A 403 Forbidden from RestTemplate usually means the request reached a server or intermediary that understood it but refused access. It is normally an HTTP response, not evidence that RestTemplate transport is broken. Spring maps a 403 to HttpClientErrorException.Forbidden (a specialized HttpClientErrorException): Forbidden Javadoc and client-error hierarchy.
First establish who issued the response, then compare the exact request, credentials, permissions, CSRF state, and network path. The denial may come from the API, a gateway/WAF, or your own Spring Security configuration.
Identify the source before changing code

Record the final URL, method, host and port, redirect history, response body, and Server, Via, CDN, gateway and correlation headers. JSON such as insufficient_scope suggests an API decision; an HTML block page often identifies infrastructure. A configured hostname does not prove it generated the response.
Inspect the exception safely

You can also catch HttpClientErrorException and test ex.getStatusCode().value() == 403. The exception identifies the status, not the policy reason. Truncate and sanitize the body and headers: never log bearer tokens, API keys, client secrets, cookies, signatures or full sensitive request bodies.

For a diagnostic workflow, a custom ResponseErrorHandler can treat 403 as a normal response. Spring documents this extension through RestTemplate#setErrorHandler: REST client reference.

Do this selectively; globally suppressing exceptions can hide production failures.

Use a five-minute triage workflow
- Confirm URL and method. Check API version, tenant/account path, query parameters, trailing slash, regional host and redirects. Build variable paths with

Content-Typeand the exact serialized body. If the sanitized curl fails on the same machine, investigate credentials or infrastructure rather thanRestTemplate. If it succeeds, compare the wire-level Java request. - Compare authentication. Check scheme, token value, expiry, issuer, audience, scopes, roles, tenant and subject. A 401 commonly indicates rejected authentication; 403 commonly indicates permission or policy, but providers may use 403 for invalid credentials. Follow the API’s documented error contract.
- Check request shape. Compare
Accept,Content-Type, user agent, cookies, custom headers, signatures, body bytes and JSON field names. - Check Spring Security and network policy. For a local or controlled service, inspect CSRF and authorities. For a remote service, compare proxy variables, DNS, egress IP, mTLS identity, WAF and allowlists.

setBearerAuth avoids malformed prefixes and whitespace. Verify the token is non-empty, unexpired, issued for this environment, intended for the resource’s audience, and sent to the correct host. Decoding a JWT is not validation; inspect iss, aud, exp, nbf, scope, roles, sub and tenant claims only in a controlled environment.

Scopes, roles and grant type
A valid token can still lack orders.read, an administrative role, tenant access or resource-specific permission. A client_credentials token represents an application, not a user, and may be rejected where user-delegated access is required. Spring’s OAuth client support covers authorization-code, refresh-token, client-credentials, JWT-bearer and token-exchange flows: OAuth 2.0 client reference.
API keys, Basic auth, cookies and signatures
- Confirm the provider’s exact API-key header and whether the key is tied to an environment, plan, IP, referrer or product; some endpoints require both key and bearer token.

RestTemplatedoes not automatically reproduce. Copied cookies may be expired or unsafe to reuse. - For signed APIs, compare canonical method, path, query, body hash, timestamp, host and signed headers. Encoding, serialization or clock skew differences commonly invalidate signatures.
When the 403 is Spring Security’s
CSRF
Spring Security protects unsafe methods such as POST by default. A missing or invalid token reaches the access-denied handler and returns 403: CSRF reference. A session-based client generally must establish a session, obtain a token, preserve the session cookie, and send the token in the configured header (often X-CSRF-TOKEN or X-XSRF-TOKEN).

This is incomplete without cookie preservation and a server endpoint that exposes a token. Do not disable CSRF globally as a reflex. A stateless bearer API and a browser/session application have different threat models; use narrowly scoped ignoring or configuration where justified.
Authorities and matchers
Inspect the principal, granted authorities, ROLE_ prefix, scope-to-authority conversion, matcher order, HTTP method and path, @PreAuthorize, and tenant or ownership checks. A role can be present while the endpoint expects a differently prefixed authority.

ClientHttpRequestInterceptor is designed to modify requests and inspect responses: interceptor Javadoc. Avoid duplicate interceptors, unexpected authorization overwrites, per-call token acquisition, stale token caches and credentials applied to unrelated hosts. Logging a response body can consume its stream; buffering permits rereading but increases memory use.
Investigate gateways and network location
Compare successful and failing environments with:

Check egress IP, DNS, proxy header rewriting, TLS termination, service-mesh authorization, mTLS certificate mapping, API plan, geo rules and WAF decisions. An HTML response, a laptop-only success, or a single-environment failure strongly points to an intermediary. The remedy may be an allowlist, route policy, certificate mapping or WAF change—not Java code.
Retries, refresh and the RestTemplate choice
Do not retry every 403. Repeated attempts can increase load, trigger limits, hide permanent permission errors and duplicate non-idempotent writes. A single refresh-and-retry is reasonable only when the documented error indicates an expired or invalid token, a fresh token is obtainable, the operation is safe or carries an idempotency key, and stale authorization state is removed. Spring’s current OAuth interceptor documents forwarding 401/403 failures and removing an unusable authorized client: interceptor API.
Existing synchronous applications can maintain RestTemplate. Spring Framework 7.0 documentation identifies it as deprecated in favor of RestClient; new synchronous code should evaluate RestClient, while reactive applications should consider WebClient: current client choices. A migration is not a prerequisite for fixing one 403.
