Yes—but construction is not the same as production. TSMC says it began construction activity on a new 1.4nm-class A14 fabrication facility in Taichung, Taiwan, during 2025. The company’s official target is to begin A14 volume production in 2028.
The project has also been linked to three construction permits and completed site preparation reported by Central Taiwan Science Park authorities in October 2025. There is no evidence that A14 chips are already being manufactured in volume, nor is there a confirmed public groundbreaking date for the facility.
What TSMC has confirmed
TSMC’s GIGAFAB facilities page says the company was “actively commencing” construction of its 1.4nm fab in Taichung in 2025. That is the clearest corporate confirmation that the project moved beyond planning.

Those milestones should not be conflated:
- Construction: began in 2025, according to TSMC.
- Process development: is progressing, with TSMC reporting favorable yield progress.
- Volume manufacturing: has not begun; the stated target is 2028.
Where is the new fab?
The facility is being built in the Central Taiwan Science Park in Taichung, alongside TSMC’s existing Fab 15 operations. TSMC’s public fab directory lists Taichung Fab 15 facilities on Keya Road and Xinke Road.
Some secondary reports and industry discussions have referred to the future project as “Fab 25.” TSMC’s public directory does not clearly establish that designation as the facility’s official name, so it is more precise to call it the Taichung A14 fab.
Taichung already has TSMC infrastructure, suppliers, manufacturing experience, and an established workforce. Building another advanced facility in that cluster could provide operational and infrastructure advantages, although TSMC has not publicly identified those factors as the project’s formal rationale.

The permit report came through Taiwan’s government-affiliated Overseas Community Affairs Council and was also covered by Taipei Times. The available primary evidence supports construction activity during 2025, but does not establish an exact foundation-work date or a specific groundbreaking ceremony.
What is TSMC A14?
A14 is TSMC’s next-generation logic process after the N2, or 2nm, family. TSMC describes it as a full-node advance using a second-generation nanosheet transistor structure and an updated standard-cell architecture called NanoFlex Pro. Its official technical description is available on the A14 technology page.
“1.4nm” is a process-generation label, not a claim that every transistor feature measures exactly 1.4 nanometers. “1.4nm-class” is therefore the more technically careful description.

TSMC’s claimed A14 improvements
Compared with TSMC’s N2 process, the company claims that A14 will deliver:

These are TSMC’s projected technology comparisons, not independent benchmark results. “Up to” also means the maximum improvement will not necessarily apply to every chip design, workload, or implementation.
How A14 fits into TSMC’s roadmap
A14 is a later full-node generation rather than a replacement for every intermediate process. TSMC’s 2025 annual-report materials describe the roadmap broadly as follows:

The 2028 date is a company schedule, not a guarantee of a particular production month or a promise that the ramp will proceed without delays.

Advanced-node fabs require long lead times for buildings, cleanrooms, specialized utilities, equipment installation, process qualification, and customer production ramps. Starting construction in 2025 for a process targeted at 2028 illustrates how far in advance TSMC must prepare capacity for future demand.
A14 is intended to extend TSMC’s leading-edge process roadmap for demanding applications such as artificial intelligence and high-performance computing, although the retrieved public materials do not identify a definitive customer list or product mix for the Taichung facility.

The project also adds advanced-manufacturing capacity to Taiwan. It does not, however, mean that TSMC’s overseas expansion is being replaced: the Taichung fab is one part of a broader manufacturing strategy.
What remains undisclosed
TSMC has not publicly established all of the details readers may see repeated in secondary coverage. The following information remains undisclosed or insufficiently verified in the available official material:
- The exact official fab number or formal facility name;
- Total capital expenditure;
- Cleanroom area and monthly wafer capacity;
- The number and timing of construction phases;
- Equipment installation and move-in dates;
- The pilot-production date;
- Named anchor customers;
- The precise production-ramp schedule;
- Whether every initial phase will use A14 or later transition to a successor node.
Construction permits, site preparation, and corporate confirmation establish that this is a real project. They do not establish that the building is complete, that equipment has been qualified, or that customer wafers are already in production.

A14 should not be confused with TSMC’s existing Fab 14 in Tainan. “A14” is the name of a process generation, while “Fab 14” is a facility designation. TSMC’s directory lists Fab 14 in Tainan and Fab 15 in Taichung.
A14 also should not be read as the same generation as the “14nm” naming historically used by other chipmakers. TSMC’s A14 label refers to a roughly 1.4nm-class node in its own process nomenclature.
The bottom line
TSMC’s Taichung A14 project is real and entered construction activity in 2025 after reported permit and site-preparation milestones. A14 development is progressing, but volume manufacturing has not started. TSMC’s current official target is 2028, and important details—including capacity, cost, fab number, equipment timing, and the exact production ramp—remain private.
