Choose the right way to convert HTML to PDF
The best method depends on what you are converting: a page already open in a browser, an HTML file on your computer, JavaScript-rendered content, or a stream of pages that needs repeatable automation. The simplest route is browser printing. Local tools provide more control without handing the document to a conversion service. Hosted services can centralize URL capture and automated jobs, but require a review of their data policies.
| Your need | Good starting point | Main tradeoff |
|---|---|---|
| One page, no coding | Browser Print → Save as PDF | Limited automation and repeatability |
| Sensitive HTML kept on your device | Local browser or a browser-local converter | External assets may be blocked or require setup |
| Precise, repeatable automated layout | Puppeteer with Chromium | Requires development and browser-runtime management |
| Simple command-line batch jobs | wkhtmltopdf | Its Qt WebKit renderer is older; test modern CSS carefully |
| Hosted scale or URL capture | An HTML-to-PDF API | Page data leaves your device; review privacy, limits, and pricing |
| Application built on .NET | SelectPdf or another .NET renderer | Check the vendor, licensing, and current product terms |
Save a web page or HTML file as PDF in a browser
For a single conversion, browser printing is usually the fastest option and does not require a separate converter. It uses the browser’s print rendering, including print-oriented CSS where supported.
- Open the web page in your browser. For a local file, open the HTML file in the browser.
- Open the browser’s Print command. The menu location and keyboard shortcut vary by browser and operating system.
- In the print dialog, choose Save as PDF or Print to PDF as the destination.
- Set paper size, orientation, and margins. Enable background graphics if colors or background images are important to the design.
- Review the preview for cut-off content and awkward page breaks, then save the PDF.
For a page that fills the screen but prints poorly, inspect its print CSS: @media print rules can change what appears, while @page can set page size and margins. Browser support and the page’s own styles affect the result. If a site fills content only after JavaScript runs, wait for that content to appear before printing.

Convert HTML to PDF with Puppeteer and Chromium
Puppeteer automates a browser and uses Chromium’s PDF generation. Its official guide says, “For printing PDFs use Page.pdf().” By default, Page.pdf() uses the print CSS media type. If the page should retain its screen styling, call page.emulateMediaType('screen') before generating the PDF. See the Puppeteer PDF generation guide for installation and the current API options.
This minimal Node.js example assumes Puppeteer is installed in the project and a local Chromium browser is available through it. Replace the URL with a page you are authorized to access:
const puppeteer = require('puppeteer');
(async () => {
const browser = await puppeteer.launch();
try {
const page = await browser.newPage();
await page.goto('https://example.com', { waitUntil: 'networkidle0' });
await page.pdf({
path: 'output.pdf',
format: 'A4',
printBackground: true
});
} finally {
await browser.close();
}
})();
For a local HTML file, navigate to its file URL instead of an HTTPS address, taking care to form a valid file URL for your operating system. The example waits for network activity to settle, which may not be suitable for pages that keep connections open or continually load resources. In those cases, wait for a specific element or use a deliberate delay suited to the page, then check that fonts, images, and JavaScript-generated content are present before calling page.pdf().
Control layout and output
Puppeteer’s PDF options include paper format, explicit width and height, margins, landscape orientation, page ranges, headers and footers, background printing, scaling, preference for CSS-defined page size, tagged PDF output, and waiting for fonts. Use the settings that match the document rather than relying on a default layout. For example, test page breaks and margins with the target paper size, and enable background printing if the design depends on colored fills.

wkhtmltopdf is an open-source (LGPLv3) command-line tool that renders HTML into PDF and other formats using the Qt WebKit rendering engine. It runs headlessly, so it can suit scripts and batch jobs where a command-line executable is easier to manage than browser automation. The basic form is:

For a local HTML file, supply its path as the input and an output PDF path. Test the actual pages you need: the project uses an older Qt WebKit rendering model, so modern CSS may not render as it does in a current browser. Confirm how the tool handles local files and remote assets in your environment, especially when running automated jobs.
Use a browser-local converter when the HTML is sensitive
A browser-local workflow can keep the HTML on your device, but privacy and visual fidelity are separate concerns. Falcon HTML to PDF says it renders pasted or uploaded HTML inside a CSP-locked iframe and captures pages in the browser without uploading the HTML. Its documentation also says external images, fonts, and stylesheets are blocked, so remote assets will not appear unless embedded. Check the tool’s behavior against your needs: local processing may help avoid sending the document to a server, while blocked remote resources can change the PDF.
For any sensitive file, also consider whether the HTML itself references private data in external URLs, whether remote resources are necessary, and whether a hosted service logs inputs or outputs. “Online” does not by itself tell you where data is processed or how long it is retained.
Use an online HTML-to-PDF service or API
A hosted converter is useful when a team needs repeatable conversions, URL capture, or centralized infrastructure. HTMLPDF.dev advertises conversion from raw HTML or URLs, a browser playground, Chromium rendering, print and screen media modes, and HTTP or SDK access for several languages. SelectPdf documents conversion of full web pages, URLs, HTML files, or HTML strings and positions its product for .NET applications. Check each provider’s current documentation for supported inputs, output controls, limits, and pricing; advertised features do not establish a particular retention or data-residency policy.
Before sending sensitive content to a hosted service, review its terms and privacy documentation for upload handling, logging, retention, and data location. For production work, also verify how errors are reported, whether jobs can be retried safely, and whether the service’s rendering matches the browser and CSS behavior your documents require.

If your input is a live URL and you need a capture rather than a local HTML-file conversion, ScreenshotNeo is a website screenshot API and MCP server with PDF capture support. Its one-call URL capture looks like this:
curl -G "https://api.screenshotneo.com/v1/shot" -d access_key=YOUR_API_KEY --data-urlencode url=https://stripe.com -o shot.webp
This example saves the default image response as WebP; it is not a PDF-output command. To use ScreenshotNeo’s PDF capture and PDF options, follow the current ScreenshotNeo API documentation rather than guessing parameters. ScreenshotNeo says it accepts cookie or consent banners before capture and removes more than 60 known consent platforms, newsletter popups, and chat widgets; each step can be disabled. Bot checks and CAPTCHAs, blank pages, timeouts, failed loads, and cache hits are not billed, and responses identify the page verdict and billing status in headers. Its MCP server offers take_screenshot, get_page_info, and capture_pdf for AI agents and MCP clients. The free plan includes 1,000 shots per month with no card; paid plans start at $5 for 3,000 shots. See the docs for PDF-specific setup and options, then sign up for 1,000 free screenshots a month with no card.

- Confirm the source: raw HTML, a local file, or a live URL. A URL capture service and a local-file converter do not necessarily accept the same input.
- Test print styles with
@media printand page geometry with@page, including size and margins. - Wait for fonts, images, and JavaScript-generated content to finish loading before capture.
- Verify whether external assets are embedded, fetched remotely, or blocked by the tool.
- Inspect page breaks, background colors, links, headers, footers, and accessibility tagging where relevant.
- For sensitive documents, check upload, logging, retention, and data-residency policies before using a hosted service.
- If the PDF will be physically printed, check it in the target viewer and, where necessary, on the target printer.
Troubleshooting common HTML-to-PDF problems
The PDF is missing JavaScript-generated content
The capture may have started before the page finished rendering. Wait for the relevant content or selector, and confirm that the page has completed any asynchronous work needed to display it. A general network-idle wait is not reliable for every site, particularly pages with ongoing network activity.
Fonts or images are missing
Check that assets have loaded and that their URLs are reachable from the rendering environment. A browser-local tool that blocks external assets will omit remote fonts, stylesheets, and images unless they are embedded. A hosted renderer may also be unable to reach private or restricted resources.
The PDF looks different from the page on screen
PDF generation may apply print media styles by default. In Puppeteer, use page.emulateMediaType('screen') before page.pdf() when screen styling is needed. Also inspect print-specific CSS, page size, orientation, margins, scaling, and background printing.
Content is clipped or page breaks are awkward
Check the print preview and adjust page geometry, margins, scaling, and the document’s page-break rules. A page designed for scrolling on screen may need print CSS before it will paginate cleanly.

A remote URL fails to render
Check that the URL is accessible to the renderer and does not require an interactive sign-in, block automated access, or depend on resources the renderer cannot reach. For an API, use its response status and documented error details to distinguish a failed load from a successful conversion.
wkhtmltopdf renders modern CSS incorrectly
Its Qt WebKit engine is older than current browser engines. Test a representative page before choosing it for a modern design; if fidelity is insufficient, consider Chromium-based rendering instead.
Frequently asked questions
Can I convert a local HTML file without uploading it?
Yes. Open it in a browser and print to PDF, or use a local conversion tool. A browser-local converter may also work, but check whether it blocks external assets that your file depends on.
Which method is best for a PDF from a live URL?
For one page, print from a browser. For automated capture, use Puppeteer/Chromium locally or a hosted service after reviewing its data handling. ScreenshotNeo also offers URL capture and PDF capture; consult its documentation for the PDF-specific request settings.
