United Airlines has not banned phones, tablets, laptops, or personal electronics. Its February 27, 2026 Contract of Carriage update added a headphone requirement for passengers listening to audio or video. Under Rule 21, United reserves the right to refuse transport or remove passengers who do not comply with that requirement or related crew instructions.
That means removal is possible, but it is not an automatic penalty every time a passenger briefly plays sound aloud. The practical risk is escalation: a crew instruction to use headphones or stop playback can become a refusal-of-transport issue if the passenger does not comply.
What United changed
United added the headphone provision to Rule 21, “Refusal of Transport,” in its Contract of Carriage. The update was reported as taking effect or being published on February 27, 2026.
The relevant conduct is not possession of an electronic device. It concerns listening to audio or video content without using headphones. United’s contract gives the airline broad authority to refuse boarding, remove a passenger from an aircraft, or temporarily or permanently refuse transport in appropriate circumstances.

United had already encouraged passengers to use headphones. The clearer contractual language comes as the airline expands high-speed onboard connectivity, including Starlink-equipped aircraft, according to statements reported by The Washington Post and Good Morning America.
Is United banning electronic devices?
No blanket device ban has been established. Passengers can generally continue bringing and using phones, tablets, laptops, e-readers, cameras, and similar devices, subject to flight-phase requirements, crew instructions, battery regulations, and United’s rules on calls and disruptive conduct.
The important distinction is between the device and the way it is used:

Calling this a “new electronic device ban” is therefore misleading. The change is primarily a cabin-noise and conduct rule involving audio and video playback.
Can United really remove a passenger?
United’s contract reserves that authority, but the wording does not mean every first or minor headphone mistake automatically results in ejection or a permanent ban.

In an ordinary situation, a flight attendant may tell the passenger to connect headphones, lower or stop playback, or otherwise comply. The passenger’s response matters. Continued noncompliance, an argument with the crew, disruptive behavior, or other safety concerns can increase the likelihood of escalation.
Removal may happen during boarding or before departure. If an aircraft has already left the gate, operational and aviation-safety procedures determine what happens; a passenger is not simply put off an aircraft in midair. In some circumstances, the aircraft could return to an airport or the passenger could be dealt with after landing.

What does a permanent ban mean?
News reports describe the possibility of temporary or permanent refusal of transport. However, the available policy reporting does not establish a mandatory lifetime ban for one headphone violation.
United has not publicly established, in the material available for this policy change:

- a fixed number of warnings;
- a published penalty schedule;
- a guaranteed warning before removal;
- the number of passengers already banned;
- a standard appeals process; or
- whether a restriction applies identically to United-operated, United Express, and partner-operated flights.
A permanent refusal of transport is therefore a possible contractual remedy, not the ordinary or automatic consequence of a single accidental speaker activation. Passengers should not assume that a first warning is guaranteed, however. The safest response to a crew instruction is immediate compliance.

Headphones, calls, and other device-related conduct
Several different rule families are easy to confuse:
Headphone and cabin-noise rules
The reported amendment covers passengers listening to audio or video content without headphones. The available material does not establish a decibel limit, a specific approved headphone type, or a rule saying that every audible sound at every volume is automatically a violation.
Because no verified volume threshold is published, the safest standard is simple: use headphones and keep the volume low enough that nearby passengers cannot hear the content. Muted video does not produce audio, but passengers should follow any specific crew instruction.
Voice and video calls
Calls are a separate issue from ordinary video or music playback. United’s Contract of Carriage contains restrictions on voice and video calls during applicable portions of a flight. Do not treat this as a universal federal ban unless a current federal rule specifically applies; for this article, it is best understood as a United policy and contract restriction.

Disruptive or offensive device use
A device may be allowed while particular conduct is not. Refusing crew directions, displaying offensive or indecent material where others can see it, recording people without permission, or using a device in a disruptive or unsafe way can raise issues beyond the headphone requirement. The exact application depends on the current contract and circumstances.
Bluetooth use, charging, vaping, and battery storage also involve separate operational or safety rules. They should not be treated as part of the headphone amendment without checking the applicable United or federal guidance.
Do not confuse the headphone rule with FAA battery restrictions
The FAA’s PackSafe guidance governs a different risk: lithium batteries and hazardous materials.

These are hazardous-material and fire-safety restrictions. They are not penalties for playing audio aloud.

- Pack headphones that work with the device you plan to use.
- Charge wireless headphones before boarding.
- Carry a wired backup, especially if you depend on entertainment during a long flight.
- Bring the correct USB-C, Lightning, or 3.5-millimeter adapter.
- Pair Bluetooth headphones before boarding when possible.
- Keep power banks and spare batteries in your cabin bag.
- Do not travel with visibly damaged, swollen, recalled, smoking, or overheating batteries.
Wireless earbuds are compact and convenient, but their batteries can die and some aircraft entertainment systems may not support passenger Bluetooth connections. Over-ear noise-canceling headphones can provide better isolation but are bulkier and still require charging. Wired headphones are a useful fallback, although newer phones may require an adapter.

What to do if the crew intervenes
- Comply first. Stop playback, connect headphones, or end the call as instructed.
- Ask for clarification calmly. The issue may be sound leakage, a call, a restricted flight phase, or another conduct rule.
- If headphones fail, switch solutions. Use a wired backup, mute the content, or stop watching or listening.
- Raise accessibility needs discreetly. If standard earbuds or headphones are unsuitable, explain the need and ask what alternative the crew can approve.
- Document the incident afterward. Note the flight number, date, approximate time, instruction received, and any written notice.
- Contact United after travel if you believe the enforcement was inconsistent, discriminatory, or failed to account for an accommodation.
What remains unclear
The policy reporting does not answer every practical question. United has not been shown to publish:
- a volume or decibel threshold;
- whether low-volume speaker playback is treated differently;
- whether muted video requires headphones;
- whether external speakers are ever acceptable;
- a guaranteed warning sequence;
- a standard penalty ladder;
- specific treatment of accessibility-related audio equipment; or
- the precise scope of the rule across United Express and partner-operated itineraries.
Those details should be confirmed against the current United Contract of Carriage and, where necessary, directly with United. Do not assume that a low volume, a particular headphone model, or airplane mode overrides a crew instruction.
Bottom line
United’s February 27, 2026 contract update formalizes headphone compliance for audio and video playback and gives the airline stronger language for enforcing it. It does not amount to a general ban on phones, tablets, laptops, or other personal electronics.

Bring charged headphones, keep a wired backup and adapter available, store batteries and power banks in the cabin, and stop playback immediately if crew members instruct you to do so. Removal or refusal of transport is possible under the contract, while a permanent ban is not an automatic consequence established for every headphone violation.
