On December 10, 2024, the United States sanctioned Chinese cybersecurity contractor Sichuan Silence Information Technology Company, Limited, and its employee Guan Tianfeng over an alleged April 2020 operation that compromised about 81,000 Sophos firewalls worldwide. The coordinated response also included a federal indictment of Guan and a State Department reward offer of up to $10 million. The announcements concern alleged conduct in 2020—not a new malware campaign in 2024 or 2026.
What the United States announced
The response combined three actions. The Treasury Department’s Office of Foreign Assets Control (OFAC) added Sichuan Silence and Guan to its Specially Designated Nationals and Blocked Persons List under U.S. cyber-related sanctions authority. The Justice Department unsealed an indictment charging Guan with conspiracy-related offenses. Separately, the State Department’s Rewards for Justice program offered up to $10 million for information leading to the identification or location of people involved in qualifying foreign-government-directed cyber activity against U.S. critical infrastructure.
These are distinct measures: sanctions impose financial and transaction restrictions, an indictment brings criminal allegations before a court, and a reward seeks information. None is, by itself, a criminal conviction. Treasury’s announcement, the Justice Department’s indictment announcement, and the Rewards for Justice notice describe the coordinated action.

According to U.S. authorities, Guan discovered a previously unknown vulnerability in certain Sophos firewall products. The flaw was later designated CVE-2020-12271 and was a zero-day when exploited: attackers used it before a fix was available to defenders.

The alleged exploitation ran from April 22 through April 25, 2020. Attackers used the vulnerability to compromise firewalls and deploy malware intended to steal information, including usernames and passwords. The Justice Department said the attackers also attempted to deploy a Ragnarok ransomware variant if victims tried to remove or remediate the malware. In other words, ransomware was a retaliatory or fallback payload tied to remediation—not the operation’s only purpose.
The distinction matters. The DOJ said the ransomware encryption efforts did not succeed. The official account does not establish that every affected organization lost data, that every internal computer behind a compromised firewall was breached, or that the ransomware encrypted victims’ systems. Sophos detected the intrusion and remediated customer firewalls in approximately two days, according to DOJ.

Scale and critical-infrastructure exposure
Treasury said approximately 81,000 firewalls belonging to thousands of businesses around the world were compromised, including more than 23,000 in the United States. Of those U.S. devices, 36 protected systems belonging to critical-infrastructure companies. One affected organization was an energy company involved in drilling operations.

Who are Sichuan Silence and Guan Tianfeng?
Treasury described Sichuan Silence as a Chengdu-based cybersecurity government contractor whose core clients included Chinese intelligence services. It said the company offered capabilities including network exploitation, email monitoring, password cracking, public-sentiment suppression, and router probing. The company employed Guan at the time of the operation and owned a device allegedly used to position the attack.
The Justice Department said court documents described Sichuan Silence as a private company based in China that provided services to the Ministry of Public Security and other Chinese organizations. Treasury identified Guan as a Chinese national and security researcher at the company. It also said he participated in cybersecurity competitions on the company’s behalf and posted newly discovered zero-day exploits on vulnerability and exploit forums using the moniker “GbigMao.” These descriptions and allegations are the U.S. government’s account; they should not be read as proof that every employee or product at the company took part in the firewall operation.

What the sanctions mean in practice
OFAC designations generally block property and interests in property belonging to the designated parties when that property is in the United States or in the possession or control of U.S. persons. U.S. persons generally may not transact in the blocked parties’ property or interests in property unless OFAC authorizes the transaction or an exemption applies. The restrictions can affect U.S. companies, financial institutions, and others handling relevant property or transactions.
OFAC’s 50 Percent Rule also generally treats an entity as blocked when one or more blocked persons own, directly or indirectly and individually or in aggregate, 50 percent or more of it. Businesses assessing counterparties should consult current OFAC records and applicable compliance guidance rather than assume that a company is clear because it is not named in a headline. The OFAC action record identifies the designated parties.

A designation is not a blanket ban on all contact with every person or business in China, and it does not automatically sanction every Chinese cybersecurity company. Nor does it establish criminal guilt. Sanctions also do not replace technical security work: patching, checking for compromise, rotating potentially exposed credentials, and following incident-response procedures remain separate responsibilities for affected organizations.
Indictment and reward: what is—and is not—established
The indictment alleges Guan conspired to develop and deploy malware exploiting Sophos firewalls. The Justice Department explicitly states that an indictment is an allegation and that a defendant is presumed innocent unless and until proven guilty beyond a reasonable doubt. The materials announcing the December 2024 action do not establish a conviction, arrest, extradition, trial, or final court outcome.
The State Department’s offer is up to $10 million for information leading to the identification or location of people conducting qualifying foreign-government-directed malicious cyber activity against U.S. critical infrastructure. It is a reward offer, not a payment to the alleged victims and not a judgment about the criminal case.
Why the case matters
Firewalls sit at the boundary between an organization’s internal network and the outside world. Compromising one can give an attacker a valuable foothold and access to information handled by the device, even when the available record does not show that every system behind it was breached. This incident also illustrates the risks of exploiting a zero-day in widely deployed security equipment: the same device meant to protect a network can become an entry point.
The alleged sequence—credential-stealing malware followed by an attempted ransomware payload when victims tried to clean up—made remediation itself part of the attackers’ pressure strategy. The U.S. response likewise went beyond a single instrument, pairing sanctions against the company and individual with criminal charges and a public reward offer. The attribution and allegations remain those of U.S. authorities, while the criminal case must be distinguished from a court finding.
