On October 23, 2025, President Donald Trump said he had called off a planned federal operation in San Francisco after speaking with Mayor Daniel Lurie and hearing from technology executives Marc Benioff and Jensen Huang. The cancellation was confirmed, including a planned Border Patrol operation; the public record does not independently establish what Benioff or Huang said or how much their appeals influenced the decision.
What Trump announced
Trump announced the decision in a Truth Social post on Thursday, October 23, 2025. He said he had spoken with San Francisco Mayor Daniel Lurie, who asked for a chance to improve conditions in the city. Trump also credited “great people like Jensen Huang” and Marc Benioff with urging him to give San Francisco that opportunity. He said the planned Saturday operation would not go ahead. That Saturday was October 25.
Those statements establish what Trump said about his decision and whom he credited. They do not, by themselves, verify the contents of private conversations or prove that the executives caused the cancellation.
What was canceled—and what was not confirmed
“Federal troops” and “surge” became shorthand for the dispute, but the operational details matter. CBS News reported that two Department of Homeland Security officials confirmed a planned Border Patrol operation in San Francisco had been canceled. That is the clearest reported description of the canceled action.

Border Patrol personnel are federal law-enforcement agents, not National Guard troops or active-duty military. Benioff had previously discussed the National Guard, and political rhetoric around the episode invoked troops, but the available reporting does not establish a confirmed National Guard deployment order for San Francisco. The careful description is a planned federal operation, with a Border Patrol component reported as canceled—not a confirmed military deployment.
The cancellation also should not be read as a permanent end to federal enforcement activity throughout the Bay Area. CBS reported that Border Patrol agents were expected at Coast Guard Island in Alameda. Oakland officials said they had not received clear communication from the White House or DHS about plans for Oakland. The cancellation concerned the planned San Francisco operation; it does not prove that all federal activity in the region stopped.
Lurie’s account: a direct call with Trump
Lurie said Trump called him late Wednesday night, October 22. According to the mayor’s official statement, Lurie told Trump that San Francisco was improving, and Trump told him federal deployment plans were being called off. Lurie said Homeland Security Secretary Kristi Noem later reaffirmed the direction.

Lurie’s account supports the existence of a direct conversation and the decision to cancel the planned deployment. It does not identify Benioff or Huang as participants in that call, nor does it establish who persuaded Trump. Lurie credited San Franciscans and local leadership in his public statement; Trump, separately, named the two executives. Neither account is a complete record of the private discussions.
Benioff’s position had recently changed
Benioff’s appearance in Trump’s explanation was notable because the Salesforce CEO had taken a different public position days earlier. Before the company’s Dreamforce conference, he supported sending the National Guard to San Francisco to address public safety. Following the conference, on October 17, he apologized and said he no longer believed the Guard was needed, after listening to residents and officials and seeing a safe Dreamforce.
His initial remarks drew backlash. Ron Conway resigned from the board of the Salesforce Foundation, and local critics challenged the call for Guard involvement. CBS News covered Benioff’s apology and the dispute; The Guardian also reported on his reversal and the reaction.

So Benioff should not be described simply as a longtime opponent of federal intervention. He first advocated for National Guard involvement, then reversed his position before Trump’s October 23 announcement. Trump’s claim that Benioff later urged him not to proceed is consistent with that changed public position, but it does not independently prove what Benioff said privately.

What is known about Jensen Huang?
Trump named Nvidia CEO Jensen Huang as one of the people who called or appealed to him. In the public material cited in contemporaneous reporting, however, there is no transcript of a conversation, public account from Huang, confirmation from Nvidia, or detail about the timing or substance of any call. TechCrunch reported Trump’s attribution, but attribution is not independent confirmation of Huang’s role.
The evidence-based wording is that Trump credited Huang with helping influence his decision. It is not established that Huang personally called Trump, what he argued, or whether his involvement was decisive.

Crime figures were part of the argument
In explaining San Francisco’s case against a federal deployment, Lurie cited improvements in public-safety figures. CBS reported him citing crime down nearly 30% citywide, violent crime at its lowest level since the 1950s, car break-ins at a 22-year low, and homicides potentially reaching a 70-year low. In other coverage, Lurie cited an 18% decline in violent crime during 2025 alongside the projected homicide low.
These are different measures, not necessarily contradictory ones: an overall citywide crime figure and a violent-crime figure describe separate categories. The figures here are reported as Lurie’s claims, not as independently audited statistics. They formed part of the case he presented to Trump; they do not establish why the administration made its decision.

Why the attribution matters
Trump’s public account placed a mayor and two prominent technology executives in the same explanation for a federal decision affecting a city. That makes the episode a question not only about public safety and enforcement, but also about access and accountability.

It is reasonable to ask what role informal appeals by wealthy business leaders played alongside the elected mayor’s direct contact with the president. But the public evidence does not demonstrate a coordinated arrangement, a private bargain, or that business leaders spoke for San Francisco residents. The distinction is important: a favorable result for a city does not, on its own, make the decision-making process transparent.
The strongest supported account is narrower. Trump said Lurie, Benioff and Huang helped persuade him; Lurie confirmed his late-night conversation with Trump; and DHS officials, according to CBS, confirmed that the planned Border Patrol operation was canceled. The private role of Benioff and Huang remains unverified, and the cancellation of the October 25 plan does not establish a permanent policy change.
