URI is the broad category; URL is a subset of URI. A URI identifies a resource. A URL identifies that resource and also describes a way to locate or access it. Therefore, every URL is a URI, but not every URI is a URL.
The distinction is about an identifier’s function, not simply how it looks. An https web address is normally both a URL and a URI, while a name-oriented identifier such as a URN identifies within a namespace without serving as the same kind of network location.
URI and URL in one sentence
A Uniform Resource Identifier (URI) is a compact character sequence that identifies an abstract or physical resource. A Uniform Resource Locator (URL) is the subset of URIs that also provides a means of locating that resource by describing its primary access mechanism, such as a network location.

Calling a URL a URI is always correct under the standards definition. Calling every URI a URL is not.

Why https://example.com/page is both
Consider https://example.com/page. It identifies a particular web resource and supplies the https access mechanism plus the host and path needed to locate it. That makes it a URL. Because URLs are URIs, it is also a URI.
The URL does not guarantee that the page currently exists, that the server is reachable, or that a request will succeed. It describes an intended means of locating the resource; availability is a separate operational question.
What a URI can identify
URI is broader than “address of a web page.” A URI may identify an online document, a physical object, an abstract concept, a service, a message destination, or a secondary part of another resource. Using an identifier does not necessarily mean that software will retrieve anything.
Web addresses
https://example.com/products?id=42 is a URL and therefore a URI. The scheme is https, the authority is example.com, the path is /products, and the query is ?id=42.
Action-oriented URIs
Some URI schemes trigger an action rather than locate an HTTP document. For example, mailto:[email protected] identifies an email destination and can open a mail composer. A telephone URI such as tel:+15551234567 can identify a number and prompt a calling application. These are URIs even though they are not ordinary web-page URLs.

Name-oriented identifiers
A URN uses the urn scheme to identify a resource within a namespace. Its purpose is primarily naming, not describing the network location or access protocol a client should use. The name can remain meaningful even if the resource moves.
URI syntax: scheme, authority, path, query, and fragment
Many URIs can be understood through these components:
- Scheme: the leading identifier, such as
https,mailto, orurn, followed by a colon. - Authority: commonly a host, and optionally user information or a port, introduced by
//. - Path: a hierarchical component describing a resource or route.
- Query: optional parameters after
?. - Fragment: an optional secondary identifier after
#.
For https://example.com:8443/docs/start?lang=en#install, https is the scheme, example.com:8443 is the authority, /docs/start is the path, ?lang=en is the query, and #install is the fragment.
Fragments are not sent in an HTTP request
A fragment can identify a section of a document or another secondary resource. In a browser, the fragment is processed after the retrieved representation arrives; it is not included in the HTTP request sent to the server. Thus a server generally receives https://example.com/docs/start?lang=en, while the browser uses #install locally to select a section or application state.
Is every URL a URI?
Yes. URL is defined as a subset of URI. If an identifier provides both resource identity and a primary locating or access mechanism, it qualifies as a URL and, consequently, as a URI.

Is every URI a URL?
No. A URI may only provide identity, or it may use a scheme whose purpose is not a network locator. URNs, email URIs, telephone URIs, and other scheme-specific identifiers demonstrate why “URI” is the safer umbrella term when the locating role is not important.

Is a URN a URL?
Do not treat URN and URL as universally exhaustive, mutually exclusive categories. Historically, explanations often presented URI as an umbrella divided into URL (location) and URN (name). Later standards work describes a URI as a locator, a name, or both, and notes that scheme instances can have different characteristics depending on how identifiers are assigned and maintained.
In practical writing, a URN is name-oriented and normally is not called a URL. The broader term URI remains correct.
When should you say URI instead of URL?
Use “URL” when location or access matters
- Documenting a web address that users should open.
- Describing an HTTP or HTTPS endpoint, host, port, and path.
- Explaining navigation, redirects, canonical addresses, or browser requests.
- Requesting a screenshot or PDF of a web page.
Use “URI” when discussing identifiers generally
- Defining generic syntax shared by many schemes.
- Writing a parser, validator, router, or standards document that accepts several schemes.
- Discussing fragments, opaque identifiers, URNs, email destinations, or non-HTTP schemes.
- Referring to an identifier without claiming that it supplies a retrievable network location.
In everyday web development, people often say “URL” for a browser address and “URI” in standards or API documentation. That conversational overlap does not change the formal subset relationship.

“URI and URL are synonyms”
They are sometimes used loosely as synonyms, but standards terminology distinguishes them. Say that a URL is a URI with locating information.

“A URL must use HTTP or HTTPS”
HTTP and HTTPS are common URL schemes, not the definition of URL itself. The definition concerns identifying a resource and describing a primary access mechanism. Do not infer the category from an http prefix alone or exclude every other scheme without checking its semantics.
“A URI is never locatable”
A URI can be a name, a locator, or both. URI is the broad category; it does not mean “name only.”
“A valid-looking URL proves the resource exists”
Syntax and availability are different. DNS failure, an absent route, authentication, a server error, or a deleted document can make a well-formed URL unusable at a particular time.
“The fragment reaches the server”
For ordinary HTTP navigation, the browser removes the fragment from the request and handles it after retrieval. Client-side applications may use it to select state, but the server does not receive it as part of the HTTP request target.

The “URL?” column uses ordinary contemporary terminology. Scheme-specific standards can define more precise behavior, so a visual pattern alone cannot settle every classification.
