If Android says “Can’t use this folder. To protect your privacy, choose another folder,” it is usually enforcing a storage rule—not suffering a broken permission. The most common blocked locations are Android/data and Android/obb on Android 11 (API 30) and newer. Choose a normal shared folder when possible; for protected app data, use the app’s export, backup, restore or migration process instead.
Why this message appears
The warning is shown by Android’s system document picker (DocumentsUI), often after an app launches ACTION_OPEN_DOCUMENT_TREE. That picker lets an app request continuing access to a folder you select; it does not give the app unrestricted control of storage. Android’s own picker contains the warning text (AOSP source).
Android 11 introduced the relevant scoped-storage and Storage Access Framework restrictions, which continue in Android 12, 13, 14, 15 and later. A phone update may be when you first notice the rule, but it is not inherently an Android 13 bug (Android 11 storage changes).

A folder can be visible for navigation while still being ineligible for an app permission grant. Browsing, opening one file, copying files and granting persistent read/write access are different operations.

Fixes that work for ordinary folders
- Tap Choose another folder or go back until you reach shared storage.
- Select a user-created directory, such as
Documents/AppNameorBackups/AppName, rather than the storage root. - Tap Use this folder, then Allow if Android asks.
- Check the app for settings named Choose download location, Import folder, Use app-specific folder or Storage location.
- Update the affected app from its official source. If only that app rejects normal folders, report the path and Android version to its developer.

If the target is Android/data or Android/obb
Repeatedly trying the picker, clearing Files, or installing another ordinary file manager will not normally make these paths selectable. The documented picker restrictions are intentional.
- Use the source app or game’s export, backup, restore or migration feature.
- If a legitimate file manager can move user-owned files to an allowed folder, move them first and then import them through the destination app.
- For ordinary files, use USB/MTP or the developer’s desktop-transfer workflow where supported.
- Ask the developer to update an app that insists on direct access to another app’s private directory. A game-mod or GFX tool that depends on this path may simply be incompatible with current Android.
Do not assume that copying an Android/data directory is a valid backup: databases, encryption, account binding, integrity checks and cloud state can prevent restoration.

Does “All files access” solve it?
Some eligible file managers, backup, migration, antivirus and document-management apps can request MANAGE_EXTERNAL_STORAGE. On many phones the setting is under Settings → Apps → Special app access → All files access, although labels vary by manufacturer.
This permission can provide broad access to shared storage, but the app must declare and support it, Google Play limits acceptable uses, and it is not a universal switch for the system picker. Android specifically says it does not generally expose other apps’ app-specific directories under Android/data (official documentation). Grant it only to software you trust.
Advanced options and their limits
Developers testing their own app can use adb shell appops set --uid PACKAGE_NAME MANAGE_EXTERNAL_STORAGE allow; this is not a general consumer bypass and does not establish access to another app’s private data. ADB or USB transfer may help with a supported workflow, but behavior depends on the device and file type.

Root or custom recovery can change the security model, yet it is a device-specific last resort. Rooting can cause data loss or boot problems and affect banking, DRM, enterprise controls and device-integrity checks. It does not automatically make every app’s data portable.

- Do not install random APKs advertised as “privacy bypass” tools.
- Do not repeatedly switch file managers expecting a universal bypass; they may all invoke the same system picker.
- Do not uninstall system-app updates as a routine fix. It can remove unrelated security fixes without changing Android’s storage rules.
- Do not grant all-files access to an unknown app merely because it asks.
Quick troubleshooting checklist
- Record your Android version, phone maker and app version.
- Write down the exact path that is blocked.
- Test a newly created ordinary folder.
- Check whether the app offers import, export, backup or restore.
- Determine whether the issue affects one app or every app.
- Check for a work profile; managed devices can impose additional restrictions.
In short, the warning usually means Android is protecting a location by design. The practical fix is to select an allowed folder or use a supported data-transfer path—not to search for a magic picker setting.

Is this message a virus?
Usually no. It is standard text from Android’s system document picker. Verify the exact path and the app requesting access, especially if an unknown app is asking for broad storage permission.

Is Android blocking my entire storage?
No. The restriction applies to particular locations and access methods. Normal shared folders can still be selected, while protected app directories may remain unavailable.
Can Files by Google remove the restriction?
Not normally. If the restriction is enforced by Android’s shared picker, changing file managers does not remove it. A vendor file manager may have different privileges, but that is device- and version-specific.
Can I turn privacy protection off?
There is no universal switch. Eligible apps may offer All files access for shared storage, but it does not generally unlock other apps’ private Android/data directories.

Why can my computer see files that an app cannot?
USB/MTP and an in-app folder grant are different access paths. A computer may be able to transfer user files even when Android refuses to grant an app persistent access to a protected directory.
Why does one file manager work while another fails?
The working app may have All files access, use a vendor or privileged API, access Android/media instead, or be using a different path. It is not proof that every app can bypass Android’s restrictions.
