depends on national reporting, notification rules and surveillance.
- FAO EMPRES-i+: FAO’s platform supports disease intelligence, early warning, tracking and risk analysis. Public global information comprises confirmed, publicly available events; national instances may contain restricted country-level data. FAO says national data belongs to the relevant veterinary service or ministry and is not shared externally without permission. FAO’s EMA-i+ mobile app is designed for field-agent reporting. - USDA APHIS: In the United States, APHIS uses geospatial analysis for disease-risk analysis, epidemiological investigations, monitoring, emergency planning and mitigation. Its visualization tools include animal-health dashboards and maps. The National Animal Health Reporting System collects monthly reports from participating state animal-health officials on confirmed reportable diseases and other diseases of interest.
These systems have different purposes and access rules. Check each source’s date, geographic precision, case status and reporting coverage before combining its records with local data.

Uncertainty, privacy and map quality
A map can look authoritative even when its inputs are incomplete. Before acting, make the following visible or answerable:
- Reporting lag: Show event, confirmation and report dates, plus the last refresh. A current-looking display may contain reports submitted days or weeks earlier.
- Location precision: Distinguish exact, approximate and area-level locations. WOAH warns that public outbreak locations may not identify the exact outbreak site. KoboToolbox notes that GeoJSON exports may drop GPS accuracy metadata.
- Surveillance coverage: Identify who reports, which places and species are monitored, how much testing occurs, and where missingness is likely. A blank area is not necessarily disease-free.
- Evidence status: Separate suspected from confirmed cases and identify the test or source where appropriate.
- Population at risk: Give rates a clear denominator and period; do not compare raw counts as if populations were equal.
- Movement completeness: State whether recorded movements omit informal trade or other contacts.
- Privacy and biosecurity: Exact farm coordinates can reveal commercially sensitive information or expose valuable stock and facilities. Limit access for operational maps and aggregate or obscure locations in public products.
Wildlife surveillance can be difficult because animals are mobile, remote and not always tested using methods designed for domestic animals. Separate livestock and wildlife systems can therefore miss spillover signals; integrate data carefully and preserve the distinctions among sources. See WOAH’s wildlife-health overview.
For clear communication, label the map’s date range, data source, status categories, scale and legend. Avoid rainbow palettes, unlabeled heatmaps, misleading 3D effects and overlapping symbols that hide events. A data-quality panel stating coverage, refresh date, confirmation status and location precision can prevent a dashboard from implying more certainty than the data supports.
